Primary Narrative:
T2 arrived on scene at 601 Skyline to find a single story, single family dwelling with fire and smoke coming through skylight

residence and returned to alpha side of structure and forced entry into garage through the roll up sectional garage door. T2
personnel advanced hose line into garage, extinguished remainder of fire, and checked for extension using the T.I.C. The
firewall in garage appeared to be intact with no extension to the interior of the residence. T2 personnel then initiated
salvage and overhaul in garage area and additional vehicle that was next to vehicle involved was pushed out of garage into
driveway. Garage area and vehicle involved were cooled with hose line and continuously scanned with T.I.C. Blowers were used
to remove remainder of smoke from garage and residence. Once salvage and overhaul efforts were completed, additional
vehicle was pushed back into garage and garage opening was covered and secured with visqueen. Residence was then
released back to property owner. See fire investigation report for cause and origin details. Previous narrative by Shayne
Skove, Fire Captain on T2.
Bob Bisson, Battalion Chief (BC#) narrative:
I, BC3 arrived on scene as T2 personnel were making their fire attack, I contacted T2 by radio, confirmed with T2 that I would
take command of the incident, and began assigning incoming resources their tasks. E4 was assigned water supply assistance
to T2 followed by a second attack line for fire attack. T1 assigned roof ventilation duties. E3 assigned RIC duties, Cal Fire E23
assigned utilities. Cal Fire BC3414 arrived and was assigned Safety Officer.
All units performed their assigned duties, confirmed completion to me by radio, and then transitioned to salvage and
overhaul tasks to confirm no fire extension occurred to dwelling, and to assist property owner with salvaging the contents of
the garage, which included two antique cars.
Fire Marshall Maggio was requested and he arrived to take over official investigative duties. Initial observations by SLOFD
personnel indicate that a fire occurred within the engine compartment of a modern, late model Ford Escape that was also
parked in the large garage space. This vehicle fire then extended into the garage space causing the structure fire. Previous
narrative by Bob Bisson, Battalion Chief.
Additional Narrative (#1 of 1 ):
Investigation Report:
On Thursday, February 28, 2019 I received a phone call at approximately 10:00 PM from San Luis Obispo Fire Battalion Chief
Bob BISSON requesting that I respond to a structure fire at 601 Skyline in San Luis Obispo I responded from my residence and
arrived on scene at approximately 10:20 PM.
I met with Bisson who led me to a single family home with an attached garage that was still undergoing overhaul. The fire was
contained to the room of origin in the garage. In side the garage I observed a 2014 Ford Escape in the front, right side of the
garage which was closest to the main home. The engine compartment exhibited extensive fire damage, the hood was
opened by firefighters and propped up when I arrived. There was also fire damage to the front seating area and control panel
in the passenger department. In front of the Ford Escape I observed a 1935 Packard coupe. The Packard exhibited heat
damage to the rear mounted spare tire, paint on the rear of the car, the moon roof, a cracked rear window and smoke staining
on the glass surfaces. In the driveway I observed a 1933 Ford sedan that showed heat damage to the paint on the passenger
side front fender and smoke staining. I later learned that the '33 Ford was pushed out of the garage by fire fighters as it was
directly to the left of the Ford Escape. The burn damage in the garage consisted of scorching of the roof trusses as melting
out of the skylight above the Ford Escape allowed the fire to vent vertically, limiting the fire's horizontal fire spread.
As both burn indicators and first responder statements put the area of origin at the Ford Escape I focused my cause
investigation on that vehicle. Burn patterns on the roof and hood of the vehicle clearly indicated an engine compartment
origin of the fire, specifically on the driver side of the engine compartment. I spoke with the vehicle owner,
who told me that his wife last drove the car that afternoon and parked it in the garage at
approximately 4:00 PM. indicated no drivability issues with the vehicle. As the vehicle had not been operated for
over 5 hours prior to the fire, I ruled out fluids on a hot manifold and gasoline line leaks as the cause of this fire. The area of
most damage appeared to be between the battery and the brake master cylinder. It is my opinion that this is an accidental
fire that started on the driver side of the engine compartment and is most likely electrical in nature. I did not disturb the
vehicle or debris underneath as to preserve the scene for any future investigation by the insurance carrier.
