ROLL CALL Present: Commissioners Richard Beller (5:01), Brian Rolph, Micah Smith, Christie Withers, Vice-Chair Amy Nemcik, and Chair Allen Root Absent: Commissioner Angela Soll Staff: Deputy Director Doug Davidson and Recording Secretary Summer Aburashed. CONSIDERATION OF MINUTES OF THE REGULAR ARCHITECTURAL REVIEW COMMISSION MEETING OF OCTOBER 15, 2018. ACTION: UPON MOTION BY COMMISSIONER WITHERS, SECONDED BY VICE- CHAIR NEMCIK, CARRIED 6-0-1 (COMMISSIONER SOLL ABSENT), the Architectural Review Commission approved the Minutes of the Regular Architectural Review Commission Meeting of October 15, 2018, as presented. PUBLIC HEARINGS 2. 1135 Santa Rosa Street. San Luis Obispo City Attorney, Christine Detrick, presented the Commissioners with City Council final action and responded to Commissioner inquires. Assistant Planner Walter Oetzell presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. ACTION: MOTION BY COMMISSIONER ROLPH, SECOND BY COMMISSIONER WITHERS, CARRIED 3-3-1 (COMMISSIONERS BELLER, SMITH, & VICE-CHAIR NEMCIK VOTING NO, AND COMMISSIONER SOLL ABSENT) to approve resolution as presented. Motion Failed. ACTION: MOTION BY VICE CHAIR NEMCIK, SECOND BY COMMISSIONER ROLPH, CARRIED 4-2-1 (COMMISSIONERS BELLER AND SMITH VOTING NO, COMMISSIONER SOLL ABSENT) to adopt Resolution No. ARC-1020-2018, deleting the proposed awnings and added trees from Finding A, regarding reduction of building mass and scale, and removing rescission of prior action taken by the ARC (on July 16, 2018) from Section 2 (Action) of the resolution. “A RESOLUTION OF THE ARCHITECTURAL REVIEW COMMISSION OF THE CITY OF SAN LUIS OBISPO RESCINDING PRIOR ACTION AND DIRECTION, AND APPROVING A MODIFICATION TO BUILDING DESIGN FOR A REMODELED COMMERCIAL BUILDING AT 1135 SANTA ROSA STREET (DOWNTOWN COMMERCIAL (C-D) ZONE; FILE #APPL-1070-2017),” as amended. Architectural review of the single-family portion of the South Morro’s development within the Orcutt Area Specific Plan, including an exception for the rear yard setback. Plans include minor exceptions to driveway standards, the rear yard setback (10-feet where 20-feet is normally required) and includes a temporary sales office during construction, in accordance with the Mitigated Negative Declaration ER-137-11 adopted by City Council Resolution No. 10462 (2013 Series); Case #: ARCH-1019-2017, R-2-SP Zone; SLO Orcutt, LLC, applicant. Associate Planner Kyle Bell presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. Applicant representatives, Principal Planner at Oasis Associates, Carol Florence, and Project Architect, Dave Cosco, provided a presentation and responded to Commissioner inquires. Public Comments: Nick Mulck --End of Public Comment-- ACTION: MOTION BY COMMISSIONER BELLER, SECOND BY COMMISSIONER SMITH CARRIED 6-0-1 (COMMISSIONER SOLL ABSENT) to adopt Resolution No. ARC-1021-2018 entitled: “A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW COMMISSION APPROVING THE SINGLE -FAMILY PORTION OF THE SOUTH MORRO’S DEVELOPMENT WITHIN THE ORCUTT AREA SPECIFIC PLAN, INCLUDING AN EXCEPTION FOR THE REAR YARD SETBACK. PLANS INCLUDE MINOR EXCEPTIONS TO DRIVEWAY STANDARDS, THE REAR YARD SETBACK (10-FEET WHERE 20-FEET IS NORMALLY REQUIRED) AND INCLUDES A TEMPORARY SALES OFFICE DURING CONSTRUCTION, IN ACCORDANCE WITH THE MITIGATED NEGATIVE DECLARATION ER-137-11 ADOPTED BY CITY COUNCIL RESOLUTION NO. 10462 (2013 SERIES), AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED NOVEMBER 19, 2018 (3725 ORCUTT ROAD, ARCH-1019-2017)” amended as follows; • Add new Condition No. 7 to require alternative or decorative pavement for the driveway designs, subsequent conditions renumbered as necessary. • Modify Condition No. 20 for clarification and include reference to Table 2 of the City’s General Plan Housing Element. • Modify Condition No. 21 to provide clarification and remove the last sentence. The ARC provided the following suggestions to the applicant and staff for consideration: • Consider adding dormers or other fenestration to the Plan Type 1 homes with consideration of privacy along the rear yards of Lots 10 through 16. Packet Page 6 DRAFT Minutes – Architectural Review Commission Meeting of November 19, 2018 Page 4 • Plan Type 2 “Traditional Farmhouse” style, the left elevation should be revised to remove the gable feature of the covered porch and replace with a hip roof style similar to the front elevation. • Plan Types 2, 3, & 4 “Contemporary Spanish” styles should be revised to address four-sided architecture and include additional articulation among the side elevations. • Plan Types 1, 4, & 5 “Contemporary Spanish” styles should remove the horizontal wood material and metal awnings from the front and left elevations, replacement articulation should reflect or complement the Spanish style. • Consider lowing roof heights of the Plan Type 1x units to reflect a typical roof height of a single-story residence. Recess: The commission recessed at 8:13 p.m. and reconvened at 8:23 p.m. 4. 