CALL TO ORDER: Vice Chair Matt Wilkins
PUBLIC COMMENT: Each speaker is limited to two minutes of public comment for items not on the
agenda. Public comment for each agenda item will be called for separately and is also limited to 2 minutes per
speaker.
State law does not allow the board to discuss or take action on issues not on the agenda, except that members
of the board may briefly respond to statements made or questions posed by the person giving public comment.
Staff may be directed by the board to follow-up on such items and/or place them on the next board agenda.
APPOINTMENT - OATH OF OFFICE
Kristin Battaglia appointed by the City Council on May 21, 2019, will take the oath of office to serve on the
Tourism Business Improvement District Board.

PRESENTATIONS
1. MARKETING AGENCY MONTHLY ACTIVITY REPORT 20 mins
Representatives from AMF and Matchfire will present the monthly report for the marketing activities for
the SLO TBID.
2. SLO CHAMBER MONTHLY PUBLIC RELATIONS ACTIVITIES REPORT 15 mins
Representative from the SLO Chamber of Commerce will present the monthly activity report for the Public
Relations contract with the SLO TBID.
BUSINESS ITEMS
Public comment will be taken for each individual agenda item. Each speaker will be limited to two minutes of
public testimony.
1. CONTRACT WORK SCOPES & AGREEMENTS TERMS 20 mins
The Management Committee and staff will present the contractor and partnership work scopes and
agreement terms for the Board’s approval, contingent upon the City Council’s approval of the 2019-20
program budget.
2. 2019-20 BUDGET ALLOCATIONS 15 mins
The Management Committee and staff will present the final recommended budget allocations for the
2019-20 TBID program budget.
3. STRATEGIC PLAN APPROVAL 10 mins
The Management Committee will present the final draft of the 2019-24 TBD Strategic Plan for the
Board’s review and adoption.
4. SLO HAPPENINGS EVENT APPLICATION PROCESS APPROVAL 10 mins
The Board will review and approve the revised event promotion application process and timeline and
direct staff to release the application.
TBID LIAISON REPORTS & COMMUNICATION
At this time board members make announcements, report on activities, refer to staff issues for study and report
back to the board at a subsequent meeting.

CALL TO ORDER
A Special Meeting of the San Luis Obispo Tourism Business Improvement District Board was called to
order on Wednesday, May 8, 2019 at 10:10 a.m. in Embassy Suites, located at 333 Madonna Inn, San Luis
Obispo, California, by Chair Skidmore.

Natalie Harnett from the City of San Luis Obispo’s Finance Department introduced the HDL rollout
and gave a visual tutorial of how TBID properties will be able to submit their monthly TOT online.

Tourism Manager Cano recapped the work of the Marketing Committee and agencies on the 2019 -20
Marketing Plan. Agency representatives reviewed the presented plan and address concerns and
questions from board members.

2. EVENT PROMOTION APPLICATION
The TBID Board discussed the application received for the 2019 Boots and Brews Country Music
Festival event in September 2019. Staff provided members with the 2018 Boots and Brews Country
Music Festival final report and statistics.

Dusty Colyer-Worth from the San Luis Obispo Chamber of Commerce provided feedback on the event
organizers and smooth event process.

1. Hotelier Update –
• The La Quinta has officially opened
• The Hotel SLO team has expanded and Cano will be meeting with them on May 16th.
• General comments on how the opening of Leroy’s had impacted other Monterey Street
restaurants.

3. Marketing Committee Update – April 15, 2019 and May 1, 2019 minutes are in the packet for
review.

The meeting was adjourned at 12:08 p.m. The next Tourism Business Improvement District Board meeting

1) Hosted Denver influencer, Jacki Carr’s trip to SLO in partnership with MINDBODY.
2) Continued working with MINDBODY’s PR team to plan NYC influencer Mel Phillips,
@headstandsandheels trip to SLO in June.
3) Connected with LA influencer, Corey Marshall @missfoodieproblems and began planning June
activation.
4) Worked with journalist, Kathy Witt on piece for Amtrak and Highway 1 road trip.
5) Began talks with journalist Anne Roderique-Jones for a piece titled “SLO Stays, Three Ways” for
Enterprise Pursuits and Shermans Travel.
6) We connected with U.K. writer, Ella Buchan to write a ’48 Hours in SLO’ piece for the
Independent.
7) Continued planning Kate Retherford’s, @allthingskate trip to SLO in October.
8) Worked with VISIT SLO CAL on Dallas pitching PR coordination.
9) Continued planning dates for SF based influencers FAM trips as part of TBID’s influencer
strategy.
10) Worked with TBID marketing team to brand contract and deliverables to utilize for future
influencer activations.
11) Assisted in planning IPW FAM group tour activation in SLO.
12) Submitted the following content for Visit California’s Story Ideas.

1. A Parent's (much, much needed) Getaway to SLO
We hosted Jacki Carr in partnership with MINDBODY for a
wellness influencer activation in SLO. She shared the
custom itinerary through her blog and raved about the
direct flight from DEN TO SBP among the rest of their
experiences.

2. 6 things you must do in San Luis Obispo, California
U.K. journalist, Ella Buchan highlighted SLO in a piece for
Love Exploring highlighting the downtown’s walkability,
the city’s ideal central location and the impeccable wine
and dining experience.
3. Pacific Coast Highway Road Trip: 8 Places to Stay Along
the Way
Trivago Magazine featured another story on the Central
Coast from Ella Buchan. The piece touted SLO as being
the perfect place to take a break from the road as the
halfway point between LA & SF. It called SLO’s downtown
laid-back, walkable and filled with independent boutiques
and stores. Granada Hotel & Bistro was also featured,
with their “classically stylish, suplremely comfortable
rooms” the main feature.
4. Andrew Firestone’s hotel opens in SLO — and a new
nearby restaurant is next
The Tribune & Hotel Online covered La Quinta Inn &
Suites grand opening as well as neighboring restaurant,
1865 Craft House & Kitchen. The piece focused on the
new life breathed into the property and upper Monterey
St.

