This project currently neglects to address almost all changes requested for the previous
approved project ARCH -4000-2016 at 1185 Palm Street.
1. Create north elevation with more interesting facade
More articulation of the building (current building proposed is far more design
deficient in the area of visual articulation).
Building lacks depth and sense of scale in relation of facade to street, overhangs into public
right-of-way without design justification
Building fails to offer any visual tie or acknowledgement to the surrounding city and area
Building architecture form is deficient and relies solely on color to attempt to define the shape
and does not offer any significance to the surrounding areas or city
Building has no sense of entry no identifiable markings to uniquely identify the entry — failure to
recognize Monterey Street design speeds
Submitted drawing shows people congregating on corner in dead space where heat gain is
considerable and the space shown with assembly would not meet code requirements
Building lacks any type of green planting along the street to help soften the facade
Building blocks views to hills and cast substantial shadows to Volvo dealership
Submitted drawings show exposed vehicles from neighboring property and should incorporate
a solid screen as to not look like lifted parking
Submitted drawings show incorrectly sized street trees (too small). Spec drawn does not
mature size or acceptability by any arborist. Building should provide space for mature trees
with cut outs or setback from sidewalk for allowance to grow.
Roof terrace provides no sound control to Higuera or Palm Street residents. All rooftop gardens
MUST have sound control measures, i.e. 6' tempered glass, various panels to absorb, plant
material, acoustic consultant retained (rooftop lounge experience req.), etc. when they
encroach into residential areas —this building does as the apartments on Palm and residences
are directly in line of sight.
Site does not allow for resident check-in/turn around or drive through access. Bottlenecking of
traffic can be expected which will affect Monterey Street. Parking lot is to small to
accommodate off-loading and guest pick-up
Building patios project over Palm Street sidewalk without proper design justification and
appears to be a square footage grab
Building color scheme fails to acknowledge any tie to community or surrounding area. Color is
being used to hide poor architecture.
Monterey street patio railing is indicative of LA Basin apartment homes from the 1970s, devoid
of definition and uniqueness
Per submitted drawings, exterior light fixtures do not relate to architecture and lend no value
Plant selections for submitted plants are poor choices and not indicative of user friendly
species, jade plant — thorns, sago palm — spears, asparagus fern — thorns
