ROLL CALL Council Members Present: Council Members Carlyn Christianson, Aaron Gomez, Erica A. Stewart, Vice Mayor Andy Pease, and Mayor Heidi Harmon. Council Members Absent: None City Staff Present: Derek Johnson, City Manager; Christine Dietrick, City Attorney; and Teresa Purrington, City Clerk; were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. PLEDGE OF ALLEGIANCE Scouts from Troop 5 led the Pledge of Allegiance. INTRODUCTION 1. REVIEW MINUTES OF THE FEBRUARY 4 AND FEBRUARY 5, 2019 CITY COUNCIL MEETINGS CARRIED 5-0, to approve the minutes of the City Council meetings held on February 4 as presented and February 5, 2019 with the following change: Last sentence of first page to read `By consensus the City Council directed staff to bring a brief item on creating a policy on monuments on public property back to Council." 5. REQUEST CONVERSION OF THE AFFORDABLE HOUSING UNITS LOCATED AT 814, 828, AND 830 LAWRENCE DRIVE FROM THE CITY'S LONG-TERM AFFORDABILITY PROGRAM TO THE EQUITY -SHARE PROGRAM CARRIED 5-0, to adopt a Resolution entitled, "A Resolution of the City Council of the City of San Luis Obispo, California, to authorize the Community Development Director to convert three affordable housing properties within the Moylan Terrace Development from the City's long-term Affordable Housing program to the Equity -Share program." 6. STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES UNIVERSAL HAZARD MITIGATION GRANT FUNDING CARRIED 5-0, to adopt a universal Resolution entitled, "Designation of Subrecipient's Agent Resolution, Hazard Mitigation Grant Program and Pre -Disaster Mitigation Program," which will allow the California Office of Emergency Services to process a current City grant application. San Luis Obispo City Council Minutes of February 19, 2018 Pao 3 7. RENEWAL OF THE LAGUNA LAKE GOLF COURSE COMMUNITY PARTNERSHIP AGREEMENT WITH ACHIEVEMENT HOUSE, INC. AND REDUCTION OF RENTAL PAYMENT CARRIED 5-0, to approve an amended and restated Agreement with Achievement House, Inc. to continue to provide food and beverage concessionaire at Laguna Lake Golf Course, and eliminate rental payments of concession operations at the Laguna Lake Golf Course with additional services provided at the golf course pro -shop. 8. ON-CALL TRAVEL DEMAND MODELING SERVICES REQUEST FOR QUALIFICATIONS CARRIED 5-0, to approve the Request for Qualifications to provide On -Call Travel Demand Modeling Services, with a four-year term, and in an amount not -to -exceed the funding level established for this purpose under the City's AB 1600 Impact Fee Program. 9. FIRE PERSONNEL EMERGENCY SERVICES MEDICAL EVALUATIONS CARRIED 5-0, to approve a sole source five-year agreement with Med-Stop Medical Clinic, Inc. authorizing them to provide medical examinations to emergency fire personnel. 10. DUVALL TRUST DISBURSEMENT CARRIED 5-0, to adopt a Resolution entitled, "A Resolution of the City Council of the City of San Luis Obispo, California, to distribute the remaining balance in the Mary Jane Duvall Trust account to the San Luis Obispo Museum of Art." PUBLIC HEARING ITEMS AND BUSINESS ITEMS 11. PUBLIC HEARING - CONSIDERATION OF THE 2019 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING RECOMMENDATIONS Department Director Michael Codron and Assistant Planner Cara Vereschagin provided an in-depth staff report and responded to Council questions. PUBLIC HEARING — FORMATION OF A SAN LUIS RANCH COMMUNITY FACILITIES DISTRICT Department Director Michael Codron, Russ Powell, EPS and Besorah Won, Orrick provided an in-depth staff report and responded to Council questions. Walter Heiberg, Applicant's Representative responded to Council questions. Public Comments: None ---End of Public Comment ACTION: MOTION BY VICE MAYOR PEASE, SECOND BY COUNCIL MEMBER CHRISTIANSON, CARRIED 5-0 to adopt three Resolutions entitled: 1. "A Resolution of the City Council of the City of San Luis Obispo, California, adopting local goals and policies for Mello -Roos Community Facilities Districts." With the following change to Exhibit A page 11 second paragraph 5 1 sentence "In general, the deposit will not be less than $50,000-30,000. (Packet page 33 1) 2. "A Resolution of Intention of the City Council of the City of San Luis Obispo, California, to establish a Community Facilities District and to authorize the levy of special taxes." 3. "A Resolution of the City Council of the City of San Luis Obispo, California, to incur bonded indebtedness of the proposed City of San Luis Obispo Community Facilities District No. 2019-1 (San Luis Ranch)." 13. SUCCESSOR MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO CITY EMPLOYEES' ASSOCIATION Public Comments: None ---End of Public Comment --- ACTION: MOTION BY COUNCIL MEMBER CHRISTIANSON, SECOND BY COUNCIL MEMBER GOMEZ, CARRIED 5-0 to Adopt a Resolution entitled, "A Resolution of the City Council of the City of San Luis Obispo, California, adopting and ratifying the Memorandum of Agreement between the City of San Luis Obispo and the San Luis Obispo City Employees' Association for the period of July 1, 2018 to June 30, 2019;" and adopt a regular and supplemental salary schedule effective February 19, 2019 as required by California Public Employees Retirement System. COUNCIL COMMUNICATIONS AND LIAISON REPORTS Council Member Gomez indicated he attended the Climate Action Taskforce meeting.
