HomeMy WebLinkAbout03-19-2019 Item 03 - Advisory Body Appointments Department Name: Administration Cost Center: 1021 For Agenda of: March 19, 2019 Placement: Appointment Estimated Time: 10 Minutes FROM: Greg Hermann, Deputy City Manager Prepared By: Teresa Purrington, City Clerk SUBJECT: 2019 APPOINTMENTS TO CITY ADVISORY BODIES RECOMMENDATION As recommended by the Council Liaison Subcommittees make appointments to the City's Advisory Bodies effective April 1, 2019 as set forth below and direct the City Clerk to continue to recruit for any unfilled vacant positions. DISCUSSION San Luis Obispo has a long history of involving its residents in the business of City government. Holding a position on an advisory committee or commission provides an opportunity for interested residents to participate in the governing of their community under guidelines and procedures established by Council. The City holds an Annual Advisory Body Recruitment to fill those positions which commence on April 1 st of each year. This year the City recruited to fill 38 scheduled and unscheduled Advisory Body positions. The recruitment was conducted between November 15, 2018 and January 18, 2019. A total of 79 applications were received. Council Liaison Subcommittees conducted interviews during the months of February and March. The following recomme ndations will fill 30 of these vacancies. Recruitment for the remaining 8 vacancies will be reopened on March 21, 2019. Notices will be posted online, on social media and on the Public Hearing Notice board. No vacancies currently exist on the Area Agency on Aging, Citizens Transportation Advisory Committee and Zone 9 Advisory Committee and therefore no recruitment was held. Council Liaison Subcommittee Recommendations Active Transportation Committee Tim Jouet to a four-year term expiring March 31, 2023. Thomas Arndt to a four-year term expiring March 31, 2023. Administrative Review Board Continue to recruit for one unfilled vacancy with a term expiration of March 31, 2021. Construction Board of Appeals Niel Dilworth to a four-year term expiring March 31, 2023. Continue to recruit for one unfilled vacancy for representative with disabilities with a term expiration of March 31, 2022. Cultural Heritage Committee James Papp to a four-year term expiring March 31, 2023. Eva Fina to a four-year term expiring March 31, 2023. Continue to recruit for one unfilled vacancy with a term expiration of March 31, 2023. Housing Authority Jay Beck to a four-year term expiring March 31, 2023. Elizabeth “Biz” Steinberg to a four-year term expiring March 31, 2023. Gregory Gillett to a four-year term expiring March 31, 2023. Ashlea Boyer to a four-year term expiring March 31, 2023. Patricia Souza, Senior Tenant, to a two-year term expiring March 31, 2021. Continue to recruit for one unfilled vacancy for a Family Tenant representative with a term expiration of March 31, 2021. Human Relations Commission Jeannette Saenz to a four-year term expiring March 31, 2023. Renoda Campbell-Monza to a four-year term expiring March 31, 2023. William “Bill” Crewe to a four-year term expiring March 31, 2023. Investment Oversight Committee Daniel Humphrey, public member, to a term expir ing March 31, 2022. Jack House Committee Kathi Settle to a four-year term expiring March 31, 2023. Mass Transportation Committee David Figueroa, at large representative, to a four-year term expiring March 31, 2023. Denise Martinez, representative with disability, to a four-year term expiring March 31, 2023. Ryan Hurd, student representative, to a four -year term expiring March 31, 2023. Continue to recruit for two unfilled vacancies for alternate representatives to a three-year term expiring March 31, 2022. Personnel Board Judy Groat to a four-year term expiring March 31, 2023. Revenue Enhancement Oversight Commission Chris Coates to a three-year term expiring June 30, 2022. Winston Newland to a three-year term expiring June 30, 2022. Tourism Business Improvement District Board Pragna Patel-Mueller to a four-year term expiring March 31, 2023. Continue to recruit for one unfilled vacancy to a term expiring March 31, 2023. Applications of those who were unsuccessful in this process will be kept on file for the next year and will be notified of any subsequent vacancies. Policy Context The Advisory Body Handbook, last adopted by the City Council in February 2018, outlines the recruitment procedures, membership requirement and terms. Also contained in the Advisory Body Handbook are the bylaws for all advisory bodies. Recruitment was performed in conformance with recruitment procedures and bylaws. Public Engagement Notices that the City was accepting applications for 15 Advisory Bodies were placed in The New Times, The Tribune, on the City’s website and social media outlets, and utility bill inserts. ENVIRONMENTAL REVIEW The California Environmental Quality Act does not apply to the recommended action in this report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15278. Compensation for Architectural Review Commission (ARC) and Planning Commission (PC) is included in the adopted budget for the Community Development Department.
