SUBJECT: Community Warkfarce Agreement Costs (May 7,2019- Item#9)
On November 11, 2018, the City Council authorized the City Manager to enter into a Community
Workforce Agreement(CWA)with the Tri-County Building and Construction Trades Councils, AFL-CIO
and the Signatory Craft Councils and Unions for the Water Resource Recovery Facility (WRRF) Project.
The November ll, 2018, City Council Report provided costs estiinates for CWA administration and labor
compliance i•anging from $325,339 to $498,444. The report also identified possible additional CWA
administration costs ranging from$179,709 to $271,306 due to the City's inexperience with a CWA and
unkiiown adininistrative costs at the time. Estimates were for the duration of the construction proj ect.
Agenda item 9 in Council's May 7, 2019 agenda packet for WRRF project phase 4 & 5 program
management includes CWA administration and labor compliance at a cost of$315,671. The table below
shows the November 2018 projected estimates far the CWA and the actual costs in the WRRF Proj ect Phase
4 & 5 Program Management Proposal.

The actual cost,lower than originally estimated in November 2018,includes ensuring labor compliance for
the project to meet all local, state and federallabor requirements and CWA administration. Golden State
Labor Compliance, a sub consultant to the Program Management Consultant, Water Systems Consulting,
Inc., will serve as the Community Workforce Coordinator and administer the CWA on behalf of the City.
Golden State specializes in this area and is familiar with the CWA and the WRRF project.
