SUBJECT: 2019 APPOINTMENTS TO CITY ADVISORY BODIES
RECOMMENDATION
As recommended by the Council Liaison Subcommittees make appointments to the City's
Advisory Bodies effective April 1, 2019 as set forth below and direct the City Clerk to continue
to recruit for any unfilled vacant positions.
DISCUSSION
San Luis Obispo has a long history of involving its residents in the business of City government.
Holding a position on an advisory committee or commission provides an opportunity for
interested residents to participate in the governing of their community under guidelines and
procedures established by Council. The City holds an Annual Advisory Body Recruitment to fill
those positions which commence on April 1 st of each year.
This year the City recruited to fill 38 scheduled and unscheduled Advisory Body positions. The
recruitment was conducted between November 15, 2018 and January 18, 2019. A total of 79
applications were received. Council Liaison Subcommittees conducted interviews during the
months of February and March. The following recomme ndations will fill 30 of these vacancies.
Recruitment for the remaining 8 vacancies will be reopened on March 21, 2019. Notices will be
posted online, on social media and on the Public Hearing Notice board.
No vacancies currently exist on the Area Agency on Aging, Citizens Transportation Advisory
Committee and Zone 9 Advisory Committee and therefore no recruitment was held.

Tim Jouet to a four-year term expiring March 31, 2023.

Applications of those who were unsuccessful in this process will be kept on file for the next year
and will be notified of any subsequent vacancies.
Policy Context
The Advisory Body Handbook, last adopted by the City Council in February 2018, outlines the
recruitment procedures, membership requirement and terms. Also contained in the Advisory
Body Handbook are the bylaws for all advisory bodies. Recruitment was performed in
conformance with recruitment procedures and bylaws.
Public Engagement
Notices that the City was accepting applications for 15 Advisory Bodies were placed in The New
Times, The Tribune, on the City’s website and social media outlets, and utility bill inserts.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15278.

There is no additional impact for the appointment of the above Advisory Body members.
Compensation for Architectural Review Commission (ARC) and Planning Commission (PC) is
included in the adopted budget for the Community Development Department.

Council could recommend changes to the recommended appointments.
