CALL TO ORDER
A Regular Meeting of the San Luis Obispo City Council was called to order on Tuesday, April 16,
2019 at 6:02 p.m. in the Council Chamber, located at 990 Palm Street, San Luis Obispo, California,
by Mayor Harmon.

Present: Derek Johnson, City Manager; Christine Dietrick, City Attorney; and Teresa
Purrington, City Clerk; were present at Roll Call. Other staff members presented
reports or responded to questions as indicated in the minutes.

Marteen Landeros and Monica Garcia led the Pledge of Allegiance.
PRESENTATIONS
1. PROCLAMATION - RISE SEXUAL ASSAULT AWARENESS MONTH
Mayor Harmon presented a Proclamation to Jill LeMieux and Garret Olson representing
RISE, proclaiming April 2019 as "Sexual Assault Awareness Month."
2. PRESENTATION - DEPARTMENT OF SOCIAL SERVICES FOSTER AND FAMILY
HOMES NEEDS
Mayor Harmon introduced Angella Holmes, program review specialist who will provide a
presentation regarding national foster care month.

3. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
CARRIED 5 — 0 to waive reading of all resolutions and ordinances as appropriate.
4. REVIEW MINUTES OF THE APRIL 2, 2019 CITY COUNCIL MEETING
CARRIED 5 — 0 to approve the minutes of the City Council meeting held on April 2, 2019.
5. APPOINTED OFFICIALS COMPENSATION
CARRIED 5 — 0 to:
1. Adopt a Resolution entitled, "A Resolution of the City Council of the City of San Luis
Obispo, California, amending a contract of employment for City Manager;" and
2. Adopt a resolution entitled, "A Resolution of the City Council of the City of San Luis
Obispo, California, amending a contract of employment for City Attorney;" and
3. Authorize the Mayor to execute amended contracts of employment with the City Manager
and City Attorney adjusting their respective salaries and providing a cash out of accrued
vacation for the City Manager.
6. AMENDMENT TO THE MANAGEMENT COMPENSATION RESOLUTION
ALLOWING VACATION CASH OUT AT VARIOUS TIMES DURING THE YEAR
CARRIED 5 — 0 to:
1. Adopt a Resolution entitled, "A Resolution of the City Council of the City of San Luis
Obispo, California, amending management compensation for Appointed Officials,
Department Heads, and Management Employees and superseding previous resolutions In
Conflict;" and
2. Authorize the one-time cash out of up to 40 hours of vacation effective on the April 25,
2019 pay check for employees above vacation cap due to system limitations and current
extension language.

