GRANT (CDBG) FUNDING RECOMMENDATIONS
RECOMMENDATION
As recommended by the Human Relations Commission (HRC), adopt a Resolutio n (Attachment
A) to approve funding allocations for an estimated $453,691 of CDBG funds for the 2019
Program Year.
DISCUSSION
Background
The City’s annual CDBG review process provides Council and the public with an opportunity to
provide early input in the grant award process and assist the City Council with direct input to
prioritize community needs. One of the main purposes of the process is to maintain an open,
inclusive, and fair grant application process. The HRC advises the Council on community needs
and funding recommendations. The five major steps in the 201 9 CDBG review process are as
follows:
1. HRC Hosts a “Community Needs Workshop”: The HRC hosted a public hearing on
October 3, 2018, to inform the public about upcoming funding amounts, how to apply for
grants, and to receive community input on grant funding needs. The HRC discussed the
community needs identified during public comment and adopted grant funding priorities for
Council consideration.
2. Council Priority-Setting: On November 13, 2018, the City Council endorsed the HRC’s
recommended CDBG funding priorities for 2019. The priorities established by the HRC and
City Council are listed below:
a. Provide emergency and transitional shelter, homelessness prevention and services.
b. Develop and enhance affordable housing for low and very-low income persons.
c. Promote accessibility and/or removal of architectural barriers for the disabled and elderly.
d. Enhance economic development (to include seismic retrofit, economic stability, low - and
moderate-income jobs).
These priorities were used by staff and the HRC in reviewing the applications to develop
their recommendations for the 2019 CDBG funds.

3. CDBG Applications Hearing: On December 5, 2018, the HRC held a public hearing to
review the 2019 CDBG applications with respect to the Council’s adopted funding priorities
and forwarded its funding recommendations to the County for inclusion in the 201 9 Draft
Action Plan.
4. Reservation Letter: On January 15, 2019, the Council approved a CDBG Reservation Letter
to reserve $294,899 in the 2019 CDBG fund appropriations for property acquisition cost to
San Luis Nonprofit Housing Corporation (SLONP). SLONP is partnering with the Housing
Authority of the City of San Luis Obispo (HASLO) to purchase a vacant home to house at
risk of being homeless and/or current homeless individuals who have special needs. In
addition to CDBG monies, HASLO and SLONP must acquire additional financing support to
complete the project – this letter will assist them to finalize the remaining funding sources.
The approved letter was also sent to County staff for potential inclusion in the 2019 Action
Plan.
5. CDBG Program Hearing: On February 19, 2019, the City Council will hold a public
hearing to consider the HRC’s recommendation as shown in the 2019 Draft Action Plan and
adopt recommendations for projects to be funde d during the 2019 CDBG Program Year.
This action will be submitted to the County Board of Supervisors for inclusion in the final
2019 Action Plan and Community Participation Plan for the Urban County of San Luis
Obispo.

HRC and Staff Recommended 2019 CDB G Funding Allocations
On December 5, 2018, the HRC recommended funding allocations of $453,691 in 2019 CDBG
funds. The preliminary funding estimate was provided by the County based on available
information from the U.S. Department of Housing and Urban Development (HUD). The table
below lists the projects recommended for funding by the HRC, which are consistent with the
previously adopted CDBG Funding Priorities. All of the applications received by the City for
2019 CDBG funding are included in Attachment B1. The staff report provided to the HRC at the
December 5, 2018 meeting included a description of each funding request, which can be found in
Attachment C. The meeting minutes from the December HRC meeting, which reflect the
approval of the staff CDBG funding recommendations, are provided in Attachment D.

Project Overview and Funding Recommendations
1. Community Action Partnership of San Luis Obispo (CAPSLO) - 40 Prado Homeless
Services Center: CAPSLO has requested $71,623 in CDBG funds to increase the capacity,
range, and efficiency of services offered at the new 40 Prado Homeless Services Center; as
well as to increase on-site partnerships with community organizations. The City typically
chooses to fund 100% of the public services allocation of CDBG funds (15% of total) to
homeless shelters and services. This project aligns with the first adopted Funding Priority.
The estimated public services allocation is $68,054 and therefore the HRC is recommending
funding $68,054 to CAPSLO.
2. Housing Authority of San Luis Obispo (HASLO) and San Lu is Obispo Nonprofit
Housing Corporation (SLONP) – Special Needs Housing Acquisition: The Housing
Authority of San Luis Obispo and its affiliate, the San Luis Obispo Nonprofit Housing
Corporation, are seeking CDBG funds to assist with the acquisition of an existing home.

