My family hasowned the Sunset Drive-inTheatre for 69years. The theatre is adjacent to theRTA propertyand we wantto be sure that theproject is designed to avoid impact to our existing business. We have comments on the following: Lighting and Glare Sound Flooding The outdoor theatre has unique considerations that are essential to its successful operation.Movies are of course watchedat night, and the viewingis particularly affected by glare from lighting and noise. Our understanding is that the RTA facility is proposedto operatewithbuses returningto the yard as late as 11:00 pm accordingto theMitigated Negative Declaration (MND) that RTA prepared. Lighting and Glare Wecan see that theRTA hasput effort into alighting analysis, but still have some questions and concerns. Their application includes a site lightingsheet including a lumen analysis (Agenda Packet page 14), but much of it is not legible.TheMND that ARC Comments on ARCH-0200-2019 Page 2of 3 RTA prepared states “There are no light-sensitiveuses such as residences in the vicinity of the site that would be directly affected by light spilloveror glare from light fixtures, except for the nearby Sunset Drive-In.” We see opportunitiesto help with glare and request that the ARC conditionthe projectto incorporate these strategies. Oneconcern is with the selected lights (see attachments). They appearto be pointed downward, but withvery little side shielding. They are LED, which can vary greatly in brightnessand tone. The lights on the building face do not appearto be pointed downward. Again, the details are not legible, so it is hard to evaluate. The main building is oriented with the narrow end towards our site, which is good for flooding and for glare, but from the images (Agenda Packet Page 17), the building ends that face the drive-inare light colored, and also may have the faces lighted. It looks like all the windows are low, which is good if they are occupied with interior lighting. Our site has a tall perimeterfence which would shielddirect view of lighting and building from the viewingplanebelow it. We request that the siteandlighting design keep lighting below this plane whereverpossible, and use glare reducing strategies above it. Some specificrequests: 1.Site lighting to have side shielding, especially as viewedfrom the theater. 2.Use lower light pole heights that are below the plane of vision from the theatre. 3.Use darkernon-glarecolors for the building and other site elements that extend above the theaterviewing plane. 4.Exterior building lights to be below the viewing planeand pointeddownwards. 5.Construction lightingbe limited to the minimum time needed, and be kept below the viewing plane. Noise Wedo not have a good understanding of the noise that will come from the facility. We do appreciate that the shop areas are at the far end of the site. The buses will have starting, stopping,andturningmovements adjacentto our site. We are hopeful that these are not noisyand they can be minimized with practices such as more slowly accelerating and deceleratingat entrances. Flooding Our site and the RTA site arein aknown flood plain area. Weare upstream of the RTA site and want to ensure that the RTA project does not addto our flood risk. Except for the fences, the RTA site looks generally laid out to recognize the flood path. I am concerned that thefence selections may be an impediment to flood flows. Also, we are aware that the FEMA flood maps have recently been updated, and the RTA projectappears to be based on the older maps.
