I want to personally invite you to attend a joint informational meeting of all the city
councils in San Luis Obispo County on Thursday, June 15, 2000 at the Embassy Suites in
San Luis Obispo. The evening will begin at 6:00 p.m. with a social hour (hors d'oeuvres
and no -host bar) and the meeting will convene at 7:00 p.m.
An exciting line-up of speakers will present several topics of interest to cities, counties
and districts. Sonoma County Attorney, Steve Woodside, will discuss his success in the
courtroom arguing for the return of property taxes to local governments. Other issues
affecting local government include SB 402 -Binding Arbitration, SB 1982 -Property Tax
Reallocation, and AB 2838—Equalizing the development performance standards
between cities and counties. A copy of the program is enclosed.

This letter is to confirm the recent conversation you had with Sherry Stendahl in my office about
you or Chris McKenzie coming to San Luis Obispo. On Thursday, June 15, 2000, a joint
meeting with all City Councils in the County of San Luis Obispo will be held to discuss "The
end of local government as we know it." We would like a League representative to speak on SB
1982 (Alpert)—Tax Allocation, reconsidering state property tax take-aways of the early 90s:
exploring alternative ways to allocate property taxes.
Other speakers will cover:
• SB 402—Binding Arbitration
• The role of cities in taking back ERAF funds
• AB 2838 (Hertzberg)—Equalizing the development performance standards
between cities and counties
Our immediate goal is to mail the agenda to council members as well as other invitees. In order

BANQUET FOOD AND BEVERAGE
1. BANQUET MENUS: Flnal banquet menus, room arrangements, and all other details with respect to your function should be
submitted to the Catering Department at least two weeks prior to your scheduled function date. This will ensure the availability of
the desired menu items. Upon request, our Catering Staff would be happy to design a menu especially for your function. Should
your group request a split menu, the cost of the higher priced entree of the two selections will be applied to all meals.
2 GUARANTEES: The guaranteed attendance is required 72 hours, or three (3) business days prior to your scheduled func-
tion data. This number will be considered a guarantee, not subject to reduction. We need your assistance in assuring your banquet
is a success - please notify us of your guarantee, otherwise, the estimated count on the catering contract will be considered as the
guarantee. The Hotel will prepare to serve for 5% over the guaranteed number.
3. STORAGE: All incoming packages for meetings may be delivered to the Hotel three (3) working days prior to the scheduled
function date. Please provide the following information on all packages: 1) Name of Organization; 2) Date of Function; 3)
Meeting Contact; 4) Catering Manager Contact Name. Due.to limited storage space, please advise the catering contact of
large shipments in advance, as it may be necessary to arrange for storage at the client's expense. Removal of all packages is
strictly the responsibility, of the meeting planner or organization. The hotel personnel may request that the customer obtain
bonded security when valuable merchandise or exhibits are displayed or held overnight in the Hotel.The Hotel is not responsible
for damage to or loss of any items left in the Hotel prior to or following any function. The Hotel makes no warranties or represen-
tations to the•customer other than those printed hereon.
4. DIRECT BILLING: If direct billing is requested, all the required credit information must be submitted to the Hotel at law two
(2) weeks prior to your function date.. Full payment is required upon receipt of statement
S. DEPOSITS: A deposit is due with the signed copy of the catering contract. The specific amount and due date will be
specified on the catering contract.
6. CANCELLATIONS: In the case of cancellation of a signed definite catering contract, the deposit maybe refunded in full If the
Hotel has received written notification at least 60 days in advance. Refunds for cancellations of major parties, such as large group
meal functions. wedding receptions, Christmas parties, etc., may be refunded at the discretion of the Hotel. It will also be at the
discretion of the Hotel to refund a deposit if cancellation notification is received less than 60 days prior to the function. When
cancellation is made within 72 hours of event, expenses incurred by the Hotel in preparation for the event become the respon-
sibility of the patron. Final decisions on refunds will be made atter the scheduled date of function.
7. DECORATIONS: All decorations brought into the Motel by the patron must be approved prior to arrival win accordance with
the regulations of the local Fre Department. No decorations may be affixed to a stationery well or ceiling with tape, nails, staples,
or any other substance unless prior approval has been obtained through the Catering Department.
8. FUNCTION ROOMS: A group's function room assignment is based on the expected attendance, set-up and meal functions.
Any revisions to the counts. times, dates and meal functions, may necessitate a change in the room assignment andfor room
rental. A necessary revision will be made at the discretion of the Catering Manager.
9. AUDIOVISUAL SERVICES: Audiovisual requirements may be requested through the Catering Department Audiovisual
equipment is handled through a local audio/visual company and their current charges will apply.
10. PRICES, SERVICE CHARGES AND SALES TAX: All prices are subject to change with prior notification when poasible.A
taxable 16% service charge and the applicable sales tax will be added to afl food and beverage charges. In order for a group to
receive exemption from taxes, a copy of the tax exempt form must be supplied to the Hotel before the scheduled function. A tabor
charge of $50 will apply for all meal functions with fewer than 25 guests.
11. SECURITY: The Hotel will not assume responsibility for the damage or loss of any merchandise or articles left in the
Conference Rooms and Hotel prior to, during or following the event. In addition, guests are responsible for any damages to the
Hotel or property during their stay. The Hotel may require additional security guards for certain events, when deemed necessary
by the management. All costs are the responsibility of the client
12. BANQUET CHECKS. All banquet checks must be signed by the person in charge or by a designated representative at the
completidn of each function. Any discrepancies in counts or charges should be identified and resolved at that time.
13. SCHEDULED FUNCTION TIMES: Function guests will be allowed to enter the banquet room and expected to depart at the
times stated on the catering contract.
14. SPECIAL CONDITIONS: No food or beverage of any kind will be permitted to be brought into the Hotel from the outside by
the patron, guests or invitees without special permission from the Hotel. The Hotel reserves the right to charge for the services of
such food or beverages. Due to strict health regulations, absolutely no banquet food is permitted to leave the banquet room.

