OLD BUSINESS Arbor Day and 35`'' year as a Tree City USA City Arborist Combs made a presentation to continue to meet Tree City USA requirements and recapped the success Arbor Day event held at Santa Rosa Park. Welcome: The meeting was called to order at 6:37pm by Lisa Schott Board President Board Members Present. Lisa Schott, Bob Barker, Roar Berg -Johansen, Jimmy Ochoa and Mike Powers. Aiso present was Crystal Rost from Farrell Smyth property management. Homeowners present: Janet Kase (36), Layne Smith (4), Ann Moore (46), Carol Gandy (47),Carol Mees (58), Dianne Long (20), Bonnie Brued (39), Alda Hughes (62), Vicente Del Rio (64), Jean Hyduchak (65), Erma Prinslow (79) Trish O'Brien (49), Ira Ghosh (89), Althea Schroeder (88), Joan Powers (21). 2. Open Forum One of the owners present requested a copy of the proposed CC&R's, owner was under the impression she would be reimbursed for some exterior repairs, Crystal with Farrell Smyth will send out the proposed restatement. One of the owners requested that the tennis ball courts be power washed, another member let that owner know that there aren't any water hook ups at the tennis courts. Crystal did advise the owners that GLM went by and used the blower on the courts. One of the owners stated that the common area lights need to be cleaned. Roar had cleaned them a couple of years ago, however they are due again. One owner reported that the lawn near unit #49 is not looking dead; Carol Mees with the LAC Committee stated that the appearance of the grass is very normal for this time of year. 3. Correspondence from Owners: There was no correspondence from owners. 4. Approve Board Meeting Minutes July 9, 2018 & July 25, 2018 - Bob made a motion to approve both sets of minutes, motion carried. 5. Reports: a) Managers' Rept – Crystal with Farrell Smyth gave a brief report on the security in Los Verdes Park 1 and the number of vehicles towed. b) Treasurer's Report—Roar gave the financial report as of end of July 2018 Income & Expenses Total Income: $-19,445.17 Total Expenses: $15,294.63 Total Reserve Expenses: $10,790.00 NET INCOME: $45,529.80 RESERVES: Beginning Cash: $77,733.73 Ending Cash: $32,156.50 Reserve Account (Bank of Sierra): $92,578.64 Reserve Account (Pacific Western): $62,305.89 Reserve Account (Bank of Sierra) Avila Ranch Settlement): $165,036.22 ********"Note: The funds in this account are from the Avila Beach settlement and can only be used for a traffic light at our entrance or noise mitigation along Higuera Road****** TOTAL RESERVES: $319,920.75 Total Reserves minus Avila Ranch Settlement: $154,884.53 c) 5tructural Archiltgetural Cowmittee – Jimmy Ochoa reported that several owners who submitted and expedited application for exterior paint were: 39, 58, 87, 60, 91. The owner of 21 submitted an application for windows which was also approved. The application for 52 painting was tabled until the SAC meeting in September, unless the owner submitted a new application. It was discussed that the SAC budgeted $15,000 this year for concrete work. d) La n dsca pe A rc h Itectu ra I Q om rn ittee - Carol Mees gave the LAC report starting with an example that Lisa requested at the prior meeting about comparing bids from different tree trimming companies. The main difference is that Greenvale Tree Company will completely remove and hall away all debris as other companies don't include that. Jim Plug of Greenvale Tree Company informed Carol that the large Cypress Tree behind 36 has a disease and is dying. His recommendation is to remove the tree; his bid of $3,300.00 for the removal, grinding the stump and hauling off was presented to the Board for approval. Also, Greenvale Tree recommended that a special pruning of the tree at 36 be considered for an additional $240.00 Bob made a motion to approve Greenvale's proposal, motion carried. The LAC will have $829.00 dollars left in the budget until next year, the LAC is asking the board for approval on the bid to prune 3 Liquid Amber Trees along the path of units 52 through 62 of $525.00 and a provisional approval to do a special pruning of the tree in front of 34 that has continual branches falling. Bob motioned, motioned carried. e) reported that he mailed out 19 total violations for the month of July several which included trash can violations, and leash law violations. flLegal Asseasment Callected Report - CUstal Rost with Farrell Smyth reported that there are still 2 owners that have not paid the $210.00 legal assessment. Lisa asked what action the board could take if these aren't paid. Crystal will look into what actions the board can take and will report back to the board. 