ARCHITECTURAL REVIEW COMMISSION REPORT
1.0 PROJECT DESCRIPTION AND SETTING
SLO Regional Transit Authority (RTA) has proposed a 31,250-square foot Operation, Administration
and Maintenance Facility, including a request for a fence height exception to allow a fence of a
maximum of 8 feet where 3 and 6 feet is normally required (Attachment 1, Project Plans).
General Location: The project site is 6.44 acres located along Prado Road, Elks Lane and Highway 101,
and south of the Sunset Drive-In Theater. The property is flat and mostly vacant with a small portion
of the site occupied by a U-Haul Rental Facility.
Present Use: U-Haul Rental and vacant land

2.0 PROPOSED DESIGN
Architecture/Design Details: Industrial; clean,
simple lines; use of metal paneling and CMU block; flat roof design, articulation along the front
building.
Materials: Metal paneling, concrete masonry block, metal roof, metal canopy, and aluminum
storefront glazing.
Colors: Primary color: white. Accent trim color: gray, green and blue.

3.0 FOCUS OF REVIEW
The ARC’s role is to 1) review the new RTA Facility in terms of its consistency with the Community
Design Guidelines (CDG) and provide a recommendation to the Planning Commission (see Section 5.0
below).

§3.3.A – General design
objectives
The project provides a variety of building and parking setbacks, landscaping
between the building and parking areas, provides and outdoor patio and
BBQ area, includes architectural features that clearly define the front
entrance.
§3.3.B – Architectural
Design
The project uses a variety of durable, quality materials such as metal
paneling and cement masonry that provide diverse textures and colors. The
overall structure has a rectilinear form, but provides articulation with
offsets and recessed entries.
§3.3.E – Landscaping
The project provides landscaping throughout the site. The landscape design
softens the edge between the parking lot and the structure and the view of
the structure from the public right-of-way as well as screens the views of
the site from the adjacent Homeless Services Center.

Chapter 3.3 – Industrial Project Design Guidelines
§3.3.F – Walls and Fences
The applicant is requesting a fence height exception to allow up to a 8 foot
tall security fencing where normally 3 to 6 foot tall fencing is allowed. RTA
is seeking to provide adequate security for the high-value vehicles and
equipment that will be stored in the open area of the property. The security
fencing would step down in height to 4.5 feet between the building and the
employee parking area where visibility is increased. Vines will be grown on
the fencing to soften the appearance of the fence and add to the
landscaping on the site.
§3.3.C – Parking and
Circulation
The CDG state that parking lots should not be the dominant visual element
of the site. The RTA site is unique in that it faces two streets and the building
and yard must remain secured. The applicant has located the employee and
guest parking lot in front of the building outside of this secured area. To
reduce the visual impact of the parking lot along Elks Lane, the project
includes a landscaping that includes a significant number of trees and
shrubs to screen the parking area.

5.0 ACTION OPTIONS
5.1 Recommend the Planning Commission find the project consistent with Community Design
Guidelines as proposed or with recommended conditions.
5.2 Continue the project. An action continuing the application should include direction to th e
applicant and staff on pertinent issues.
5.3 Recommend denial the project. An action denying the application should include findings
that cite the basis for denial and should reference inconsistency with the General Plan, CDG,
Zoning Regulations or other policy documents.
