City Hall- Council Hearing Room CALL TO ORDER: Chair Bruce Skidmore PUBLIC COMMENT: Each speaker is limited to two minutes of public comment for items not on the agenda. Public comment for each agenda item will be called for separately and is also limited to 2 minutes per speaker. State law does not allow the board to discuss or take action on issues not on the agenda, except that members of the board may briefly respond to statements made or questions posed by the person giving public comment. Staff may be directed by the board to follow-up on such items and/or place them on the next board agenda. MARKETING AGENCY MONTHLY ACTIVITY REPORT 15 mins Representatives from AMF and Matchfire will present the monthly report for the marketing activities for the SLO TBID. 2. SLO CHAMBER MONTHLY PUBLIC RELATIONS ACTIVITIES REPORT 10 mins Representative from the SLO Chamber of Commerce will present the monthly activity report for the Public Relations contract with the SLO TBID. BUSINESS ITEMS Public comment will be taken for each individual agenda item. Each speaker will be limited to two minutes of public testimony. 1. VISIT SLO CAL: 2019 IPW ACTIVATION CO-OP 15 mins The Marketing Committee will discuss with the Board the brand activation co-op with Visit SLO CAL for the 2019 IPW conference in Anaheim. 2. SLO HALF MARATHON EVENT PROMOTION SPONSORSHIP 10 mins The Marketing Committee will present to the Board the event promotion sponsorship recommendation for the 2019 SLO Half Marathon. 3. 2019-21 FINANCIAL PLAN: TBID BUDGET 15 mins Staff will present the proposed budget figures and the TBID process for the development of the 2019-21 budget allocations. 4. ELECTION OF CHAIR & VICE-CHAIR 5 mins The Board will elect a Chair and Vice-Chair for the term of April 2019 to March 2020. 5. TBID STRATEGIC PLAN SCHEDULING 5 mins The Board will discuss the scheduling of the next strategic planning sessions. MARKETING AGENCY MONTHLY REPORT Representatives from AMF and Matchfire presented a review of January’s marketing activities, website and social media metrics, upcoming planned activities, and responded to Board questions. CHAMBER MONTHLY REPORT Representatives from the SLO Chamber of Commerce presented the previous month’s Guest Service and Public Relations contracts and responded to Board questions. NEW PROPERTY PRESENTATION: LA QUINTA Representatives from the upcoming La Quinta property introduced their team and presented the property’s features and updates on the current status. MID YEAR BUDGET & FUND BALANCE REVIEW Tourism Manager Cano presented the 2018-19 Mid-Year Budget and members of the City’s Finance Department who are assisting with tracking and planning of the budget. Cano reviewed the available fund balance with the Board and recommended that the Board leave the current fund balance as is and not transfer the available budget into the programs operating budget. The Board also reviewed the status of the current fiscal year budget and identified budget areas of consideration for reallocating based on committee recommendation. TBID STRATEGIC PLAN UPDATE Tourism Manager Cano reviewed the first completed immersion session and what commitments are required of the Full Board and Management Committee moving forward in the planning process. Public Comment None --End of Public Comment-- By consensus, The Board decided to move forward with extending the Strategic Plan scheduling timeline to accommodate all members. The next sessions will take place on April 9th and April 10th, 2019. 3. VISIT SLO CAL TMD UPDATE Committee Members Pearce and Patel reported on the TMD renewal process timeline and renewal updates as the Board’s TMD Liaisons. Hotelier Update Board Member Harris announced that Cal Poly Mustang Family Weekend has been shifted to October 25-27, 2019. Tourism Manager Cano provided updates on the three new properties and their goal opening dates. 2. Management Committee Update Tourism Manager Cano reminded the Board that the Management Committee was part of the Strategic Plan Immersion Session One. 3. Marketing Committee Update Tourism Manager Cano reminded the Board that the February Marketing Committee was cancelled. 4. PCC Update Tourism Manager Cano reviewed the minutes of the December 12, 2019 meeting and an upcoming pilot program. 5. SLO CAL Update Tourism Manager Cano reviewed the most recent Marketing Committee meeting’s efforts and updates on the upcoming IPW Co-op. 6. Tourism Program Update Tourism Coordinator Burns reported on the sold out Money for a Rainy Day promotion, and DRAFT Minutes – Tourism Business Improvement District Board Meeting of 02/20/2019 Pg. 5 first CH&LA presentation on February 5th and updates on the upcoming March SLO Discovery Weekend event. Tourism Manager Cano reviewed updates on recent strategic partnership meetings with SLO Wine and Cal Poly Athletics. Cano reported on the recent trips to a Media Mission in New York, Sustainability conference in Monterey, and Visit CA Outlook Forum in Southern California. Cano also reminded members about scheduled regular meetings all in City Hall’s Council hearing Room: • March 6 – Marketing Committee • March 7 – Management Committee • March 13 – Board Meeting ADJOURNMENT The meeting was adjourned at 12:05 p.m. The next Tourism Business Improvement District Board meeting is scheduled for Wednesday, March 13, 2019 at 10:00 a.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California. Recommendation: The Marketing Committee recommends to the board an in-kind digital and social advertising sponsorship through the TBID’s Contracted Agency, AMF Media Group, for the 2019 Race SLO Half Marathon Event in the amount of $5000. 2. 2019-20 Event Promotion Partnership Discussion Committee members reviewed the current Event Promotion Sponsorship process, history o f the sponsorship program, and current application language. The committee discussed big picture ideas and goals, adjusted timelines and strategic changes starting with the upcoming 2019-20 process. The committee will continue to take a deeper dive into the topic at the next committee meeting. No action was taken. 3. 2019 IPW Co-Op Tourism Manager Cano reviewed the co-op opportunity with Visit SLO CAL for a brand acativation at the 2019 IPW conference.
