ADMINISTRATION • 595 HARBOR STREET, MORRO BAY, CALIFORNIA 93442 • 805-772-6200 October 4, 1995 Dear Fellow City Clerks: The meeting of September 27, 1995 seemed to be a great success - so great, the Councils decided to hold these meetings on a semi-annual basis and San Luis Obispo has been chosen to be the next host city. nwn to Busine s - enclosed you will find the following: I ) Original Resolution Nos, 01-95, 02-95, 03-95. _I figure the only way to obtain original signatures of all our mayors is by a chain -mailing as follows: I will send the resolutions to Arroyo Grande; when signed by Mayor Dougall Arroyo Grande is to send them to Grover Beach; when signed by Mayor Gates Grover Beach is to send them to Pismo Beach; when signed by Mayor Bailey Pismo Beach is to send them to Atascadero; when signed by Mayor Highland Atascadero is to send them to Paso Robles; when signed by Mayor Macklin Paso Robles is to return the original signed resolutions to me in Morro Bay. If this can be done ASAP, it would be greatly appreciated; I will forward fully executed copies when I receive them. 2) Copies of the recording of the meeting for your record. 3) A list of expenses calculated and split between the cities. JOINT RESOLUTION NO. 01-95 A JOINT RESOLUTION OF THE CITY COUNCILS OF THE CITIES OF SAN LUIS OBISPO COUNTY SEEKING THE SUPPORT OF OUR ELECTED OFFICIALS IN THE CALIFORNIA ASSEMBLY AND SENATE, THE LEAGUE OF CALIFORNIA CITIES, AND ALL OTHER CALIFORNIA CITIES TO CREATE A MORE EQUITABLE SYSTEM FOR THE DISTRIBUTION OF PROPERTY TAXES WHEREAS, the cities in the County of San Luis Obispo rely upon property taxes as a major source of revenue to the General Fund, and the General Fund pays the costs of valuable and basic services to their citizens; and WHEREAS, the demands for basic services far outstrip the revenues derived from the current level of funding by existing property tax distribution formula; and WHEREAS, the City Councils believe that inequities exist in the current property tax allocation system relating to the value of services provided by other taxing entities; and WHEREAS, within San Luis Obispo County some 58% of the Population lives within incorporated areas, yet only 70 of the property tax revenues are allocated to cities. NOW, THEREFORE, BE IT RESOLVED that the City Councils of the Cities of San Luis Obispo County request the support of our elected officials in the California Assembly and Senate, the League of California Cities and all California cities in seeking legislation to provide a more equitable system for allocating property taxes, and to increase the proportion of property taxes allocated to cities based upon the service benefits provided to their citizens. I ATTEST* a� ATTEST* J � Kim Condon,,-A�ssistant City Clerk JOINT RESOLUTION NO. 02-95 A JOINT RESOLUTION OF THE CITY COUNCILS OF THE CITIES OF SAN LUIS OBISPO COUNTY INDICATING THEIR INTEREST IN ESTABLISHING WITH THE COUNTY GUIDELINES FOR ORDERLY DEVELOPMENT WHEREAS, the establishment of Guidelines for Orderly Development would create an affirmation that urban -type development should take place within city boundaries; and WHEREAS, the Guidelines strengthen a city's ability to control or review problems within its sphere of influence; and WHEREAS, the Guidelines establish a partnership relationship among the cities and County. NOW, THEREFORE, BE IT RESOLVED by the City Councils of the Cities of San Luis Obispo County that a subcommittee of three City Managers be formed to initiate discussion with County staff regarding the establishment of Guidelines for Orderly Development for San Luis Obispo County. "PETE" DOU City of Arroyo Grande NAAYOR GEORGE H LAND City of Atascadero A6vt,��) )t� MAYOR GENE GAT S City of Grover Beach ATTEST: � /; n ATTEST: Joint Resolution No. 02-95 Page Two MAYOR WILLIAM XAT City of Morro Pay MAYOR WALrY MACKLIN City of Paso Robles f T3, 7--5- c , MAYOR PAUL BAILEY City of Pismo Beach MAYOR ALLEN SETTLE City of San Luis Obispo ATTEST: ATTEST: ATTEST' C ATTEST: im/CondkQn, Assistant City Clerk JOINT RESOLUTION NO. 03-95 A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITIES OF SAN LUIS OBISPO COUNTY REGARDING PROPERTY TAX EXCHANGE POLICIES AND ANNEXATION WHEREAS, change in the current approach to determining property tax exchange is considered by all parties to be necessary; and WHEREAS, the extent and nature of such change should be determined through a process of negotiation between the cities and the County, the goal being to produce modifications that are fair to all parties; and WHEREAS, while cities appreciate the financial challenges faced by all local government agencies as a result of actions by the State of California, and thus can understand the County's interest in avoiding "fiscal losses" caused by annexation, tax exchange practices should not be used to create fiscal "profits" for the County, nor should they undermine good land use planning by removing city incentives for pursing logical and appropriate annexations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the cities of San Luis Obispo County, that the City Manager Subcommittee be directed to continue negotiations with County staff to establish a consistent, predictable, and equitable countywide property tax exchange policy at the earliest possible time.
