SUBJECT: ADVERTISE THE EL CAPITAN BRIDGE REPLACEMENT PROJECT
RECOMMENDATION
1. Approve the Project Plans (Attachment A) and Special Provisions (Attachment B) for the El
Capitan Pedestrian Bridge Replacement project, Specification Number 90254; and
2. Appropriate $100,000 in SB1 funding to the project; and,
3. Authorize staff to advertise for bids.
DISCUSSION
Background
The El Capitan Bridge (“Bridge”) is a pedestrian bridge located at the end of El Capitan Way. In
January of 2015, a large eucalyptus tree fell on the Bridge causing substantial damage. The City
immediately closed the Bridge and investigated ownership since it was not listed as a City asset.
Based on this investigation, City staff discovered that the Bridge spans three different properties,
and the existing maintenance agreement entered into by the neighboring property owners was
unsustainable since no funding mechanism was in place for repairs or replacement. As a result,
the City Council approved acquiring the Bridge and funded a replacement project. This decision
was made in the interest of public accessibility and safety, with full recognition that the City had
59 bridges in its inventory and funding for their annual maintenance needs could be a challenge
in the future.
Plans and specifications are now complete for the Bridge replacement project and the City is
now ready to advertise for construction bids.
Previous Council or Advisory Body Action
On October 24, 2017 the City Council authorized the Mayor to execute Easement Agreements
between the City and the owners of Lot 7 of Tract 2294 and Lot 15 of Tract 2372 in a form
approved by the City Attorney, authorized the inclusion of the El Capitan Bridge as a City asset
and City maintenance responsibility, prioritized the repair or replacement within the City’s 2017-
19 Bridge Maintenance Capital Improvement Plan Project upon Easement Agreement execution,
and accelerated Bridge Maintenance Funds from Fiscal Year 2018-19 to 2017-18 to support this
immediate need.

Policy Context
Per the October 2018 Financial Management Manual Exhibit 201-A the Council must approve
the allocation of funding. Additionally, per Article VIII, Section 804 of the City Charter, Council
may amend or supplement the adopted budget.
Public Engagement
City has informed the surrounding property owners that the bridge is planned for replacement.
CONCURRENCE
This project has the concurrence of the Community Development Department.
ENVIRONMENTAL REVIEW
The project is exempt from CEQA pursuant to CEQA Guidelines Section 15302 Class 2 -
Replacement or Reconstruction. A Notice of Exemption has been filed with the Community
Development Department

The Annual Bridge Maintenance Project is listed in the 2017-19 Financial Plan pages E2-120
through E2-121 with Local Revenue Measure funding of $50,000 allocated in Fiscal Year 2018-
19. Funding was accelerated to 2017-18 by Council on 10-24-2017 to support the immediate
design needs of the El Capitan Bridge Replacement project. Of the $50,000 available to support
design, $36,725 was utilized for design, and $13,275 remains available to supplement the
construction funding requirements of the project.

As identified in the October 24, 2017 the City Council Staff Report, the funding source for this
construction work is the Road Repair and Accountability Act (SB1) funding.
The bids for this project will be reviewed and evaluated by staff and consistent with City
purchasing polices the City Manager will execute any agreements as they are within his approval
authority.
ALTERNATIVES
Deny authorization to advertise. The City Council could choose to delay or defer replacement of
the bridge. This is not recommended because the Bridge is in poor repair and the City has
assumed responsibility for the Bridge.