This home will be utilized as permanent housing for special needs households that are either
homeless or at risk of becoming homeless. The request of $350,000 would leverage funds
from the County Housing Trust Fund, HASLO, and as well as p rivate bank financing. The
project aligns with the first and second Funding Priorities, thus the HRC recommends
allocating the entirety of the Housing/Public Facilities/Economic Development allocation, a
sum of $294,899, to this very crucial affordable ho using project.
3. City of San Luis Obispo – CDBG Administration and Capacity Building: City Community
Development staff are requesting $15,879 for administrative costs of the CDBG program,
and $15,879 for housing capacity building. The capacity building allocation can be used for
affordable housing-related City programs. Staff anticipates using a portion of this funding
for the upcoming affordable housing nexus study. Per the CDBG guidelines, a maximum of
20% of the total grant allocation can be utilized for program administration. The City is thus
eligible to utilize 35% of the program administration allocation for associated City costs, per
the 2018-20 Cooperation Agreement with the County. The two requests of $15,879 each, are
consistent with the 35% allocation of $31,758.
4. County of San Luis Obispo – CDBG Administration: County Planning and Building staff
are requesting $58,980 for administrative costs of the CDBG program. Per the CDBG
guidelines, a maximum of 20% of the total grant allocation can be utilized for program
administration. The County is thus eligible to utilize 65% of the program administration
allocation for associated County costs, per the 2018-20 Cooperation Agreement with the
City. The request is consistent with the 65% allocation.
Policy Context
The recommendation to adopt a Resolution to approve funding allocations for the 2019 CDBG
Program Year, is supported by several goals, policies, and programs in the City’s Housing
Element and the 2017-19 Housing Major City Goal. For example, Policy 6.21 of the City’s
Housing Element states “actively seek new revenue sources, including State, Federal and
private/non-profit sources, and financing mechanisms to assist affordable housing development
for extremely low, very low and low- or moderate-income households and first- time
homebuyers.” This recommendation is consistent with this policy because CDBG is a Federal
grant program and two of the projects recommended for funding are assisting with providing
shelter and housing developme nt for homeless and/or lower income households.
Public Engagement
Public engagement has been incorporated in every step of the City’s CDBG process, which is
described in the Background section above. All public hearings have been noticed properly and
all outreach has been consistent with the public engagement manual. Additionally, the County of
San Luis Obispo will continue to include the public throughout the remaining steps of the CDBG
timeline.
ENVIRONMENTAL REVIEW
The project is exempt from envir onmental review per Section 15061 (b)(3) General Rule of the
CEQA Guidelines. The project is an action to award funding.

Decisions made regarding CDBG funding determine how the limited pool of funds the City
receives through the Urban County allocation process is spent. To the extent that projects and
staff efforts are funded through CDBG, the burden on the City’s General Fund and Affordable
Housing Fund to pay for those projects is reduced. As a result, staff time and projects that
receive CDBG funding have a positive fiscal impact on the City. Without CDBG, efforts to
implement policies, programs, and projects to provide affordable housing, as outlined in the
Housing Element and Housing Major City Goal, would have to be funded through City
resources.
ALTERNATIVES
1. The Council may modify the proposed funding amounts.
2. The Council may continue consideration of funding for the 2019 CDBG Program Year. Staff
does not recommend this action because the City’s recommended funding priorities must be
received by the County by the end of March in order to be included in the final 2019 Action
Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, APPROVING THE 2019 COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
WHEREAS, the City of San Luis Obispo is a participating jurisdiction in the San Luis
Obispo Urban County, along with the cities of Arroyo Grande, Atascadero, Morro Bay, Paso
Robles, Pismo Beach, and the County of San Luis Obispo; and
WHEREAS, said cities and County cooperatively administer severa l federal grant
programs under the provisions of the Cooperative Agreement executed between the City and
County on September 23, 2014, and under applicable U.S. Department of Housing and Urban
Development Department (HUD) rules; and
WHEREAS, pursuant to said agreement, the Urban County Public Participation Plan, and
HUD rules, the City Council held a public hearing on February 19, 2019, to consider funding
recommendations by the Human Relations Commission (HRC), to review applications for fede ral
grant funding, and to consider public comments on community needs and the use of such funds;
and
WHEREAS, the Council has considered applications for Community Development Block
Grant (CDBG) funds, public testimony, the Urban County’s proposed One-Year Action Plan, and
the HRC and staff recommendations included in the agenda report ; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. Environmental Determination. The project is exempt from environmental
review per CEQA Guidelines under the General Rule (Section 15061(b)(3)). It can be seen with
certainty that CDBG funding allocations could not have a significant effect on the environment.
SECTION 2. 2019 Community Development Block Grant Program Amendments. The
City’s 2019 Community Development Block Grant Program is hereby approved, as shown in
Exhibit A. The Community Development Director is authorized to approve final dollar amounts
once HUD releases allocations with the direction to make up differences in the two amounts . Any
additional increase in funding shall be allocated to HASLO and SLONP’s affordable housing
project once increases for public services (15% of allocation) and program administration (20% of
allocation) have been adjusted.
SECTION 3. Board of Supervisors Consideration. The Council hereby forwards the
above actions to the San Luis Obispo County Board of Supervisors for consideration prior to th e
Board’s final action on the Urban County’s 2019 Consolidated Plan.
SECTION 3. Community Development Director Authority. The Community
Development Director is authorized to act on behalf of the City in executing grant agreements and

