There is a major need for S. Higuera to better serve people on bikes. More people are moving into this part of town and use this corridor with continued development of the Orcutt Area, Avila Ranch, San Luis Ranch/Prado Interchange. I am hoping that this project would become one of the next major sustainable transportation project in the near future. It would would be a substantial step to get more people out of their cars and onto their bikes. To reiterate the need, please watch a video of a near-miss I experience with a driver and caught on video. As you can hear from my conversation with the driver, he was completely unaware that he was inches away from possibly killing me. As a side note to the video, I am traveling at 25MPH on an e-pedal-assist bike to put speeds in perspective. For several years Chenin and I commuted this section daily and always feared that one day I would not be lucky enough to make it to my destination. Lets not keep this section designed such that luck is a cyclists only protection. I would specifically like to point out that the San Luis Ranch project had mitigation requirement to pay fair share for a Class 1 path along Higuera between Madonna and Prado Road. The existing plan has the BJT for this connection. I would strongly suggest that the ATC consider a much more cost effective approach of reconfiguring S. Higuera with protected bike lanes as indicated in my attachment. I worry that a Class 1 bike path would require many easements, creek setbacks, and money that would hinder progress to building the pathway. Also, there is currently a transient population that uses the existing section of bike path near Prado as their temporary home which makes many riders and walkers (especially female) not feel comfortable using the pathway.
