Jennifer,
As we discussed on the phone last week, I was not aware that this situation was due to a feud between a
homeowner and a parent of Bishop’s Peak Elementary.
To my knowledge, we never told Aaron that we were questioning the legitimacy of the signs. The signs are
legitimate as far as our office is concerned. Our Officers have been and will continue to enforce in the
afternoon for the next few weeks or so then less frequently thereafter. One of the Officers stated that during the
pick-up and drop-off times most parents are understanding and respectful of the posted restrictions. Scott and I
did talk about the opportunity to add a third sign between the two existing ‘no stopping’ signs to make the
restrictions more clear.
Aaron brought up to us the opportunity of painting portions of the curb red near the stairs that lead to the
school. Aaron’s thought is that it would make it safer for kids crossing the street when getting picked-up or
dropped-off. I believe I forwarded Aaron’s email to you last week. Scott and I are supportive of the idea if you
and Luke think it will actually help the situation. Your idea of adding a Passenger Loading Zone to the school
side might be a good solution as well. The school will have to be understanding that it wont be enforced as
frequently as other Passenger Loading Zones given the location. I believe there is an existing yellow curb zone
on the school side of Highland that is, or was, used for school bus loading and unloading so that might come
into play as well if anything is changed out there.
If/when you go out to this area to evaluate the options we’ve discussed, let me know if you want myself or
Angie to meet you there so we can review it together.

Morning Alex,
I am just being brought into this and I know there is a background and that PD, Parking and Transportation
(Luke) has been aware of. Just so we are all on the same page, the owner of 160 Highland Drive, Aaron
Salmon, called me and said that his most recent communication with Parking was that “Transportation was
going to evaluate if the parking restriction signs were legitimate/needed on his side of the street and that
depending on that outcome, the signs may be removed all together.” Ultimately—what he wants to know is 1. If
the signs are deemed legitimate, he will be requesting Parking/PD to strictly enforce them, or 2. If the signs are

not legit he would like to know that so he can come to terms with the reality, and in his words “may just have to
move.”
After speaking to him, it seems that this whole “mess” is a result of two (grown) men bothering each other. That
said—I did recommend to him that he reach out to the school. (I know, for example, Teach school has been
very proactive in distributing information to parents regarding safe/efficient ways to drop off/pick up from
school.) Another thing Luke and I discussed is the possibility of a loading zone along the south side (school
frontage). We recently did something similar at Teach and I’ve been told by the principal that it helps. This
would be something we could reach out to the school regarding.
Any thoughts and/or does this sound in line with what Parking has been dealing with out there? I just want to
make sure we are all on the same page.
