Wednesday, March 13, 2019
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Planning Commission was called to order on
Wednesday, March 13, 2019 at 6:00 p.m. in the Council Chamber, located at 990 Palm Street,
San Luis Obispo, California, by Vice-Chair Stevenson.
ROLL CALL
Present: Commissioners Hemalata Dandekar, Robert Jorgensen, John McKenzie,
Nicholas Quincey, Michael Wulkan, Vice-Chair Charles Stevenson.
Absent: Chair John Fowler
Staff: Community Development Director Michael Codron, Community
Development Deputy Director Xzandrea Fowler, Interim Assistant City
Attorney Roy Hanley, Recording Secretary Summer Aburashed.
Pledge of Allegiance
Vice-Chair Stevenson led the Pledge of Allegiance.
PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA
None

1. CONSENT AGENDA – CONSIDERATION OF MINUTES
ACTION: MOTION BY COMMISSIONER DANDEKAR, SECOND BY
COMMISSIONER MCKENZIE, CARRIED 6-0-1 (WITH CHAIR FOWLER ABSENT) to
approve the minutes of February 27, 2019, as presented.
PUBLIC HEARINGS
2. Review of the first amendment to the Development Agreement for the Avila Ranch
project, which implements the Avila Ranch Development Plan and related entitlements
as evaluated in the Final Environmental Impact Report (EIR) prepared for the

project. Project Address: 175 Venture Drive. Case #: OTHR 0455-2017; Avila Ranch,
LLC, applicant.
Community Development Director Michael Codron presented the staff report and responded
to Commission inquiries.
Applicant Representative, Pam Ricci, provided an overview of the project.
Vice-Chair Stevenson opened the public hearing.

ACTION: MOTION BY COMMISSIONER MCKENZIE SECOND BY COMMISSIONER
WULKAN, CARRIED 6-0-1 (WITH CHAIR FOWLER ABSENT) to adopt Resolution No.
PC1001-2019 entitled:
“A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SAN LUIS OBISPO RECOMMENDING THE CITY COUNCIL APPROVE A
FIRST AMENDMENT TO THE DEVELOPMENT AGREEMENT BETWEEN
THE CITY OF SAN LUIS OBISPO AND AVILA RANCH, LLC
REGARDING THE AVILA RANCH PROJECT, LOCATED AT 175
VENTURE DRIVE (OTHR 0455-2017)”
Recommendations will be forwarded to City Council for their consideration of possible project
approval.
Commission recommends that Exhibit 1, package page 13, be revised to include a “Whereas”
statement that the traffic impact fees shall be paid prior to issuance of building permit(s).
COMMENT AND DISCUSSION
3. Staff Updates & Agenda Forecast – Deputy Community Development Director Xzandrea
Fowler provided an update of upcoming projects.

The meeting was adjourned at 6:37 p.m. The next Regular meeting of the Planning Commission
is scheduled for Wednesday, March 27, 2019 at 6:00 p.m., in the location, 990 Palm Street, San
Luis Obispo, California.
