SUBJECT: APPOINTMENT TO THE HOUSING AUTHORITY BOARD
RECOMMENDATION
The Council Liaison Subcommittee recommends:
1. The appointment of Tim Odenthal, as the Family Tenant member to a term expiring March
31, 2021.
2. The appointment of Charles Crotser, as the At Large Representative to the Housing Authority
Board to complete an unexpired term through March 31, 2021.
DISCUSSION
Housing Authority Board (Subcommittee Members Harmon)
The Council Liaison Subcommittee recommends the appointment of Tim Odenthal, as the
Family Tenant member to a term expiring March 31, 2021.
Due to the resignation of Anthony Chubon, effective May 13, 2019, there was an unscheduled
vacancy on the Housing Authority Board. Mr. Chubon’s term would have expired on March 31,
2021. The Subcommittee recommends Charles Crotser to fill this vacancy.
It is noteworthy to mention that Mr. Crotser has served on the Jack House Committee since March
2015. Council Policies and Procedures Section 6.7.2.5 states that an applicant shall not be appointed
to serve on more than one advisory body, except that a member may also serve on one technical or
special purpose committee. Mr. Crotser’s appointment falls within this special exception.
In accordance with Council Policies and Procedures Section 6.7.3.6, the Council Liaison
Subcommittee recommends appointment of Charles Crotser, effective July 18, 2019, to a term
expiring on March 31, 2021.
Policy Context
The Advisory Body Handbook, last adopted by the City Council in February 2018, outlines the
recruitment procedures, membership requirement and terms. Also contained in the Advisory
Body Handbook are the bylaws for all advisory bodies. The recruitment was performed in
conformance with recruitment procedures and bylaws.

Public Engagement
Staff posted a Notice of Unscheduled Vacancies for each of the above Advisory Bodies outside
of City Hall, at the San Luis Obispo City/County Library, and on the City’s website as required
and advertised for interested residents to apply.
Continuing Recruitments
The following Advisory Bodies have vacancies and interested individuals are encouraged to
apply:
1. Administrative Review Board
2. Construction Board of Appeals (1 – Representative with Disability)
3. Cultural Heritage Committee
4. Housing Authority (1 – Family Tenant Representative)
5. Mass Transportation Committee (2 – Alternate member)
6. Personnel Board
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15378.
