Regular Meeting of the Cultural Heritage Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was called to order on
Monday, February 25, 2019 at 5:32 p.m. in the Council Hearing Room, located at 990 Palm
Street, San Luis Obispo, California, by Chair Papp.
ROLL CALL
Present: Committee Members Sandy Baer, Glen Matteson, Damon Haydu, Craig Kincaid,
Vice-Chair Shannon Larrabee (5:33), and Chair James Papp
Absent: Committee Members Thom Brajkovich
Staff: Senior Planner Brian Leveille, Associate Planner Rachel Cohen, Associate Planner
Walter Oetzell, and Recording Secretary Summer Aburashed
APPROVAL OF MINUTES
1.Consideration of Minutes of the Regular Cultural Heritage Committee Meeting of
January 28, 2019.
ACTION: UPON MOTION BY COMMITTEE MEMBER HAYDU, SECONDED BY VICE-
CHAIR LARRABEE, CARRIED 5-0-1-1 (COMMITTEE MEMBER BRAJKOVICH ABSENT
AND COMMITTEE MEMBER MATTESON ABSTAINING), the Cultural Heritage Committee
approved the Minutes of the Regular Cultural Heritage Committee Meeting of January 28, 2019,
as amended.
Correct spelling for Marilyn Darnell, public comment speaker and the Jack House plaque (Item
#4).

PUBLIC HEARING ITEMS
1.Review of a new 50-foot tall, five-story project that includes 3,392 square feet of
commercial/retail space, 65 hotel rooms, and subterranean parking within the
Downtown Historic District; Project Address: 1027 Nipomo Street. Case #: ARCH -
3216-2016, C-D-H Zone; Creekside Lofts, LP, applicant.
Associate Planner Rachel Cohen provided a PowerPoint presentation and responded to
Committee inquiries.
Applicant representatives, Architect Scott Martin, responded to Committee inquiries.

ACTION: UPON MOTION BY COMMITTEE MEMBER BAER, SECONDED BY
COMMITTEE MEMBER KINCAID, CARRIED 4-2-1 (VICE-CHAIR LARRABEE & CHAIR
PAPP VOTING NO, COMMITTEE MEMBER BRAJKOVICH ABSENT), to recommend the
Architectural Review Commission (ARC) find the project inconsistent with the City’s Historic
Preservation Program Guidelines and to refer to prior motion on July 23, 2018: Recommend the
ARC deny the project because the building is not compatible with scale and mass of the
downtown historic district and be reduced to three stories with a third story setback.
2.Review of an addition to a single-family dwelling on the Contributing List of Historic
Resources within the Downtown Historic District; Project Address: 547 Dana Street.
Case #: ARCH-1632-2018, R-3-H Zone; Donald Love, applicant.
Assistant Planner Walter Oetzell provided a PowerPoint presentation and responded to
Committee inquiries.
Applicant representatives, homeowner Irv Hepner and Architect Donald Love, provided a
PowerPoint presentation and responded to Commissioner inquiries.

ACTION: UPON MOTION BY COMMITTEE MEMBER CHAIR PAPP, SECONDED BY
COMMITTEE MEMBER BAER, CARRIED 5-1-1 (COMMITTEE MEMBER MATTESON
VOTING NO AND COMMITTEE MEMBER BRAJKOVICH ABSENT), to recommend
continuance of this item to a date uncertain, having found the proposed new construction to be
inconsistent in scale with the Contributing List historic resource on the site, and with the historic
district, and to provide insufficient distinction between the new construction and the historic
structure.
COMMENT AND DISCUSSION
Senior Planner Leveille provided an agenda forecast.
ADJOURNMENT
The meeting was adjourned at 07:53 p.m. The next Regular Cultural Heritage Committee
meeting is scheduled for Monday, March 25, 2019 at 5:30 p.m., in the Council Hearing Room,
990 Palm Street, San Luis Obispo, California.
