Dear Brian,
Community Foundation of San Luis Obispo
County
The Healthy Communities Work Group has reviewed the proposed
Dairy Council of California
Diringer & Associates
Tank Farm Mixed Use Commercial/
First 5 San Luis Obispo County
Assisted Living Center Project. Overall, we support this project and the
Food Bank Coalition of SLO County
additional assisted living units that it will bring to the community. Between

2015 and 2035, the senior population in SLO County is projected to increase

by 58%, and the population 70 years and older is projected to double.

While our group supports the overall project concept, we suggest the

following improvements to promote community health:
SLO Council of Governments
SLO County Departments:
Alter design to enhance walkability.

A pedestrian friendly design would better promote the health and safety of

that customers who arrive by walking or biking are more regular and more

profitable than customers who arrive by automobile.
We encourage the developer to maximize the mixed-use aspect of the project
by promoting connectedness with a more walkable design. We specifically
recommend the addition of speed bumps on the road connecting Broad St. to
Tank Farm Rd. via the western edge of the property.
Alter design to mitigate air quality concern.
According to the Centers for Disease Control and Prevention, 58,000
premature deaths every year are associated with long-term exposure to road-
transportation pollution, which is linked to asthma and cardiovascular
4
disease. The Healthy Communities Work Group recommends an alteration in
project design to reduce exposure of residents to truck exhaust from the
loading dock of Building 1.
HEAL-SLO is the SLO County obesity prevention coalition and its mission is to increase healthy eating and regular physical activity among County
residents through policy, behavioral and environmental changes. In carrying out that mission, a subcommittee called the Healthy Communities Work
Group provides responses to Planning sta
amendments, and special projects.
Include affordable units in compliance with inclusionary housing allocation as opposed to in-lieu fees.
38% of elders (age 65+) in San Luis Obispo County do not have enough income to meet their basic housing
5
needs, as measured by the Elder Index. Our community desperately needs more assisted living units priced
below market rates. The Healthy Communities Work Group urges that deed restricted affordable units are
included in accordance with the inclusionary housing allocation.
Sincerely,
Stephanie Teaford
