Ball Trust ( Ball Trust) expended a substantial sum for construction of the gutters, curbs, the landscape buffer, and sidewalks along the 2013 portion of Earthwood Lane, and the paved 2013 portion of Earthwood Lane, and 3/4ths of Suburban Road adjacent to the Ball Trust property. , After discussing the construction of the extension of Earthwood Lane through Phase 2 as an access to Avila Ranch with developer and engineer for Avila Ranch, it appears that it may become feasible to complete Phase 2 at this time. The Ball Trust and the Avila Ranch should establish a private reimbursement agreement for the cooperative construction of Earthwood Lane through Phase 2 of Tract 2943 ( Phase 2 ). It would be beneficial to the City of San Luis Obispo if the Avila Ranch and the Ball Trust enter into an agreement concerning extending Earthwood Lane through Phase 2 as an access to Avila Ranch. The underground infrastructure for Phase 2 should be completed before the extension of Earthwood Lane through Phase 2 is paved. This would prevent unnecessary excavation of a newly paved street and the commensurate disruption of traffic. Utility installations under the 2013 portion of Earthwood Lane should be extended through the extension of Earthwood Lane through Phase 2 in a manner which will allow connection of the utilities to the lots within Phase 2 with minimal excavation of a newly paved Earthwood Lane. The gutters, curbs, landscape buffer, and sidewalks along the extension of Earthwood Lane through Phase 2 should be constructed in conformity to the plan for lots within Phase 2, specifically, 4 driveway aprons on each side of Earthwood Lane should be constructed to provide a common driveway for each pair of lots, ( similar to the design of the 2013 portion of Earthwood Lane.) The appropriate course for the City of San Luis Obispo and the developer of Avila Ranch in the process of extending a street through this property should be consistent with the interests of the Ball Trust.
