Hello Devin,
Thank you for the update. If I read this correctly, action for lighting the Sinheimer tennis courts is delayed indefinitely. Is
the money allocated going to a different project or placed in some account that is protected? I understand more
discussion will take place concurrent with the Parks and Recreation Element and Master Plan Update. For nearly 20
years the small but vocal tennis community pushing for lighted tennis courts is asked again to wait. The small group of
vocal local residents who oppose lighting the tennis courts will live with Blues baseball, a beautiful playground, a little
league baseball diamond, disc golf, volleyball, horseshoes, batting cages but not tennis in the evening roughly four
months of the year. My faith in our local leaders and the democratic process is faltering. We have played by the rules,
done our due process and attended countless meetings. My belief that I can make a difference is nearly gone.
Some years from now when lighting the tennis courts at Sinshemier Park is completed, people will look at this and
wonder why it took so long. Who could possibly argue that providing access to recreational facilities to working class
people is counter to a healthy community or not a good fit for a PUBLIC PARK.
I hope to attend the meeting tonight but if I cannot please read this in my absence.

Staff Recommendation: 1. Authorize Staff to implement the above REOC recommendations; and, 2. Authorize the
deferment and return $165,000 of unspent funds of the Parkland Funded 2017-19 Sinsheimer Park Tennis Court Lighting
Project and direct staff to include discussions of this project concurrent with the update of the Parks and Recreation
Element and Master Plan Update.

But this is really disappointing and indicates, yet once again, the difficulty of the council to committ to projects that
may have any bit of discontent from a loud minority. SLO will continue to disregard its tennis players (the only mayor
sport not to have lights provided) and to be the only city in the Five-Cities complex not to have lighted tennis courts.
What a shame.
If the problem is technical, and not political, there are creative solutions, such as phasing the project (have only two
courts lighted first!)sponsors.
Well, perhaps my kids see the lights....

Greetings:
Thank you to all of who attended the Sinsheimer Tennis Court Project conversation on February 5 and for
those who provided correspondence with Council. Staff received a great deal of information with regards to
future analysis, study and research at the meeting. As was noted in the presentation, staff is recommending to
Council the evaluation and prioritization of the project within the Parks and Recreation Element of the General
Plan Update and Master Plan.
At theMarch 5, 2019 City Council meeting, a consent item is proposed discussing the status on a few
capital projects including the Sinsheimer Tennis Court Lighting Project. As a result of increased projected

construction costs (now at $425,000), the need to do some more research to respond to public input, and the
Update of the Parks and Recreation Element of the General Plan and Master Plan (currently underway) staff
is suggesting this project be evaluated in the context of the larger prioritization exercise for all future
recreation amenities, facilities, and parks within the Master Plan and be deferred to that process at this time.

Additionally, the Parks and Recreation Department will be holding its third focused workshop at the March
Parks and Recreation Commission meeting discussing Fields and Facilities. We hope to see many of you in
attendance on Wednesday, March 6 in the Council Chamber at 5:30 PM.