7. ORDINANCE ADOPTION - APPROVING A SPECIAL TAX TO FUND
INFRASTRUCTURE FOR THE ESTABLISHMENT OF THE SAN LUIS RANCH
COMMUNITY FACILITIES DISTRICT NO. 2019-1
CARRIED 5 — 0 to adopt an Ordinance entitled, "An Ordinance of the City Council of the
City of San Luis Obispo, California, levying special taxes within the City of San Luis Obispo
Community Facilities District No. 2019-1 (San Luis Ranch)."
8. STREAMLINE PROCESS FOR IMPLEMENTATION OF FOUR MINOR PUBLIC
ART PROJECTS
CARRIED 5 — 0 to review and approve a streamlined Public Art process to facilitate semi-
permanent and functional art for; New Utility Boxes, Public Safety Barriers, Community
Partnerships / Pop -Up Events, and Murals on Outdoor Ping Pong Tables.
9. ADVERTISE THE CASA/STENNER/MURRAY WATERLINE REPLACEMENT
PROJECT, SPECIFICATION NO. 91312 (GRIGSBY / NGUYEN)
CARRIED 5 — 0 to approve the project plans and specifications for the Casa/Stenner/Murray
Waterline Replacement Project, authorize staff to advertise the project for bids, authorize the
City Manager to award the construction contract for the bid total if the lowest responsible bid
is within the Engineer's Estimate of $1,500,000, and approve a budget transfer of $569,876
from the Water Fund's Undesignated Capital account to the project account.
10. MEMORANDUM OF AGREEMENT WITH THE SAN LUIS COASTAL UNIFIED
SCHOOL DISTRICT FOR A SCHOOL RESOURCE OFFICER (CANTRELL / SMITH)
CARRIED 5 — 0 to authorize the City Manager to sign a Memorandum of Agreement with the
San Luis Coastal Unified School District for the funding of a School Resource Officer (SRO) in
the amount of approximately $199,427 for Fiscal Year 2019-20 and $195,410 in Fiscal Year
2020-21, and approve the hiring of an additional police officer to backfill for the SRO position.
11. ADVERTISE THE 2019 SEWER LINING PROJECT, SPECIFICATION NO. 91641
CARRIED 5 — 0 to approve the project plans and specifications for the 2019 Sewer Lining
Project, authorize staff to advertise for bids, and authorize the City Manager to award the
construction contract for the bid total if the lowest responsible bid is within the Engineer's
Estimate of $180,000.
12. ORDINANCE ADOPTION - APPROVING THE FIRST AMENDMENT TO THE
AVILA RANCH DEVELOPMENT AGREEMENT TO RECOGNIZE THE INTENT
OF BOTH THE CITY AND THE DEVELOPER THAT THE PROJECT BE SUBJECT
TO FEES INCLUDED IN THE PENDING UPDATE OF THE LOS OSOS VALLEY
ROAD FEE PROGRAM
CARRIED 5 — 0 to adopt an Ordinance entitled, "An Ordinance of the City Council of the
City of San Luis Obispo, California, approving a first amendment to the development
agreement between the City of San Luis Obispo and Avila Ranch, LLC Regarding the Avila
Ranch Project."

13. STRATEGIC BUDGET DIRECTION AND MAJOR CITY GOAL WORK
PROGRAMS FOR THE 2019-21 FINANCIAL PLAN

Grigsby provided an in-depth staff report and responded to Council questions.

ACTION: MOTION BY COUNCIL MEMBER CHRISTIANSON, SECOND BY
COUNCIL MEMBER STEWART, CARRIED 5-0 to:
Recommendation:
1. Review updated General Fund and Enterprise Funds' Five -Year Fiscal Forecasts; and
2. Review and provide guidance to the City Manager regarding proposed Major City Goal
work programs; and
3. Review and provide guidance to the City Manager regarding the recommended use and
allocation of one-time and ongoing budget resources to fund proposed Significant
Operating Budget Changes (SOBCs), the Capital Improvement Plan (CIP), Fleet
Replacement Fund, Information Technology (IT) Replacement Fund, Major Facility
Replacement Fund, and the Infrastructure Investment Fund;
4. Review and provide guidance to the recommendation from the Revenue Enhancement
Oversight Commission as to the use of the Local Revenue Measure revenue; and
5. Approve a policy for the funding of an ongoing public safety equipment replacement
project; a change to the Insurance Fund policy; and a policy pertaining to Building Permit
Plan Check Services; and
6. Receive a status update on the CalPERS unfunded liability and the City's current pay-
down schedule based on its implemented Fiscal Health Response Plan (FHRP); and

7. Adopt a Resolution entitled "A Resolution of the City Council of the City of San Luis
Obispo, California, confirming the 2019-20 list of Projects Funded by SB 1: The Road
Repair and Accountability Act".
By consensus the Council directed staff to return with the funding options for the use S132
funding for housing tasks on the tertiary list, and options to advance childcare, climate action
and Grants in Aid funding for diversity for the Human Relations Commission.
COUNCIL COMMUNICATIONS AND LIAISON REPORTS
Vice Mayor Pease announced she attended the Groundwater Sustainability Agency meeting and
where the Groundwater Sustainability Plan is underway.
Councilmember Gomez announced that the Integrated Water Management Authority has
appointed a new director.
ADJOURNMENT
The meeting was adjourned at 10:11 p.m. The next Regular City Council Meeting is scheduled
for Tuesday, May 7, 2019 at 6:00 p.m., in the Council Chamber, 990 Palm Street, San Luis Obispo,
California.