other actions necessary to implement the approved Consolidated Plan and CDBG Program,
including revisions to funding amounts for the 2019 CDBG Program if the City’s actual CDBG

QUALIFYING CRITERIA (10 points)
The Community Development Block Grant program was established by Congress in 1974 with
passage of the Housing and Community Development Act and is administered by the United
States Department of Housing and Urban Development (HUD). This program provides funds to
municipalities and other units of government around the country to develop viable urban
communities. This is accomplished by providing affordable, decent housing, a suitable living
environment and by expanding economic opportunities principally for low and moderate income
persons. Although local units of government develop their own programs and funding priorities,
all activities must be consistent with one or more of the following HUD national objectives:
•Principally benefits low- and moderate-income persons
•Prevents or eliminates slum or blight
•Addresses an urgent need or problem in the community (e.g., natural disaster)
As an entitlement Urban County under the CDBG program, the County of San Luis Obispo receives
annual funding allocations from the federal government to fund activities to address these
national objectives.
As a funding recipient, San Luis Obispo County is required to submit an Annual Action Plan that
describes how the Urban County will utilize federal funds to address the national objectives in a
manner that will produce the greatest measurable impact on the Urban County communities. The
lead agency responsible for submission of this Plan to HUD is the Planning and Building
Department of the County of San Luis Obispo.
(4-1) Please identify the appropriate CDBG objective that applies to the proposed
project/program by checking the box next to A, B, or C. In addition, please provide a
corresponding explanation of how the proposed activity meets the national objective.
A. Objective One – Low/Moderate Income (check one):
Note: To meet this national objective, the proposed activity must benefit a specific clientele or
residents in a particular area of the County or participating city, of which at least 51 percent are low-
and moderate-income persons.

elderly persons; battered spouses; homeless persons; illiterate adults; adults meeting census
definition of severely disabled; persons living with AIDS; and migrant farm workers.
Housing – The project adds or improves permanent residential structures that will be/are
occupied by low/moderate-income households upon completion.
Jobs – The project creates or retains permanents jobs, at least 51% of which are taken by
low/moderate-income persons or considered to be available to low/moderate-income persons.
Assistance to Microenterprises – The project provides technical assistance to microenterprises
owned by low/moderate-income persons.
B. Objective Two – Slums or Blight
Assists in the prevention or elimination of slums or blight. Note: To meet this national objective, the
proposed activity must be within a designated slum or blighted area and must be designed to address
one or more conditions that contributed to the deterioration of the area.

objective, the proposed activity must deal with major catastrophes or emergencies such as floods or
earthquakes.

HMIS Reporting All homeless service providers applying for CDBG funds to assist,
house, or shelter the homeless must identify and demonstrate the
capacity to participate in the County of San Luis Obispo Homeless
Management Information System (HMIS) to provide: personnel for
data entry, user licensing, and hardware and software necessary for
compatibility with HMIS. HMIS is an electronic data collection system
that stores client level information about persons who access the
homeless services system in a Continuum of Care, and reports
aggregate data for the County as per HUD’s Data Standards. HUD
updated its data standards in 2014, and the new standards are in

The San Luis Obispo County Housing Trust Fund strongly supports HASLO’s request for CDBG funds to
purchase homes in the City of San Luis Obispo for special needs households and individuals.
Increasing the supply of affordable rental housing for lower income households is rightfully the City’s top
housing priority. Your proposal addresses this priority and it does far more.
Safe, supportive and affordable housing for our neighbors with special needs is even more critical than
affordable apartments. It is a matter of life and death for many. It is also more difficult and expensive
than simply building new apartment units. It can be just as difficult and time consuming to get the needed
approvals and financing for just one or two units of special needs housing as it is for 30 or 40 apartments.
In addition to the housing structure, you need to secure, coordinate and fund various services for the
clients who live in these homes.
HASLO has a long track record of partnering with local governments, funders and service providers to
make special needs housing successful. The Housing Trust Fund is proud to have worked with you on a
number of these projects. Incidentally, our most recent loan was for Hope House in Los Osos. We
partnered with you and Restorative Partners to provide a housing environment in which women released
from incarceration can re-enter society and reunite with their children. Kudos for your great work.
The Housing Trust Fund has always prioritized financing housing for those with special needs. We look
forward to partnering with you again to create more safe, supportive and affordable housing for those
with special needs using your new CDBG grant.

