To: San Luis Obispo Planning Commission Re: 1121 Montalban Street From: Allan Cooper, Secretary Save Our Downtown Date: May 7, 2019 Honorable Chair and Commissioners - On April 1, 2019 the Architectural Review Commission reviewed the 1121 Montalban Street project, a three-story mixed-use development consisting of 15 residential units and 430 square feet of commercial space. The ARC recommended that the project plans should incorporate adjacent structures in the project renderings to demonstrate compatibility and neighborhood context and we agree with this recommendation. But, perhaps more importantly, the ARC recommended re-evaluating the parking requirement in relation to the proposed divided bedrooms. The bedrooms include divided walls that should be considered as multiple bedrooms for the purposes of parking requirements. Please consider that this is not the first project which has come before the City that had bedrooms that included divided walls that should have been considered as multiple bedrooms for the purpose of parking requirements. Previous projects (not incidentally designed by the same architect, Thom Jess) include 71 Palomar, 22 Chorro and 790 East Foothill. We think that it is “high time” that the Planning Commission address this problem. We acknowledge that parking requirements have been significantly reduced as a result of State and City mandates, but this is an unacceptable circumvention of the law granting the developer unwarranted and undeserved special privileges. We are urging you to address this problem and we thank the Architectural Review Commission for drawing our attention to this.