6. Old Business: a) Phase 2 CC&R Amendment - Bob Barker briefly explained the reason for the second phase amendment to the CC&R's to all members present and that the focus with this amendment is to fully relieve the Association of any liability to individual Lots. The Insurance section of the CC&R's will need to be re -written, the Damage and Destruction section of the CC&R's will need to be re -written, some of the definitions will need to be re -written, and several other sections that need to be reviewed by an attorney and revised or re -written. Bob made a motion to change the majority from 55% to a simple majority of 51 %, all board members agreed motion carried. The Board requested that once the restatement is approved that letters go out to all owners requesting that a copy of their insurance policy be kept on file. The Board of Directors will Send out a letter to all owners notifying them of the time frame for them to obtain exterior insurance on their homes. Bob made a motion to expedite the CC&R restatement as written with all items discussed and approved, Jimmy volunteered to get all the additions and corrections as approved and will email John Fricks. b) RV Parking Lot slurry & Seal bids - The board has tabled this until the next regular meeting. c) Clubhouse fence & Entry Area Painting - The Board would like the SAC to place this on their next meeting agenda. d) Rules & Regulations - Bob and Jimmy volunteered to work on Los Verdes Park 1 Rules & Regulations. Crystal notified the Board that once the rules and regulations are updated they must go out to members for a 30 day review. Also the Rules & Regulations go out with the disclosure packets in November. e) Gate Repair near #27 - Roar volunteered to repair this fence. Solar Pool Heater - The Board tabled this for the next regular meeting. g) Concrete Repairs - The board would like the SAC to look into the sidewalk repairs and to utilize the $15,000.00 that was budgeted this year for concrete. 7. New Business: a) Jacuzzi & Pool Health Department Regulations - Bob reported that the current logging of chemicals used is not in compliance with the Health Department and the volunteer that has been treating the pool with the required chemicals needs to make sure that he is accurate in his logging to prevent the pool from being shut down, the volunteer was also directed by Bob that if the chemical levels aren't in compliance that the pool needs to be immediately shut down until those numbers are in the normal range . It was also mentioned that the Health Department is having consistent issues with the system at Los Verdes Park 1. Bob briefly discussed that the instrument panel was never replaced at the time that repairs were being made and asked if Roar would check into why the panel was never replaced even though it was paid for. b) Garbage Can Pick up — As previously discussed under the report for Rules & Regulations that per the CC&R's of Los Verdes Park 1 trash cans are to be placed out on the day of pick up and brought in the same day of pick up and stored out of sight in order to prevent getting a violation notice. GREENVALE TREE COMPANY Arborist Report August 27, 2018 For: Carol Mees Los Verdes I Site: Los Verdes I behind unit 46 in greenspace Task: Determine health, viability and safety of cypress Observations: Canopy — North side of tree has several large dead branches and one entire stem that is dead. Many smaller limbs throughout canopy are dead or yellowing. Very heavy needle drop and the canopy is thin. Overall unhealthy. Branches — Cankers and resin flow from yellow to orangish brown is on many branches of all size. Noted several large cankers and oozing lesions. One stem had a large branch tear out. Some larger rubbing branches. Stems and trunk — Much like the branches with oozing and cankers. There are two places on the trunk where the area just below the bark shows significant rot. Background: Tree was planted along with Sycamore and Liqiuidambar. Tree has foliage mostly at the extremities due to the lack of light in a crowded condition. The tree exhibits symptoms that would indicate Cypress Decline a complex of canker diseases that may include; Cytosporia, Phomopsis, seridium and sometimes Botryospharia. Decline is especially bad in Leyland Cypress but can also attack Monterey and Italian Cypress as well. This tree is the age we would expect this complex to appear. This tree is likely under drought stress as the area below the canopy is dry and it competes with other trees for water. Recommendation: This tree has multiple problems associated with both its health and location. It is diseased and is now losing limbs both by dieback and at least one that tore off. As the tree becomes more and more riddled with canker the limbs dry and become brittle. This means this very tall tree is becoming a hazard. Because of its location amongst other tall trees competition for sun, moisture and nutrient has weakened this tree. Remove the tree before parts or all of it become brittle and fail. Removal will likely help nearby trees with light and moisture. Please see pictures below for more information. Greenvale Tree Company has made the best arboricultural decisions based on observations, history of the tree(s) and species. Greenvale tree Company is not responsible for structural failure or decline in health of tree(s). Cankered area higher in the tree. Note the sunken area that likely is a