QUALIFYING CRITERIA (10 points)
The Community Development Block Grant program was established by Congress in 1974 with
passage of the Housing and Community Development Act and is administered by the United
States Department of Housing and Urban Development (HUD). This program provides funds to
municipalities and other units of government around the country to develop viable urban
communities. This is accomplished by providing affordable, decent housing, a suitable living
environment and by expanding economic opportunities principally for low and moderate income
persons. Although local units of government develop their own programs and funding priorities,
all activities must be consistent with one or more of the following HUD national objectives:
• Principally benefits low- and moderate-income persons
• Prevents or eliminates slum or blight
• Addresses an urgent need or problem in the community (e.g., natural disaster)
As an entitlement Urban County under the CDBG program, the County of San Luis Obispo receives
annual funding allocations from the federal government to fund activities to address these
national objectives.
As a funding recipient, San Luis Obispo County is required to submit an Annual Action Plan that
describes how the Urban County will utilize federal funds to address the national objectives in a
manner that will produce the greatest measurable impact on the Urban County communities. The
lead agency responsible for submission of this Plan to HUD is the Planning and Building
Department of the County of San Luis Obispo.
(4-1) Please identify the appropriate CDBG objective that applies to the proposed

Assists in the prevention or elimination of slums or blight. Note: To meet this national objective, the
proposed activity must be within a designated slum or blighted area and must be designed to address
one or more conditions that contributed to the deterioration of the area.

QUALIFYING CRITERIA (10 points)
The Community Development Block Grant program was established by Congress in 1974 with
passage of the Housing and Community Development Act and is administered by the United
States Department of Housing and Urban Development (HUD). This program provides funds to
municipalities and other units of government around the country to develop viable urban
communities. This is accomplished by providing affordable, decent housing, a suitable living
environment and by expanding economic opportunities principally for low and moderate income
persons. Although local units of government develop their own programs and funding priorities,
all activities must be consistent with one or more of the following HUD national objectives:
• Principally benefits low- and moderate-income persons
• Prevents or eliminates slum or blight
• Addresses an urgent need or problem in the community (e.g., natural disaster)
As an entitlement Urban County under the CDBG program, the County of San Luis Obispo receives
annual funding allocations from the federal government to fund activities to address these
national objectives.
As a funding recipient, San Luis Obispo County is required to submit an Annual Action Plan that
describes how the Urban County will utilize federal funds to address the national objectives in a
manner that will produce the greatest measurable impact on the Urban County communities. The
lead agency responsible for submission of this Plan to HUD is the Planning and Building
Department of the County of San Luis Obispo.

Assistance to Microenterprises – The project provides technical assistance to microenterprises
owned by low/moderate-income persons.
B. Objective Two – Slums or Blight
Assists in the prevention or elimination of slums or blight. Note: To meet this national objective, the
proposed activity must be within a designated slum or blighted area and must be designed to address
one or more conditions that contributed to the deterioration of the area.

HMIS Reporting All homeless service providers applying for CDBG funds to assist,
house, or shelter the homeless must identify and demonstrate the
capacity to participate in the County of San Luis Obispo Homeless
Management Information System (HMIS) to provide: personnel for
data entry, user licensing, and hardware and software necessary for
compatibility with HMIS. HMIS is an electronic data collection system
that stores client level information about persons who access the
homeless services system in a Continuum of Care, and reports
aggregate data for the County as per HUD’s Data Standards. HUD
updated its data standards in 2014, and the new standards are in