40 Buena Vista Ave. Architectural review of a design modification to a previously approved single-family residence on a sensitive site. Plans include a new façade design, removal of the roof deck, and revisions to the previously approved exceptions including a building height increase of 7-feet, and a side yard setback exception of 10-feet where 13.5- feet is normally required, with a categorical exemption from environmental review; Case #: MOD-1734-2018, R-1-S Zone; Gary & Sonja Withey, LLC, applicant. Public Comments: William Cochran James Lopes Steve Delmartini --End of Public Comment-- By consensus, the Commission agreed to continue with the meeting by continuing past 9:00 p.m. ACTION: MOTION BY CHAIR ROOT, SECOND BY COMMISSIONER ROLPH, CARRIED 5-1-1 (COMMISSIONER BELLER VOTING NO, AND COMMISSIONER SOLL ABSENT) to adopt Resolution No. ARC-1022-2018 entitled: “A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW COMMISSION APPROVING THE DESIGN MODIFICATION TO A PREVIOUSLY APPROVED SINGLE-FAMILY RESIDENCE ON A SENSITIVE SITE, INCLUDING A NEW FAÇADE DESIGN, REMOVAL OF THE ROOF DECK, AND REVISIONS TO THE PREVIOUSLY APPROVED EXCEPTIONS INCLUDING A BUILDING HEIGHT Packet Page 7 DRAFT Minutes – Architectural Review Commission Meeting of November 19, 2018 Page 5 INCREASE OF 7-FEET, AND A SIDE YARD SETBACK EXCEPTION OF 10-FEET WHERE 13.5-FEET IS NORMALLY REQUIRED. THE PROJECT IS CATEGORICAL EXEMPT FROM ENVIRONMENTAL REVIEW. AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED NOVEMBER 19, 2018 (40 BUENA VISTA AVENUE, MOD-1734-2018) amended as follows: • Add new Condition No. 4 to read: The applicant shall explore a lighter color scheme and additional articulation included but not limited to; a recessed entry feature and a recessed porch toward the rear of the structure (which may be covered), to the satisfaction of the Community Development Director. Subsequent conditions renumbered as necessary. COMMENT AND DISCUSSION Deputy Director Davidson provided a brief agenda forecast. Case #: ARCH 1903-2018, C-D-H Zone; Mark Rawson, applicant Associate Planner Kyle Bell presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. Applicant representatives, Project Architect Mark Rawson, provided a PowerPoint presentation and responded to Commissioner inquiries. Public Comments: Dave Hannings James Lopes Jeanne Kinney Sandra Marshall John Grady Quinn Pullen Les Beck --End of Public Comment-- By consensus, the Commission reviewed a proposed six-story mixed use building with a maximum height of 75-feet within the Downtown Historic District. No final action was taken on the project. The following direction was provided to the applicant: • The project should respond to the Cultural Heritage Committee directional items with emphasis on providing a higher degree of articulation to relieve building mass and provide a greater variety of fenestration, the project should consider a variety in relief of roof lines. • The project should consider and respond to the planning principles and goals identified in the Downtown Concept Plan. • The architectural style should be distinctive as a gateway feature to downtown through design excellence justifying the requested height above 50 feet, given the project prominence along the intersection, the design should be of its own time while compatible with adjacent historic structures. • The project should provide greater step backs on the upper levels and/or consider a height reduction with sensitivity to adjacent historic resources, the design and mass should reinforce the horizontal lines of adjacent facades. • The design should focus on pedestrian scale, consider opportunity to revitalize the corner of Marsh and Chorro as a design feature combined with greater sidewalk widths and additional relief of storefronts to provide for patio dining. Consider tying into the pedestrian experience of the Downtown Center. Packet Page 10 DRAFT Minutes – Architectural Review Commission Meeting of December 3, 2018 Page 3 • Materials should be high quality and selected carefully to be compatible with the historic buildings, without replicating design features, the second story windows should be reduced in height to reflect traditional transom window designs. 3. 1241 Laurel Lane. Case #: ARCH-1909-2018, C-N Zone, Laurel Lane Investments LLC, applicant Deputy Director Doug Davidson presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. Applicant representative, Sean Beauchamp, Southpaw Signs, provided graphic materials to the Commission and responded to Commissioner inquiries. Public Comments: None --End of Public Comment-- ACTION: MOTION BY COMMISSIONER BELLER, SECOND BY COMMISSIONER WITHERS, CARRIED 6-0-1(VICE-CHAIR NEMCIK ABSENT) to adopt Resolution No. ARC-1023-2018 entitled: “A RESOLUTION OF THE ARCHITECTURAL REVIEW COMMISSION OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, APPROVING A SIGN PROGRAM FOR THE VILLAGE AT LAUREL LANE SHOPPING CENTER AT 1241 LAUREL LANE (APPLICATION ARCH-1909-2018)”, as amended below. Approve sign program for shopping center with the monument sign modified to 12-foot maximum above natural grade with up to 2 foot concrete base, with hanging signs and market signs as proposed. The Commission also advised staff to: confirm site distance visibility, including visibility from the bike path; and consider landscaping around the center identification sign. ADJOURNMENT The meeting was adjourned at 6:59 p.m. The Regular Architectural Review Commission for Monday, December 17, 2018 has been cancelled. The next Regular Architectural Review Commission meeting is scheduled for Monday, January 7, 2019 at 5:00 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
