Several of the proposed signs are to be installed on buildings located within the Downtown Historic District, on property included in the City’s Inventory of Historic Resources. Hotel Cerro and its associated restaurant will occupy two buildings on Garden Street within the Downtown Historic District which extends south along Garden Street to Marsh Street. The Union Hardware Building at 1119 Garden is a Master List Historic Resource, and the Christian Science Reading Room at 1125 Garden is a Contributing List property. 2.0 SIGN PROGRAM The proposed sign program includes nine signs at three general locations within the larger project (see Signage Schedule, first page of Attachment 1). Five of the signs are on the two historic buildings at 1119 and 1125 Garden, within the Downtown Historic District boundaries, as summarized in Table 1 below. The signs outside of the historic district are not included in this evaluation. 3.0 FOCUS OF REVIEW The recommendation of the Committee is sought on the consistency of the proposed signage with relevant historical preservation standards and guidelines, prior to a decision being made on this Architectural Review application, as provided by § 14.01.030 of the City’s Historic Preservation Ordinance. Staff suggests, however, that the Commission more closely consider two of the proposed signs and discuss refinements that may enhance consistency with applicable standards and guidelines. Logo Leaf Light Box (Sign C) Proposed Standard Area 13 sq. ft. 8 sq. ft (for Hanging Signs) Illumination Internal Internally illuminated cabinet signs prohibited in the Downtown Commercial (C-D) Zone Light background Dark background, light lettering Discussion: The sign is of a design similar to an “internally illuminated cabinet sign,” and has a light background, but functions in a manner similar to a Hanging Sign, as defined in the City’s Sign Regulations. Sign Regulations § 15.40.430 discourages light backgrounds, and prohibit internally illumintated cabinet signs in the C-D Zone. Consistency of this sign with Sign Regulations may be enhanced by revision of the sign design to eliminate the cabinet box and light background, and to employ a different method of illumination. The Secretary of the Interior’s Standards for the Treatment of Historic Properties discourage covering glass transom with inappropriate signage (Guidelines for Rehabilitation – Storefronts; see Attachment 2). It may be that the non-illuminated signs in the transom sections are visually less intrusive than a wall mounted sign covering the brick façade, higher up on the building. If the CHC finds the proposed transom sign detracts from the historic character of the building, and is inconsistent with SOI standards, an alternative type and placement of signage should be discussed with a recommendation for the Community Development Director’s consideration. 5.0 ACTION ALTERNATIVES 1. Find that the proposed signage is consistent with the City’s Historic Preservation Ordinance as proposed. 2. Find that with modifications, the proposed signage is consistent with the City’s Historic Preservation Ordinance and provide recommendations for alterations. 3.