BACKGROUND
The City received a total of four applications for the 2019 Community Development Block Grant
(CDBG) program, requesting a total of $512,361. Estimated funding for the 2019 Program Year is
$453,691. Of the total estimated allocation, 20% of the funds are reserved for administrative costs. This
allocation is further distributed by 65% to the County of San Luis Obispo, with the remaining 35%
returning to the City. Therefore, of the City’s $453,691 total estimated CDBG allocation, the County is
eligible to receive $58,980 for administration purposes and the remaining $31,758 can be utilized for
City costs. In this funding year, the City intends to use half of the program administration allocation, a
total of $15,879, for administrative costs, and use the remaining $15,879 for housing capacity building.
FUNDING PRIORITIES
On November 13, 2018, the City Council endorsed the HRC’s recommended funding priorities for the
2019 CDBG funding year. The ranked priorities established by the HRC and City Council are as follows:
1. Provide emergency and transitional shelter, homelessness prevention and services.
2. Develop and enhance affordable housing for low and very-low income persons.
3. Promote accessibility and/or removal of architectural barriers for the disabled and elderly.
4. Enhance economic development (to include seismic retrofit, economic stability, low and
moderate income jobs).
PROGRAMS RECOMMENDED FOR FUNDING
The above priorities are used as the basis for developing funding recommendations of the 2019 CDBG
applications. Staff recommends funding all of the four applications, as shown in Attachment A. All
applicable projects align with the established Funding Priorities and are more thoroughly described
below. A copy of each 2019 CDBG application is also provided for HRC review in Attachment B 1.
Project Overview and Funding Recommendations

Center: CAPSLO has requested $71,623 in CDBG funds to increase the capacity, range, and
efficiency of services offered at the new 40 Prado Homeless Services Center; as well as to
increase on-site partnerships with community organizations. The City typically chooses to fund
100% of the public services allocation of CDBG funds (15% of total) to homeless shelters and

services. This project aligns with the first Funding Priority. The estimated public services
allocation is $68,054 and therefore the City is recommending funding $68,054 to CAPSLO.
2. Housing Authority of San Luis Obispo (HASLO) and San Luis Obispo Nonprofit Housing
Corporation (SLONP) – Special Needs Housing Acquisition: The Housing Authority of San
Luis Obispo and their affiliate, the San Luis Obispo Nonprofit Housing Corporation, are seeking
CDBG funds to assist with the acquisition of an existing home. This home will be utilized as
permanent housing for special needs households that are either homeless or at risk of becoming
homeless. The request of $350,000 would leverage funds from the County Housing Trust Fund,
HASLO, and as well as private bank financing. The project aligns with the first and second
Funding Priorities, thus staff recommends allocating the entirety of the remaining funds for
housing and public facilities, a sum of $294,899, to this very crucial affordable housing project.
3. City of San Luis Obispo – CDBG Administration and Capacity Building: City Community
Development staff are requesting $15,879 for administrative costs of the CDBG program, and
$15,879 for housing capacity building. The capacity building allocation can be used for
affordable housing-related City programs. Staff anticipates using a portion of this funding for
the upcoming affordable housing nexus study. Per the CDBG guidelines, a maximum of 20% of
the total grant allocation can be utilized for program administration. The City is thus eligible to
utilize 35% of the program administration allocation for associated City costs, per the 2018-20
Cooperation Agreement with the County. The two requests of $15,879 each, are consistent with
the 35% allocation of $31,758.
4. County of San Luis Obispo – CDBG Administration: County Planning and Building staff are
requesting $58,980 for administrative costs of the CDBG program. Per the CDBG guidelines, a
maximum of 20% of the total grant allocation can be utilized for program administration. The
County is thus eligible to utilize 65% of the program administration allocation for associated
County costs, per the 2018-20 Cooperation Agreement with the City. The request is consistent
with the 65% allocation.
ROLE OF THE HUMAN RELATIONS COMMISSION
These recommendations are provided for the benefit of the public and HRC. The HRC’s role is to
consider these recommendations in light of public testimony and either, (1) accept the allocations
proposed if the HRC concurs, or (2) make changes so that the recommendation reflects the views of a
majority of the Commission. The adopted priorities should guide the Commission throughout the
discussion.
The HRC’s recommended allocations will be forwarded to the County for incorporation into the 2019
Draft Action Plan, and also to the City Council for a final recommendation. The Action Plan will be
considered for approval by the Board of Supervisors in March 2019.

3. Staff Updates
Assistant Planner Vereschagin discussed the current HRC vacancy and the current
recruitment process for all City Advisory Bodies. She also reminded the Commission that
the January 2nd meeting was canceled.
Commissioner Crewe discussed that Shower the People has successfully began operating
and that financial support continues to be donated.
Commissioner Hopkins discussed the upcoming homeless Point-in-Time Count on January
28, 2019. He also notified the Commission about the County’s new proposed housing
policy and inclusionary housing fee structure. Lastly, he mentioned that the Diversity &
Inclusion Workshop hosted by Cal Poly was very uplifting and positive.
Commissioner Rosten inquired about potential locations near Downtown SLO for portable
showers and also about new development around the Downtown Core.

Chair Welts adjourned the meeting at 5:50 p.m. The next Regular meeting of the Human
