Update on Parks and Recreation Element and Master Plan Project (Stanwyck/Scott - 60 minutes) Senior Planner, Shawna Scott and Parks and Recreation staff presented an update on the Parks and Recreation Master Plan and General Plan Element including summarization the stages of the plan so far and current SLO Swim Center operations and current community PACKET PAGE 4 Parks and Recreation Committee Agenda for December 5, 2018 3 | P a g e programs including city-wide, neighborhood and pop-up events. Staff gave an update on the future steps and workshops for 2019. Recommendation: Receive staff presentation, receive public comments and testimony, and discuss the SLO Swim Center and Events (park activation, city wide events, neighborhood events, enrichment classes) in relation to the Parks and Recreation Master Plan and General Plan Element Update. SLO Swim Center Public Comment Cathy Marvier, SLO Resident, provided ideas for the Swim Center: would like to see Warm Water Exercise 7 am class extend through the fall (or year-round), suit spinner, week-long warm water exercise, additional lifeguard staff, and summer Sunday noon lap swim. Mary Parker, SLO Resident, loves the pool and would like to see extended parking in Sinsheimer during the summer when the lot is impacted by multiple events in the park. Would like to see an expansion of the therapy pool into the adjacent grass area. SLO Resident, would like staff to review current uses during the day once the school district solely uses the high school pool. Asked about a potential parking structure in the park. SLO Resident, addressed the lack of hours to utilize the therapy pool during the day. Would like to see increased hours of the facility. SLO Resident, would like to see more projects for the community to assist with creating. Would like to see additional indoor programming for children on the weekend. Would like to see year-round swim programming for children. SLO Resident, would like to see aqua Pilates held in the therapy pool rather than the 50- meter pool and expansion of therapy pool. Incorporate additional therapeutic programming. Mike Curry, SLO Resident, masters swimmer, would like to see an expansion of the therapy pool. Additional expansion of locker room accessibility for family and handicapped. Shade structures at pool. Scoreboard for competitive swimmers, more lighting, and more handicap parking spots. Commissioner Olson asked if the school district would be solely using the SLO High School pool instead of both once completed. Commissioner Spector asked if there was an opportunity to expand the footprint of the SLO Swim Center into Sinsheimer Park Community Events Commission Questions followed Chair Avakian asked if the events are utilized by the SLO community versus non- residents. Commissioner Olson asked if new events seen large growth? Commissioner Spector inquired about the cost recovery goals. Reach out to organization who may be willing to send out community events to their members. Vice Chair Thurman is priority offered to SLO residents for events that have capacity? Community Events Public Comment SLO Resident, asked how events are advertised to the community. SLO Resident, asked if the community events can be given in a calendar format. Adam Stowe, SLO Resident, encourage to look at how the events are marketed to the public. SLO Resident, asked if there is a monthly email that could be sent to the community. Commission Comments followed Chair Avakian said that small focused neighborhood events are a great place to begin. Regarding swim center, adjusting hours as other uses conclude. Commissioner Applegate reach out local businesses that could offer classes in parks. Commissioner Olson inquired about the equipment located in the multi-purpose room. Commissioner Spector would like to make parks safety as a priority for the community. Would like to see the small neighborhood activation of parks as a great place to start. Vice Chair Thurman spoke about private businesses operating in park location to activate a park location. Create a volunteer program for park patrol. Expansion of the SLO swim center facility as a recreation facility. Adult and Senior Programming: Commissioner Spector spoke about the SLOPD completing an assessment of the safety at the Senior Center and recommendations for safety improvements around the Center. b. City Facilities (Damon Garcia, Golf, Pool & Joint Use Facilities): Commissioner Applegate spoke about the winter special at the SLO Swim Center and the addition of the hydration station on deck. The Ludwick Community Center installed new LED lights in the gym. The golf course installed upgraded weather mon itoring systems. The Youth Basketball program begins in January. d. The City follows industry best practices and allocates resources to address the life cycle of its play equipment in parks. Replacing playground equipment in the City’s parks limits the City’s liability exposure and keeps the City in compliance with State regulations. In 1999, staff developed a plan to identify replacement of the City’s park playground equipment, which anticipates the useful life of the equipment to be 15 years. Islay Hill Park Playground was built in 1997 and is the next playground scheduled to be replaced. In 2008, the State passed AB 1144 which mandates that all play equipment constructed between 1994 and 1999 be replaced or upgraded within 15 years of installation. The project scope as budgeted is to replace all the existing playground equipment and provide a new playground layout within the existing footprint. The project also includes accessibility improvements to the existing public restrooms and to the path of travel from parking spaces to the playground. The City works with several local design firms on contract and for this project has hired Wallace Group to design the project. Wallace Group is working with several playground vendors to provide the playground equipment options. Public Outreach The public’s input about its parks is a critical foundational step that staff facilitates with all projects in parks. City staff has conducted several events to receive community input on the project design for this location. 