Business and Operations Plan 1 805 SLO Beach Breaks | 2410 Broad Street
1.0 Introduction
805 SLO Beach Breaks, Inc. (“Beach Breaks”) seeks to obtain a cannabis dispensary permit from the City
of San Luis Obispo for its proposed location at 2410 Broad St.,San Luis Obispo,California 93401,also
identified as APN:004-921-024 in San Luis Obispo County.
This Business Plan is meant to give a clear picture of our business and our expectations for the dispen-
sary. These pages, along with the Security Plan,Standard Operating Procedures, and Community Ben-
efits Plan, are intended to show the reader that we are confident, capable, and can be trusted to take
on the task of opening and operating a successful and compliant dispensary and that we will make sure
it is done to the highest standards. Most importantly, our principals and owners are highly qualified,as
you will see in their supporting biographies and business entity filings, for forming and maintaining local
cannabis businesses in compliance with all local and state law.
Beach Breaks’foundation is based on years of experience, integrity, and compassion. We are led by an
intelligent, motivated, and reliable team of professionals, who are honest, caring, and determined to
stimulate the City on both an economic and social level. To that end,we wish to call the City’s attention
to the following important highlights regarding the Beach Breaks team:
The Beach Breaks team is comprised of local business owners from the Central California coast
who have successfully operated cannabis and non-cannabis businesses in compliance with state
and local law for over the past decade.
Beach Breaks brings an eclectic mix of professionals to this dispensary. Each member of our
team has an elite skill set to offer, whether it’s from an environmental, retail, manufacturing,or
management background. We are people who understand this industry. We are people who
believe in and depend on this industry and want to do everything in our power to be sure it is a
force for good in the local community.
We are organized and well-funded to enter the cannabis industry with a conservative and sound
business plan that will allow us to methodically determine the proper path for its long-term success.
Our team recognizes that it is not in the City’s best interest to permit a business that opens and
closes soon thereafter and are prepared to navigate through the inevitable rough waters facing
business startups.
We are a group of business and cannabis professionals with experience in compliance, security,
retail, and safety.
We are responsible, tax paying citizens who have, and will continue at all times to focus on lawfully
and safely conducting our business, hiring, training and managing employees, and operating
facilities without harm to our fellow residents, communities or natural resources.
We will be discreet and prioritize the safety and security of our premises, our team and our
products above all else.
We respectfully submit the following application package for your careful consideration.
Regards,
Dr. Brian Touey,