large area of cankered wood. The sunken appearance is because the surrounding healthy wood has still grown. Also note the branch at the attachment has a large canker and the bark is beginning to detach. Cypress limbs often develop cracks at the attachments due to limbs being whipped back and forth by wind. This is a pocket of rot on the trunk I uncovered by chipping away the loose bark. I could pull out some of this decayed (black) wood with very little effort. Likely it is a very old canker that during wet periods has allowed water to penetrate the loose bark and begun to decay wood. r rT Many dead or dying cypress trees have been reported around Victoria during the past couple of years, particularly in southern regions. The Department of Environment and Primary Industries (DEPI) has identified a range of fungal diseases that are causing cypress decline in south and west Gippsland, the Momington Peninsula and the Western District. Unfortunately there is no proven cure for some of these diseases on cypresses once infection has occurred. -Wha, _.,,dnis..._ _._ tf,_ ___.in- DEPI investigations have shown that cypress trees are affected by a range of fungi (pathogens), including cypress canker (Seiridium sp.), Botryosphaeria sp., Phomopsis sp. and Pestalotiopsis sp. These fungi have the potential to cause dieback symptoms, particularly following environmental conditions that place trees under stress. They are a mixture of primary pathogens (which can attack intact plants) and secondary pathogens (which usually attack plants at sites where another infection already exists). The most significant of the pathogens found is cypress canker (Seiridium sp), which is a serious primary pathogen of exotic conifers of the Cupressaceae family. Cypress canker is found in many parts of the world, including the United States and Europe, and has been present in Victoria for more than 50 years. Why has cypress canker appeared recently? In Victoria, it is believed that the previous drought weakened the cypresses, leaving them vulnerable to infection. Over the past few years, a shift in environmental conditions (increased rainfall and temperature, waterlogged soils, high humidity) has allowed the pathogens to develop into disease outbreaks. How d^nc rvnrocc onlrnr infckt-finn nr•riir? Cypress canker infects a plant through spores (conidia) which are carried on the wind, in water droplets or by insects. Spores that land on healthy foliage can germinate under warm, moist conditions and infection occurs through natural fissures in the bark or through scars caused by mechanical damage (e.g. pruning, animals or falling branches). The pathogen then girdles twigs, branches and the main trunk, interfering with the sap -conducting system and causing the foliage to die. Death may occur progressively from branch to branch. How can cypress canker be recognised? After the initial infection, the fungus kills the plant's vascular tissue, causing characteristic sunken, lens -shaped cankers and ringbarking. This eventually causes death above the wound. Reddish cankers form at the infection site and resin often exudes from around the edges of the cankers or through cracks in the bark. Individual cankers can be elongated and there may be many along each infected branch. '` 10 Cypress cankers and resin on a Leyland cypress. Branches die rapidly, yellowing almost overnight as the foliage is starved of sap. If the infection is not managed, it can eventually lead to the death of the whole plant. Cypress branches and whole trees affected by cypress canker Hot, humid weather, drought and insects (e.g. bark beetles) can hasten the decline of trees infected with cypress canker, due to splitting bark and poor wound responses from the tree. For information on shelterbelts, visit www. do i. vic.gov, a tllag riculturelfa rm i ng -m a n ageme n t/soi I- watorterosionIIc0136-sheItorbelt-design In re -planted or existing cypresses, canker damage can be minimised by ensuring trees are well -sited and well-managed; for example: • Avoid planting susceptible species on disease -prone sites, such as those with high levels of nitrogen. • Keep trees healthy to improve their natural defences against an initial infection. If fertilisers are required, they should be evenly distributed around the drip line of the trees. Watering may be needed during dry spells. • Reduce the chances of branch or stem wounding e.g. by fencing off trees from livestock. • Prune infected branches a minimum of 10 centimetres below the canker to help prevent infection spreading to the main stems (but take care not to over -prune) Pruning should preferably be done in winter or following dry weather, when spores are less likely to infect pruning wounds. After pruning, wound dressings may help to prevent spore infection. All pruning tools should be sterilised before and after use with either alcohol or dilute bleach. • Remove and destroy severely diseased plants by deep burial or burning to help to reduce the risk of neighbouring trees becoming infected.
