NEW LIGHTS NOT NEEDED
· New tennis court lights constructed at San Luis High reduce the need for new tennis court lights
· New lights at High School are readily available to the public
· New courts at High School provide plenty of supply for needed demand
o On 50 observed occasions since the lights were constructed, there was never more than one court being utilized
o Many of those occasions included people skateboarding, playing ultimate Frisbee, and dodgeball (proven by
photographic and video evidence)
THE IMPACTS OF NEW LIGHTS
· Many existing residences are located immediately adjacent to the existing Sinsheimer Courts
· Installing tennis court lighting will result in significant adverse impacts to exiting residences, including:
o Significant light and glare impacts, significant cumulative impacts when combine with existing stadium lights
o Increased noise and traffic
· Proposed 90% construction plans DO NOT include any mitigating factors as requested by residents, confirmed by staff
· Compliance with “night sky ordinance” does not mean there will be no significant impact to adjacent residences
FOUR OPTIONS TO CONSIDER
1. Support staff’s recommendation to defund proposed lighting plan at Sinsheimer Courts
2. Do not include in the Parks and Rec Element
3. Consider alternative locations where installing major tennis court lighting will not have an impact to the health and
welfare of existing residences
4. Allow the proposed courts at the Orcutt Specific Plan to satisfy any unmet demand