Peter Berms was first elected to the Lake Forest City Council in 1994. He served as
Mayor in 1998 and 1999.
Among many other tasks, rnuncihnatt Hermg has spent a great deal of tip working to
strengthen the role of cities in development issues+ and on improving C41County, as well
as City/State relations. He was Chairmazi of the Orange County Division of the t mgue of
Cities Task Force on Spheres of lnflu=w and Annexations from 1997 to 1999. Fie now
serves that Division as Chairum of its Task Pvroe on County Islands. Since 1997 he has
been a Commissmw on the Orange County Local Agency Formation Commission
(LAFCO). He has served on the Orange County LAFCO's Legislative C'nmmittee since
1998, and has been its Chairman simx 1999.
He has been working closely with the Statc League of Cities oSices fur several years on

Dwight Stenbakken is the Legislative and Policy Development Director for the League of
California Cities. He has served in that capacity for close to ten years. He has worked for the
League for seventeen years. Prior to joining the League of California Cities, he worked for six
years with the League of Arizona Cities and Towns, headquartered in Phoenix, Arizona.
In addition to his duties as Legislative and Policy Development Director, he is directly
responsible for legislation on city finance issues in the state budget, human resource legislation,
and legislation dealing with elections and public records.
He is a graduate of the University of Minnesota and holds a. Masters Degree from the University
of Arizona. In his leisure time, he fancies himself a sailor.

