Regular Meeting of the Promotional Coordinating Committee
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Promotional Coordinating Committee was called to
order on Wednesday, May 8, 2019 at 5:31 p.m. in the Council Hearing Room, located at 990
Palm Street, San Luis Obispo, California, by Chair Dixon.
ROLL CALL
Present: Committee Members Melissa Godsey, Ryan Heath, Daniel Levi, John Thomas,
Matthew Wilkins, Vice Chair Dana Matteson and Chair Zoya Dixon
Absent: None
Staff: Tourism Manager Molly Cano and Deputy City Clerk Kevin Christian

CHAIR MATTESON, CARRIED 7-0, TO APPROVE THE CONSENT AGENDA ITEMS

PRESENTATIONS
1. SLO Chamber of Commerce Monthly Report
Jacqui Clark-Charlesworth, SLO Chamber Director of Communications and Business
Education, reported on the past month activities for the Public Relations contract with the
PCC and responded to Committee questions. Highlights included reports on travel writers,
new bubblegum alley notoriety, the new format of Race SLO, a Hwy. 1 road trip piece in
Outside magazine, and coverage on the new Dallas/SLO flight.

BUSINESS ITEMS
1. Community Placemaking: Banner Project
Caty McGrath of iii presented six banner designs using the design style selected at the
previous PCC meeting. The Committee discussed including a seventh design to highlight
the natural environment as well as specific key words they desire to be used on the banners
(Culture, Heritage, Pride, Mission, Tradition, Community, Celebration). Additionally, the
Committee gave direction on the prominence and position of the selected key words and
“San Luis Obispo” text.
Tourism Manager Cano reviewed the style guidelines created for the banner project and the
budget

ACTION: MOTION BY VICE CHAIR MATTESON, SECONDED BY COMMITTEE
MEMBER GODSEY, CARRIED 7-0, to add a design highlighting the natural environment
and modify banner wording to include discussed terms.
ACTION: MOTION BY COMMITTEE MEMBER WILKINS, SECONDED BY
COMMITTEE MEMBER LEVI, CARRIED 7-0, to approve development of banner
Design Standards with direction provided concerning text, within a budget of $3,500.
2. Mid-State Fair Showcase of Cities Creative Proposal
Caty McGrath of iii presented the project design concept for window design for the Mid
State Fair Showcase of Cities, received input suggestions from the Committee, and
responded to Committee questions.
Tourism Manager Cano reviewed the budget, noting that take-down costs are not currently
included.

CHAIR MATTESON, CARRIED 7-0, to approve the presented design for the Mid-State
Fair Showcase of Cities window project.

3. Community Placemaking: Mural Project
Tourism Manager Cano reviewed the budget and status of the parking garage mural
project, noting that; the desired location in the Marsh Street garage is not currently
available; and an alternate location in the 919 Palm Street parking structure has been
identified; and the mural project was added to the streamlined public art process list
approved at the April 16th City Council meeting.

COMMITTEE MEMBER GODSEY, CARRIED 7-0, to approve the mural project as
presented.
4. 2019-20 Grants-in-Aid – Preliminary Recommendation
The Grants-in-Aid Taskforce (Commissioners Godsey, Matteson, and Thomas) presented
their grant application evaluation process, preliminary recommendations for funding, and
responded to Committee questions. The Committee discussed the recommended funding
allocations.

By consensus the Committee made adjustments using the available budget to be presented
to the applicants.

5. 2019-2020 Budget Allocations
Tourism Manager Cano reviewed the historical funding of PCC programs.

The Committee discussed the various program budget allocations. Concern was expressed
regarding the proposed increased costs of the Chamber of Commerce contract without
having an increased PCC budget. Tourism Manager Cano reviewed the SLO Happenings
program as it has morphed to a website and the committee discussed the need for better
event management within the program.
By consensus the Committee directed staff to hold discussions with the Chamber of
Commerce concerning possible contract options.
PCC LIAISON REPORTS AND COMMUNICATION
1. Grants-in-Aid (GIA) Update
Tourism Manager Cano reported on refunds from Cal Poly Arts, the SLO History Center,
and an expected return from SLO City/County Library.
2. Tourism Business Improvement District (TBID) Board Report
Tourism Manager Cano reported on the TBID Board meeting of May 9, 2019.
3. Tourism Program Update
Tourism Manager Cano presented an update on the recent and upcoming Tourism Program
activities, including:
The IFEA World Festival & Event City Award application was reported as too costly
and time intensive to pursue.

Central Coast Tourism Council update
IPW event in Anaheim in June
International media visit June 6th
Special meeting for GIA on May 15th at 5:30 p.m.

ADJOURNMENT
The meeting was adjourned at 8:35 p.m. The next Regular Promotional Coordinating Committee
meeting is scheduled for Wednesday, June 12, 2019 at 5:30 p.m., in the Council Hearing Room,
990 Palm Street, San Luis Obispo, California.
