Confirm the appointment of Abe Lincoln to the Human Relations Commission to complete an unexpired term through March 31, 2021; 2. Confirm the appointment of Kari Applegate to the Parks and Recreations Commission to complete an unexpired term through March 31, 2023, and 3. Confirm the appointment of Kristin Battaglia to the Tourism Business Improvement District Board to complete an unexpired term through March 31, 2023. DISCUSSION Human Relations Commission (Subcommittee Members Harmon and Stewart) Due to the resignation of Barrie DuBois, effective April 19, 2019, there was an unscheduled vacancy on the Human Relations Commission. Ms. DuBois term would have expired on March 31, 2021. The Council Liaison Subcommittee recommends the appointment of Abe Lincoln to the Human Relations Commission, effective May 21, 2019, to a term expiring on March 31, 2021. Parks and Recreation Commission (Subcommittee Members Christianson and Pease) On March 19, 2019, the Council made appointments to the City’s Advisory Bodies effective April 1, 2019 and directed the City Clerk to continue to recruit for any unfilled vacancies. The Parks and Recreation Commission had one unfilled vacancy. The City Clerk’s office conducted an open recruitment and the Council Liaison Subcommittee recommends the appointment of Kari Applegate to the Parks and Recreation Commission, effective May 21, 2019, to a term expiring on March 31, 2023. Packet Pg. 9 Item 5 Tourism Business Improvement District Board (Subcommittee Members Gomez and Stewart) On March 19, 2019, the Council made appointments to the City’s Advisory Bodies effective April 1, 2019 and directed the City Clerk to continue to recruit for an y unfilled vacancies. The Tourism Business Improvement District Board has one unfilled vacancy. The City Clerk’s office conducted an open recruitment and the Council Liaison Subcommittee recommends the appointment of Kristin Battaglia, to the Tourism Business Improvement District effective May 21, 2019, to a term expiring on March 31, 2023. Policy Context The Advisory Body Handbook, last adopted by the City Council in February 2018, outlines the recruitment procedures, membership requirement and terms. Also contained in the Advisory Body Handbook are the bylaws for all advisory bodies. Recruitment was performed in conformance with recruitment procedures and bylaws. Public Engagement Staff posted a Notice of Unscheduled Vacancies for each of the above Advisory Bodies outside of City Hall, at the San Luis Obispo City/County Library, and on the City’s website as required and advertised for interested citizens to apply. CONTINUING RECRUITMENTS The following Advisory Bodies have vacancies and interested individual are encouraged to apply: 1. Administrative Review Board 2. Construction Board of Appeals (1 – Representative with Disability) 3. Cultural Heritage Committee 4. Housing Authority (1 – Family Tenant Representative) 5. Mass Transportation Committee (2 – Alternate member) ENVIRONMENTAL REVIEW The California Environmental Quality Act does not apply to the recommended action in this report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15278.
