As a property owner in this District,my opposition is based on the following reasons: +� Only the Osos Street frontage of my property located at 1020 Marsh Street is included in the PBID,yet the PBID proposes to assess me over$5,500 for a frontage that has no public trasM receptacles, no public landscape,and no retail establishments. This is a 1796 increase in my property taxes;a substantial price for an untested product. � As an owner of a property at the edge of the district and only partially within the district, I am very concerned the districYs efforts towards cleanliness and transient relocation will result in a spillover to my private property and parking lot and,thereby, negatively impact my propert�s value and my overall cost of doing business as I am forced to employ even more security and janitorial services. +� The areas within PBID will effectively be placed under private control and large properly owners(likely from out of town)will�emake the neighborhood as they see fit. • The PBID will drive up commercial rents as the PBID assessment is passed on to tenants. Further,the cost of entry into the downtown area will be even higher for local merchants and the cost of doing business downtown will negatively impact the viability of local merchants. � Finally,the boundary of the district as currently drawn does not include areas that could most benefit from the services the PBID proposes and is very clearly gerrymandered to exclude powerful property owners that do not support the district(e.g.,The Eounty of San Luis Obispo). Please consider thoughtfully, as I and numerous other property owners in the Downtown core strongly oppose this tax. The City is receiving considerable financial resources from additional Measure G sales tax, hotel bed tax,and increased property values. The City's cleanliness in Downtown and other commercial districts in the City should be paid for with current tax dollars in the general fund. I encourage you to delay the acceptance of this resolution until you consider other options that do not divide our downtown community,the City,and numerous small property owners. Please take some time,focus on uniting our community,and recognize that small businesses are the backbone of our vibrant economy and should not be ignored. Very truly yours, � �����^� Michaeline C.
