Derek Johnson, City Manager, will introduce Joe Guzzardi, County Office of Emergency
Services Manager.
2. PRESENTATION - LIFE SAVING AWARD (CANTRELL – 5 MINUTES)
Police Chief Cantrell will present a Life Saving Award to Officer Greg Benson.

The Council welcomes your input. You may address the Council by completing a speaker slip
and giving it to the City C lerk prior to the meeting. At this time, you may address the Council

Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code sec. 54954.2). Staff may be asked to

CONSENT AGENDA
Matters appearing on the Consent Calendar are expected to be non-controversial and will be
acted upon at one time. A member of the public may request the Council to pull an item for
discussion. Pulled items shall be heard at the close of the Consent Agenda unless a majority of
the Council chooses another time. The public may comment on any and all items on the
Consent Agenda within the three minute time limit.
3. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES

Recommendation:
Waive reading of all resolutions and ordinances as appropriate.
4. REVIEW MINUTES OF THE FEBRUARY 4 AND FEBRUARY 5, 2019 CITY
COUNCIL MEETINGS (PURRINGTON)
Recommendation:
Approve the minutes of the City Council meetings held on February 4 and February 5, 2019.
5. REQUEST CONVERSION OF THE AFFORDABLE HOUSING UNITS LOCATED
AT 814, 828, AND 830 LAWRENCE DRIVE FROM THE CITY’S LONG-TERM
AFFORDABILITY PROGRAM TO THE EQUITY-SHARE PROGRAM
(CODRON / VERESCHAGIN)
Recommendation:
Adopt a Resolution entitled, “A Resolution of the City Council of the City of Sa n Luis
Obispo, California, to authorize the Community Development Director to convert three
affordable housing properties within the Moylan T errace Development from the City’s long-
term Affordable Housing program to the Equity-Share program.”
6. STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES UNIVERSAL
HAZARD MITIGATION GRANT FUNDING (FLOYD / HIX)
Recommendation:
Adopt a universal Resolutio n entitled, “Designation of Subrecipient’s Agent Resolution,
Hazard Mitigation Grant Program and Pre-Disaster Mitigation Program,” which will allow
the California Office of Emergency Services to process a current City grant application.

7. RENEWAL OF THE LAGUNA LAKE GOLF COURSE COMMUNITY
PARTNERSHIP AGREEMENT WITH ACHIEVEMENT HOUSE, INC. AND
REDUCTION OF RENTAL PAYMENT (STANWYCK / HYFIELD)
Recommendation:
Approve an amended and restated Agreement with Achievement House, Inc. to continue to
provide food and beverage concessionaire at Laguna Lake Golf Course; and eliminate rental
payments of concession operations at t he Laguna Lake Golf Course with additional services
provided at the golf course pro -shop.
8. ON-CALL TRAVEL DEMAND MODELING SERVICES REQUEST FOR
QUALIFICATIONS (GRIGSBY / HUDSON)
Recommendation:
Approve the Request for Qualifications to provide On-Call Travel Demand Modeling
Services, with a four-year term, and in an amount not -to-exceed the funding level
established for this purpose under t he City’s AB1600 Impact Fee Program.
9. FIRE PERSONNEL EMERGENCY SERVICES MEDICAL EVALUATIONS
(AGGSON / BLATTLER)
Recommendation:
Approve a sole source five-year agreement with Med-Stop Medical Clinic, Inc. authorizing
them to provide medical examinat ions to emergency fire personnel.
10. DUVALL TRUST DISBURSEMENT (HERMANN)
Recommendation:
Adopt a Resolution ent itled, “A Resolution of the City Council of the City of San Luis
Obispo, California, to distribute the remaining balance in the Mary Jane Duvall Trust
account to the San Luis Obispo Museum of Art.”

11. PUBLIC HEARING - CONSIDERATION OF THE 2019 COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDING RECOMMENDATIONS
(CODRON / VERESCHAGIN – 15 MINUTES)
Recommendation:
Adopt a Resolut ion entitled, “A Resolution of the City Council of the City of San Luis
Obispo, California, approving the 2019 Community Development Block Grant (CDBG)
Program.”

12. PUBLIC HEARING – FORMATION OF A SAN LUIS RANCH COMMUNITY
FACILITIES DISTRICT (CODRON / ELKE – 45 MINUTES)
Recommendation:
Adopt three Resolutions entitled:
- “A Resolution of the City Council of the City of San Luis Obispo, California, adopting
local goals and policies for Mello -Roos Community Facilities Districts.”
- “A Resolution of Intention of the City Council of the City of San Luis Obispo,
California, to establish a Community Facilities District and to authorize the levy of
special taxes.”
- “A Resolution of the City Council of the City of San Luis Obispo, California, to inc ur
bonded indebtedness of the proposed City of San Luis Obispo Community Facilities
District No. 2019-1 (San Luis Ranch).”
13. SUCCESSOR MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN
LUIS OBISPO AND THE SAN LUIS OBISPO CITY EMPLOYEES’ ASSOCIATION
(IRONS / SUTTER – 10 MINUTES)
Recommendation:
Adopt a Resolution entitled, “A Resolution of the City Council of the City of San Luis
Obispo, California, adopting and ratifying the Memorandum of Agreement between the City
of San Luis Obispo and the San Luis Obispo City Employees’ Association for the period of
July 1, 2018 to June 30, 2019;” and adopt a regular and supplemental salary schedule
effective February 19, 2019 as required by California Public Employees Retirement System.
STUDY SESSION ITEMS
14. STUDY SESSION: CARBON NEUTRAL BUILDINGS - ENERGY CODE
RESEARCH AND OPTIONS (HILL / CODRON / HAGEN / READ – 45 MINUTES)
Reco mmendation:
Receive the report and provide direction to staff to develop policy and regulatory
amendments to achieve carbon neutral buildings, including potential amendments to the
building code, and research the development of a carbon offset program.

LIAISON REPORTS AND COMMUNICATIONS
(Not to exceed 15 minutes) Council Members report on conferences or other City activities.
At this time, any Council Member or the City Ma nager may ask a question for clarification,
make an announcement, or report briefly on his or her activities. In addition, subject to
Council Policies and Procedures, they may provide a reference to staff or other resources for
factual information, request staff to report back to the Council at a subsequent meeting
concerning any matt er, or take action to direct staff to place a matter of business on a future
agenda. (Gov. Code Sec. 54954.2)
ADJOURNMENT
The next Regular City Council Meeting is scheduled for Tuesday, March 5, 2019 at 6:00 p.m. in
the Council Chamber, 990 Palm Street, San Luis Obispo, California.
