Mr. Russell,
Thank you for expressing your concerns about the dust impacts to your residence. As you may be aware,
the City strives to provide quality recreational facilities for the enjoyment and health of our community. As
such, the City remains committed to minimizing the impacts on our neighbors. Please let me share with
you some internal process enhancements that have been implemented, as well as future maintenance
projects, that may help minimize the dust impacts to your residence.
The Public Works Parks Maintenance program (responsible for park maintenance) and the Parks and
Recreation Department (responsible for park operations) continue to collaborate on approved park/field
uses. A process has been developed to outline allowable uses at this field location (to minimize dust and
errant balls). Tournament uses at this location will be temporarily reduced with scheduling at alternate
locations. City staff continues to meet weekly to collaborate on these uses and resource needs.
In addition, Parks Maintenance staff have adapted field maintenance and preparation activities to minimize
the dust. Maintenance staff have altered the time when preparations are preformed to early in the morning
when the wind is at its minimum and they continue to train and work with sports field experts regarding the
proper amount of field moisture needed. (Too much moisture will "clog" the equipment; not enough
moisture allows dust to raise). A future field maintenance project is planned for the late Fall in effort to
minimize dust. The top loose surface dirt will be removed and a clay product incorporated to hold the
moisture better. This work is anticipated for the Fall at the conclusion of the softball season.
We welcome your feedback and feel that these enhancements will improve the experiences by both users

Leaders,
The softball dirt infield is a dust bowl. Large amounts of powdered dust is blown by the prevailing wind over my property
when the dirt surface is prepped for a softball or hardball game. the dust gets into my house, and over my vehicles. My
house screens are filthy. My wife runs a licensed child daycare at our home. We are directly east of third base. I have
brought this issue to Parks Maintenance for assistance over the last three seasons. They are making an effort to water
the infield prior to dragging a screen to smooth the infield. The plan is to replace the dirt surface. In the mean time, we
still receive "at times" large amounts of dust. Even when the surface is prepped we still get dust. It depends on the wind.
90% of the time the infield gets prepped at 1030-1300. The wind picks up generally at 0900.
This last Saturday / Sunday, there was a little league baseball marathon from 8am to10pm. The group in charge brought
their own cart with a screen mesh to smooth the infield surface after each game. I spoke to the gentlemen grading the
infield since the dust was so bad at my house I could "taste" the dirt in my mouth sitting in my own living room. My wife
thought there was a fire in the area when she looked outside and thought the dust was smoke. The gentlemen stated
they did not have access to water to wet the field.
Today, I went to Park Maintenance and Parks & Recreation. I found out that there was communication issues on where
this baseball marathon was to be played. I though I would pay a visit to SLO Unified School District. At SLO Unified
School District, I had a positive conversation with Kelly Lee. Kelly oversees Taylor Field behind the gym. There are two
ball fields. The infield surface is DG. The infield has screens that prevent balls from entering neighbors yards. They
coordinate with City Parks & Recreation to reserve these ball fields. Kelly says they have a excellent relationship with
their neighbors.
This brings me to the last issue. Safety! Years ago, there was a screen setup to prevent balls from entering the
neighbors yards. Since the pine trees got taller, they acted as a natural barrier and the screen was not maintained. Well,
the trees got ill and were cut down. Now we have both hardballs and softballs flying into our yard from foul balls. I almost
got hit in the head this last Sunday with a foul ball. The daycare kids play in the back yard during the week. I would hate
to think what would happen if my family or a child got hit with a foul ball.
I ask that games be postponed at Santa Rosa Softball Park till the dust is removed and replaced with DG or some other
equivalent surface and a safety screen is in place to protect neighbors from a serious injury.

I received a call from our Mayor. Heidi was concerned about the Santa Rosa Park softball infield situation. Heidi plans
on reaching out to Jeff Hendricks and your team. I received another softball in our backyard. Total of six since August
21 st.

Update: I Spoke to the Mayor / City counsel meeting on August 21st. I expressed my thoughts about the
horrendous dust problem from the softball infield and the softballs impacting my back yard. Since then I
have collected 3 more softball from my back yard. I think its time for the city to fund the repairs to eliminate
the dust problem and a screen to stop softballs from flying into my yard! I also spoke with City Engineer,
Matt Horn. Matt has some good ideas to include using the park area for another form of recreation.
I want to know what plans after this season is over, what corrective actions to better manage the softball
area. What funding your team will receive to correct this ongoing problem.