Sacramento: The 4$,000 member Peace Officers Research Association of California,
commonly known as PORAC, is one of the oldest and.largest organizations of law
enforcement officers in the State of California. They havemore than 650 local member
associations throughout the state and have an almost fifty-year history of representing the
interests of the men and women who patrol our neighborhoods and protect our streets and
citizens.
This week a new president is moving into PORAC's Sacramento headquarters.
Sgt Clancy F. Farik'Jr., a member of the Sonoma County SWAT and Dive teams, who
also served as the incident Commander during the 1995 and 1997 floods in the lower
Russian River Region, was elected Saturday as president by his peers at the heavily
attended convention in Monterey.
Faria's election means he will take a one-year leave of absence from his job, paid for by
PORAC, and will be responsible for running an organization that operates on a multi-
million dollar budget and provides legal, legislative, political and career support to the
membership.
Faria, a popular officer with a Masters Degree in Public Administration, has lectured at
the FBI Academy in Quantico and at various seminars on hostage negotiations. Over the
past twenty years he has been assigned to stations in Santa Rosa and Guerneville and has
tamed the respect of his colleagues for his positive outlook and creativity.
Sgt. Faria has been involved in a number of legislative proposals that have recently
become law. He worked closely with then State Senator, now Congressman, Mike
Thompson, on bills that tightened penalties for violence.
Faria also served last year as the Vice -President of PORAC.
Alan Davis
Founding partner of the law firm of Davis and Reno
Member of California Bar since 1966.
He has specialized in representing public safety labor organizations
since that time.
He authored almost all of the interest arbitration initiative
measures in California that have been adopted over the last 25
years. There are now 22 such measures that have been adopted by
the voters in central California and one in the City of Anaheim that
cover police officers and firefights and in several instances non -
safety employees.
He has represented labor organizations in California and Hawaii in
which he has handled 54 interest arbitration cases since 1976,
including recent cases in Salinas, Palo Alto, Sacramento County
and Hawaii (all within the last year). He has been primarily legal
consultant to both PORAC and the California Profess Firefighters
on SB 402.

At the their monthly meeting today, the 7 mayors agreed to hold a joint city councils meeting on Thursday
(6:00 p.m. social hour/food, 7:00 meeting), June 15th in Pismo Beach. I'm waiting to hear from Mayor
John Brown on the location. This will be an informational meeting only, no voting. The topic will be THE
END OF LOCAL GOVERNMENT AS WE KNOW IT, with the following agenda items:
1) Prospects and consequences of passage of SB 402 - Binding Arbitration.
2) Legal points and authorities made by judge in the County litigation ruling that state take-aways and
ERAF must be returned to local government.
3) Reallocation of city property taxes by the state. Exploring alternatives to AB 8. SB 1982 for sales
tax reallocation by Sen. Alpert.
4) AB 2838 (Hertzberg) - Will require cities to share costs of LAFCo.
As soon as the speakers/presentors are confirmed I will forward that information to you.
The County Board of Supervisors will be invited to attend.

June 15: Joint Meeting with 7 Cities and Joint Meeting With Cal Poly
July 11, 2000 City paid the only bill received from Embassy Suites ($375.75 –I
thought that was a great price for the all day use of the room and
the food.)
July 26, 2000 I calculated the costs for the 7 Cities Meeting (Embassy Suites bill
+ cost for Peter Herzog + cost for the Music Factory) and sent
letters to each city with their cost. (Most cities have sent their
checks to us.)
August 19, 2000 Clerk's office received a "past due" bill from Embassy Suites for
$1,233.64. It was for the following charges:
• The cost for Steven Woodside's room. (Remember we
thought Embassy Suites put it on the City's credit card. I
checked and they didn't.)
• The cost for the use of the room for the meetings and
appetizers for the evening meeting. (Evidently the $375.75
was for the food for the lunch only ---guess if it sounds too
good to be true it is too good to be true).
I told Diane to go ahead and pay the bill because it is a legitimate
cost.
The line item the bill was paid from is the Council "trips and meetings." Current budget
for that line item is $7,700 (but with the $$ coming in from'the other Cities for the joint
meeting it's up to $8,400. Two more cities will be sending in money. That should put
that line item to over $8,700). At the end of the last fiscal year that line item had a
remaining balance of over $4,500.
I don't think we should re -bill the cities with the additional cost ($134.00 per city—had
to back out the $375 for the earlier meeting for food) because it would be too too tacky.
