SUBJECT: ADOPT A RESOLUTION FOR INTEGRATED REGIONAL WATER
MANAGEMENT (IRWM) GRANT FUNDING
RECOMMENDATION
Adopt a resolution accepting a grant award of $78,125 from the San Luis Obispo County Flood
Control and Water Conservation District for value engineering for the Water Resource Recovery
Facility project design.
DISCUSSION
In 2012, the City of San Luis Obispo approved the San Luis Obispo County Region Integrated
Regional Water Management Program Participants Memorandum of Underst anding that outlined
the structure for water planning for San Luis Obispo County. In November of 2014, Proposition
1 was approved by the voters of California which made available $510 million in funding for
Integrated Regional Water Management (IRWM) projects.
On October 4, 2016, the San Luis Obispo County IRWM program, managed by the County’s
Flood Control and Water Conservation District, selected several regional projects to fund
through the Proposition 1 Disadvantaged Communities (DAC) grant program. T he City
request ed funding the value engineering of the 60 percent Water Resource Recovery Facility
(WRRF) project design. Value engineering is an analysis of the project design by a third party to
confirm design assumptions and make recommendations that will allow optimization and/or cost
reductions for the project. The 60 percent design value engineering and associated scope changes
resulted in approximately $7.5 million in project savings.
Recently the City was notified that it had been approved for its requested grant, which totals
$78,125. After review of the documents, staff realized that a resolution to accept the grant and
the authority to execute the agreement to facilitate receipt of the grant funds had not yet been
presented to Council. The att ached Resolution, (Attachment A) if approved, will allow the City
to accept this grant and authorize the Utilities Director to execute the necessary agreements.

Policy Context
The City’s grant policy requires Council approval of all grants exceeding $5,0 00. The WRRF
project upgrade involves several processes to ensure compliance with the City’s stringent
requirements for treated wastewater discharge. The project will also increase capacity that aligns
with the City’s General Plan and maximize recycled wat er production. Pursuing grant funding is
consistent with the WRRF project’s funding strategy.
Public Engagement
Public outreach and engagement for the WRRF project and grant funding opportunities began at
the first steps of this project. The WRRF project continues engagement activities through the
project website at www.slowrrfproject.com, updates in the Utilities Department Resource
newsletter, facility tours, public presentations, and other events.
CONCURRENCE
The City Attorney has reviewed the gr ant documents and concurs with the adoption of the
resolution.
ENVIRONMENTAL REVIEW
The Environmental Impact Report (EIR) for the WRRF project was certified by Council on
August 16, 2016. Acceptance of grant funding is not a project as defined by CEQA Guidelines
section 15378.

There is no negative fiscal impact with this action. Accepting this grant will reduce the overall
costs of the WRRF project design.

ALTERNATIVES
Deny adoption of the resolution. Council may decide to not adopt the resolution. Staff does not
recommend this option as the City has been approved for the grant funding ; accepting this grant
will reduce WRRF design costs and is consistent with the project’s funding strategy.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA ACCEPTING A GRANT FROM THE SAN LUIS
OBISPO COUNTY FLOOD CONTROL AND WATER CONSERVATION
DISTRICT
WHEREAS, the City participates in the Integrated Regional Water Management (IRWM)
Program and Regional Water Management Group; and
WHEREAS, the City Council approved the “San Luis Obispo County Region Integrated
Regional Water Management Program Participants Memorandum of Understanding” outlining the
governance structure for the integrated water management planning efforts for San Luis Obispo
County and the Mayor executed t he Memorandum in November 2012; and
WHEREAS, on November 4, 2014, California voters approved Proposition 1, the Water
Quality, Supply, and Infrastructure Improvement Act of 2014 authorizing $510 million in
Integrated Regional Water Management (IRWM) funding; and
WHEREAS, the City is upgrading its Water Resources Recovery Facility to meet the
requirements of its recently adopted National Pollutant Discharge Elimination System permit ,
maximize recycled water production, increase capacity, replace aging infr astructure, and create a
community asset; and
WHEREAS, the City conducted a value engineering process for the Water Resources
Recovery Facility project ; and
WHEREAS, the County, through the IRWM, applied for a Proposition 1 grant on the
City’s behalf to fund the Water Resources Recovery Facility value engineering process; and
WHEREAS, the San Luis Obispo County Flood Control and Water Conservation District
is the lead agency responsible for the IRWM program and for the ad ministration of agreements
necessary to receive State funding; and
WHEREAS, the City wishes to accept the grant funding for the Water Resources Recovery
Facility value engineering process in the amount of $78,125.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. The City of San Luis Obispo is hereby authorized to accept the funding
agreement with San Luis Obispo County Flood Control and Water Conservation District , and
accept and expend funds for the Project; and

SECTION 2. The Director of Utilities, or designee, is hereby authorized and designated
to sign, for and on behalf of City of San Luis Obispo, the funding agreement for the Project and
any amendments thereto; and
SECTION 3. The Director of Utilities, or designee, is hereby authorized and designated
to represent the City of San Luis Obispo in carrying out City of San Luis Obispo's responsibilities
under the funding agreement, including certifying invoices and disbursement requests for Project
costs on behalf of City of San Luis Obispo and compliance with applicable state and federal laws.
SECTION 4. Any and all actions, whether previously or subsequently taken by City of
San Luis Obispo, which are consistent with the intent and purposes of the foregoing resolution,
shall be, and hereby are, in all respects, ratified, approved and confirmed.
