Mr. Salmon,
I did just listen to your voicemail and wanted to get back to you promptly. Alex is out today, but I met with my
enforcement staff to discuss this issue specifically. The enforcement staff does report thru Alex then to me.
The only restriction on this particular street is that a vehicle cannot remain unmoved for more than 72 hours
(citywide ordinance), and cannot park beyond the no parking sign just past your driveway. In your photo, it
appears the vehicle was attempting to park between the sign and your driveway, but did not fit, and this is a
violation, but we would need to be there when the vehicle is present in order to cite it.
We provide enforcement between 9am and 6pm and you can call the main parking number 781-7230 to report
problems and they will contact our enforcement staff. After hours you should contact SLOPD if the violations
are occurring outside these hours. I have instructed my staff to begin to the patrol this area around the time
that schools normally dismiss and to have vehicles move if they are parked in the no parking area. If no driver
is present, or they refuse to move, a citation may be issued.
Since this particular street is not a part of a residential parking district, vehicles are allowed to park on it for
whatever purpose they want, and it sounds like you are indicating they use it as a de-facto parking lot for the
school. I suggest you contact the school directly with your concerns, as there is no violation we can address at
this time. Maybe they will want to establish a designated pickup and drop off location which can be enforced.
The City could paint a section of the curb adjacent to the stairs across the street. We will need to determine
what is the appropriate starting and stopping point and the overall length. We could also paint the small section
of curb between your driveway and the no parking sign red colored too. This would mean that no vehicles
would be allowed to stop, stand or park there regardless of time of day or day of week. This would include you
and your guests. Just so you understand, no flexibility or exceptions if it gets painted red. Please let me know if
you want us to consider painting this small section of curb or not.
I will discuss this matter with Alex upon his return and we will look in to the stair area and determine what we
feel is reasonable and appropriate.

Hello Scott,
This is Aaron Salmon, I’m following up on the voicemail I left earlier today. I am following up on the enforcement of the
new signage that was recently placed in front of 160 Highland drive. I have been working with Alex the past year and a
half and he has been extremely helpful, yet I’m not sure he’s the one that dispatches the parking enforcement vehicles,
or determines what curbs should be red. Along with enforcement I would also like to discuss the curb just above the
stairs. There are vehicles belonging to school staff that are parked the every day during the school week from 7:30am till
4pm. The curb is basically being used as an off-site parking location for school staff. The issue with parking here is life
safety. Blocking the stairs with vehicles constantly causes a life safety issue for students darting between the constantly
parked vehicles to cross the street only to be picked up by their parents parked in the “No Parking” zone. If we could get
just 15 feet of red curb at the top of the stairs painted red this would leave ample parking on the school side and would
solve the life safety concern. I have 2 children of my own that will be attending the school shortly and watch the close
calls at that location on a consistent bases. I will attach pictur es of the vehicles parked blocking the stairs as well as a line
of vehicles parked in the “No Parking” zone. I look forward to speaking with you shortly and hope this situation can
finally be reminded to keep our children safe.
