HomeMy WebLinkAbout1/15/2019 Item 8, Veium From:Eric Veium < To:E-mail Council Website Subject:RE: Tonight's council meeting Item 8 CCE Governance MOU with Morro Bay Honorable Mayor and Council, I wanted to provide some brief feedback and a request regarding the draft MOU with Morro Bay for shared governance on the MBCP CCE Boards (Policy/Ops/Community Advisory). In summary, please amend the MOU to include a structure for coordinating strategic communications (i.e position statements) between SLO City and Morro Bay that encourages community engagement and stakeholder buy-in around important issues/decisions under consideration by the MBCP boards. Since SLO and Morro Bay share a seat on MBCP, a larger, more regional, more remote CCE, it is clear that unless we are active in being heard, our interests, the benefits we accrue locally, and our commitment to being a model of climate leadership will be subdued. It is imperative that we be proactive and thorough in encouraging and facilitating communications between the SLO City and Morro Bay community leaders, staff, and stakeholders to make sure that we are as impactful as possible in our strategic communications to the MBCP boards. In reviewing the MOU, I noticed there isn't a clear structure for communication between Policy/Ops/CAC members and also between the community not currently selected for policy board (Morro Bay). Structure creates behavior. The behavior we want is proactive and coordinated issue positions that have wide-spread stakeholder buy-in. The MOU is the correct place to create a formal structure whereby we are proactive in monitoring important issues and then develop position statements that we then circulate to interested stakeholders for comment and buy-in prior to communicating them through our representatives to the appropriate MBCP board. Once again, please amend the MOU to include a structure for coordinating strategic communications (i.e position statement development) between SLO City and Morro Bay that encourages community engagement and stakeholder buy-in around important issues/decisions under consideration by the MBCP boards.
