f am writing in protest of the proposed PBID by the Downtown SLO Assaciation.
P�s a praperty owner in this district, my opposition is based on the#ollowing reasons:
We are a small family owned corporation who own the prop�rty at 698 Higuera Stre�t My gr�nd�ather
came ta this area in the 1890's and we have awned property in the downtown core sin�e that time.
In all thes�years we,ourselves, have taken excelaent care of our properties and made�v�ery Offart to
keep them c�ean, inviting and attractive ta the general public, We do not need the eityJasses�ment
district t� keep a�r properties weil cared for. We also do not need an additional agency to get the
hom�less off the streeXs of downtown as current law does nat ailaw lasnr enfc�r��ment to re�nc��e th�ese
people . If the police department and properiy trained social workers cannot get these p�op�e a�nray
from our businesses how do yau aexpect an untrained minimum wage employee to know how to �ra�dle
th+ese setuations? 1'm sure these people will be terrific greeters and capable of giving taurists dir�ctions
to whate�er they are looking for—a pamphlet would have the same benefit.
Unfartunat�ly because af the high costs af owning older properties in the downtown area, a�l of the
property�wners are cantinualiy subject to making upgrade�and repairs to existing buildings. Theref�sr�
we must ch�rge high rents in vrder to mai�rtain aur buildings, This additi�nal assessm�nt wil� in��rea�e
the already high rents and be of na value to the individual businesses. �his increased assessment wiil
i�aci to more vacancies in th� downtown area ancf rrrore depreciation for ernpty buildir�gs.
,4t this point in time,the City of 5an Luis Obispa is sa ineffici�nt in processing permits for n�v+r businesses
to make changes t�a existing properties that many praspective tenants have t��-ned away from d�ing
business in the city. If y�u are lucky enaugh to find a prospective tenant,you have to negotiate�r�e
rent for th�em for the time it takes the city ta approve their plans for a new b�siness and then rr�ake
those renovatians. This can lead ta aver a year with no income coming from the property. The t�wn�er is
still required to maintain the building and pay all costs associated with the building. Anc�ther fee w��nld
just add tc�this burden.
Pi�ase corrsider thoughtfully as I and numera�s ather property own�rs in the Dov�rntawn core strot�gly
oppase this tax. The city is receiving considerable financial resourees from additianal Me�s�re t�s�les
tax, hatel bed tax,and increased praperty vaiues. The City's cleanliness in Dawntown and�sther
cora�m�ercial districts in the city shauld be paid for writh th�current tax dollars in the general fiund_ i
encourage you to delay the acceptance of this resolution until yau cansider other options that da nnt
divide our doverntown community,the City,and numerous small property owners. Please ta�e so�e