1. September Scramble Input. Parks and Recreation staff presented some preliminary layout boards on September 29th, 2018, at the September Scramble Kid’s Obstacle Course Meeting Date: February 6, 2019 Item Number: #2 PACKET PAGE 8 Islay Hill Park Playground Replacement Project Page 2 at the Laguna Lake Golf Course. This event saw over 500 children and family members participate and was targeted for kids between the ages of 5-13 (the predominate age that this park is being designed for). Input was received about overall play structures. 2. Islay Hill Park Outreach. Two outreach events were held at Islay Hill Park Playground itself. The design team presented element boards that were voted on by children and adults. The boards were categorized by type of element and age group. The complete display included two boards for ages 2-5, three boards for ages 5-12, and one board for adult play and shade structures. The outreach events were planned at different times of the day to catch a variety of park user including the lunchtime crowd from 11-2pm on December 4th, 2018, and the afternoon and afterschool users from 3-5pm on December 12th, 2018. Staff received good feedback from these events for the elements that users would like to see in the new park layout. The feedback from the element boards was reviewed and provided to the playground vendors to prepare the latest park layout exhibits. Proposed Park Layouts The most popular elements from the outreach events were used to create the playground layouts (Attachment A) for this project. There are currently four layouts to be reviewed and discussed. FISCAL IMPACT The Islay Hill Park Playground Replacement Project was originally identified in the 2017-19 Financial Plan, page E2-10 through E2-11. The project is funded for design 2018-19 and construction 2019-20. The current construction budget is $350,000, but staff will be requesting an additional $150,000 in the 2019-21 Financial Plan to fund the increasing cost of construction. NEXT STEPS Staff will review all feedback from the Parks and Recreation Commission Meeting. This feedback will be used for staff to revise the layouts accordingly and to develop the best layout that meets the desires of the community. That final design will then return to the PRC for consideration and approval. ATTACHMENT A. DISCUSSION Background In 2017, the City Parks and Recreation and Community Development Departments initiated the update to the City’s Parks and Recreation Element of the General Plan and the Master Plan (the “Update”). The Parks and Recreation Commission (PRC) reviewed and provided feedback on the Project Plan for the Master Plan and Element on September 6th and October 4th of 2017 and recommended the City Council approve the Project Plan. On November 7, 2017, the City Council approved the Project Plan, and a consultant team led by WRT was selected in February 2018 to support the Master Plan and Element Staff team. Since that time, the team has implemented the foundational stages of the Project Plan by conducting extensive initial community outreach pursuant to the approved Community Engagement Plan1 and as summarized in the Community Needs Assessment Engagement Memorandum2 approved by the PRC in December 2018. The PRC provided guidance to staff regarding topics to be the focus of three workshops with the Commissioners and the public in early 2019. Each PRC workshop will include a presentation from Staff, hopefully extensive public comment, and finally discussion among the Commissioners about the themes and topics as they relate to the future of parks, facilities, and recreation in San Luis Obispo. The purpose of the three workshops will be to: • Inform the Commissioners and the public about parks and recreation facilities, amenities, and programming currently enjoyed by our community, in addition to the great input received from the statistical survey and through past and ongoing community engagement opportunities; • Additional avenues for the public to express themselves about the future of parks, facilities and recreation through written comments and spoken testimony; • A hosted community conversation with the public regarding the residents’ priorities for the future of parks, facilities, and recreation in San Luis Obispo; and • Further inform for the content of the Community Needs Assessment Report to be prepared by WRT and presented at a Spring 2019 Public Workshop. Based on the results of community engagement thus far, multiple topics are important to the public, and were identified by the PRC for focused discussions related to the community’s values and priorities, unmet needs, and hopes and dreams. The January 9, 2019 PRC Workshop focused on: 1) SLO Swim Center and current and future programming and current and future pool and other aquatic needs and 2) Events, including park activation, citywide events, neighborhood events, and enrichment PACKET PAGE 42 City of San Luis Obispo, Title, Subtitle Parks and Recreation Master Plan and General Plan Element Update Page 3 classes. The PRC and the public received a presentation from Staff and comments from the public, and all public comments and PRC discussions were documented by Staff for further consideration in the Update process. The Feburary PRC Workshop shall focus on Parks, including: bike parks and bike skills areas, park improvements and connectivity, programming in parks, botanical and natural enhancements, and dog parks. NEXT STEPS AND OPPORTUNITIES FOR FURTHER PUBLIC ENGAGEMENT As described in the Community Engagement Plan for this Project, there will be many, many more opportunities for public input prior to preparation of the draft Master Plan and Element. As outlined below, all reports will be provided to the PRC and additional advisory bodies and the City Council, as applicable. Staff encourages the public to review these documents, as well, and provide comments throughout the Master Plan and Element update process.