Nostalgia
Sunset Magazine listed Sunset Drive-In third on their list
of notable American drive-ins calling it a “win-win for
summer entertainment”.

Penny Geeks featured San Luis Obispo on their list of top
places to visit in California. They highlighted the dog-
friendly trails of Cerro San Luis and Sunset Drive-In as
things to do among others.
7. 5 Epic Memorial Day Weekend Vacation Spots on The
Central Coast of California
Inspirations & Celebrations listed SLO as an ideal
weekend vacation destination, specifically highlighting
Apple Farm Inn, its on site restaurant & the proximity to “
one of the most popular places to enjoy wine country on
the Central Coast”.

8. California tripping: Big Sur and the Pacific Coast Highway
London blogger, Vanesa Boz of travel blog, BozAround
included a stopover in SLO and more specifically the
Madonna Inn. Along with a rave review of the iconic
hotel, the road tripping family spent time in the

happiness of residents.

1. 2019-20 Budget Draft
Tourism Manager Cano reviewed the 2019-20 draft budget with the committee and
tentative allocations. The committee discussed the reviewed budget and provided
feedback on the line items and contracts.
Recommendation: Accept the presented 2019-20 draft budget as is with the below
adjustments:
Reallocate $15K from the event promotions line item based on shifted SLO Happenings
Event Sponsorship program and place into the contingency fund.
Adjust contracted fund usage within the Chamber of Commerce’s Public Relations
contract and the SLO Coast Wine Collective contract.
2. Strategic Plan Review & Scheduling
The committee reviewed the draft Strategic Plan documents provided by Coraggio Group
and provided edits. Due to summer schedule commitments, the committee would like to
schedule the next special strategic plan meeting in late August after school has returned.
Staff will propose dates to Coraggio Group for the next special meeting.
Recommendation: Accept the presented Strategic Plan documents as is with date edits
and recommend to the Board.

Agency representatives from AMF Media Group led the committee in a discussion on current
marketing personas presented in marketing plan and suggested edits. Committee members
provided feedback and suggestions on serving TBID members and target markets.
2. 2019-20 Event Promotion
Staff presented the 2019-20 SLO Happenings Event Promotion Sponsorship draft. The committee
provided suggested clarifications on hosted rooms to staff for final application edits.
Recommendation: The committee recommends the Board approve the 2019-20 SLO
Happenings Event Promotion Sponsorship draft as presented with edits including hosted room
sponsorship clarifications.
3. Visit SLO CAL Co-op Opportunity
The committee reviewed the Google DMO Partnership Program opportunity with Visit SLO CAL
presented by AMF.
Direction: The committee provided direction to the agency to commit participation in the Google
DMO Partnership program at level 3 package for $12,500 through Visit SLO CAL co-op.

Jacqui Clark-Charlesworth, SLO Chamber Director of Communications and Business
Education, reported on the past month activities for the Public Relations contract with the
PCC and responded to Committee questions. Highlights included reports on travel writers,
new bubblegum alley notoriety, the new format of Race SLO, a Hwy. 1 road trip piece in
Outside magazine, and coverage on the new Dallas/SLO flight.

1. Community Placemaking: Banner Project
Caty McGrath of iii presented six banner designs using the design style selected at the
previous PCC meeting. The Committee discussed including a seventh design to highlight
the natural environment as well as specific key words they desire to be used on the banners
(Culture, Heritage, Pride, Mission, Tradition, Community, Celebration). Additionally, the
Committee gave direction on the prominence and position of the selected key words and
“San Luis Obispo” text.
Tourism Manager Cano reviewed the style guidelines created for the banner project and the
budget

State Fair Showcase of Cities, received input suggestions from the Committee, and
responded to Committee questions.

Tourism Manager Cano reviewed the budget and status of the parking garage mural
project, noting that; the desired location in the Marsh Street garage is not currently
available; and an alternate location in the 919 Palm Street parking structure has been
identified; and the mural project was added to the streamlined public art process list
approved at the April 16th City Council meeting.

responded to Committee questions. The Committee discussed the recommended funding
allocations.

5. 2019-2020 Budget Allocations
Tourism Manager Cano reviewed the historical funding of PCC programs.

The Committee discussed the various program budget allocations. Concern was expressed
regarding the proposed increased costs of the Chamber of Commerce contract without
having an increased PCC budget. Tourism Manager Cano reviewed the SLO Happenings
program as it has morphed to a website and the committee discussed the need for better
event management within the program.
By consensus the Committee directed staff to hold discussions with the Chamber of
Commerce concerning possible contract options.
PCC LIAISON REPORTS AND COMMUNICATION
1. Grants-in-Aid (GIA) Update
Tourism Manager Cano reported on refunds from Cal Poly Arts, the SLO History Center,
and an expected return from SLO City/County Library.
2. Tourism Business Improvement District (TBID) Board Report
Tourism Manager Cano reported on the TBID Board meeting of May 9, 2019.
3. Tourism Program Update
Tourism Manager Cano presented an update on the recent and upcoming Tourism Program
activities, including:
• The IFEA World Festival & Event City Award application was reported as too costly
and time intensive to pursue.
• visitslo.com url acquisition
• Conference Center Feasibility Study update (Request for Projects was opened for bids)
• Central Coast Tourism Council update
• IPW event in Anaheim in June
• International media visit June 6th
• Special meeting for GIA on May 15th at 5:30 p.m.
• Scope of work meeting on May 28th
