Regular Meeting of the Architectural Review Commission
CALL TO ORDER
A Regular Meeting of the Architectural Review Commission was called to order on Monday, June
3, 2019 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo,
California, by Chair Root.
ROLL CALL
Present: Commissioners Richard Beller, Michael DeMartini (arrived at 5:03 PM), Mandi Pickens,
Micah Smith, Christie Withers, Vice-Chair Amy Nemcik, and Chair Allen Root
Absent: None
Staff: Senior Planner Shawna Scott and City Clerk Teresa Purrington. Other staff members
presented reports or responded to questions as indicated in the minutes.

APPROVAL OF MINUTES
1. Consideration of Minutes of the Regular Architectural Review Commission Meeting of
May 6, 2019 and May 20, 2019.
ACTION: MOTION BY COMMISSIONER WITHERS, SECOND BY COMMISSIONER
PICKENS, CARRIED 6-0-1 (With Commissioner DeMartini absent) to approve the minutes
of the Regular Architectural Review Commission of May 6, 2019.

WITHERS, CARRIED 6-0-1 (With Commissioner DeMartini absent) to approve the minutes
of the Regular Architectural Review Commission of May 20, 2019.

PRESENTATION
2. The Commission received a presentation from City Manager, Derek Johnson and City
Attorney, Christine Dietrick on Architectural Review Commission purview and meeting
procedures.
PUBLIC HEARINGS
3. Project Address: 3214 Rockview. Case #: ARCH 0022-2019, R-2-S; Architectural review
of two new residential structures consisting of ten one-bedroom units. Two existing
residential structures consisting of four two-bedroom units within the project site are
proposed to remain. The project includes a requested 35% den sity bonus for dedication
of one unit as “Very Low Income” (11% of total units proposed with initial density).
Project includes two affordable housing incentive requests: a front setback exception of
ten feet where 20 feet is normally required; and a side setback exception of 7.5 feet where
14 feet is normally required. A creek setback exception is also requested to allow
structures to be constructed approximately nine feet from the top of bank, where 20 feet
in normally required. This project is categorically exempt from environmental review;

Commissioner Micah Smith recused himself as he had been out of town and unable to review
the staff report and plans prior to the meeting.
Assistant Planner Kyle Van Leeuwen presented the staff report with the use of a PowerPoint
presentation and responded to Commissioner inquiries.
Applicant representatives, Scott Martin, RRM Design Group provided a PowerPoint
presentation and responded to Commissioner inquiries.

ACTION: MOTION BY COMMISSIONER PICKENS, SECOND BY COMMISSIONER
WITHERS, CARRIED 6-0-1 to forward a recommendation of consistency with the
Community Design Guidelines and applicable City Standards to the Planning Commissions
with the following items to be addressed:
• Address fence at parking lot on north side of property, including the potential impact
operation of the parking lot may have on a neighboring residence.
• Explore removing fences between buildings to allow for better circulation.

Regular Meeting of the Architectural Review Commission
CALL TO ORDER

June 17, 2019 at 5:00 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis

PUBLIC HEARINGS
1. Project Address: 253 Elks Ln. Case #: ARCH-0200-2019, O-PD-SF Zone; Architectural
review of a new 31,250-square foot SLO Regional Transit Authority (RTA) Operation,
Administration and Maintenance Facility, including a request for a fence height
exception to allow a fence of a maximum of 8 feet where 3 and 6 feet is normally required,
with an addendum to a previously-adopted Mitigated Negative Declaration; San Luis
Obispo Regional Transit Authority, applicant.
Associate Planner Rachel Cohen presented the staff report with the use of a PowerPoint
presentation and responded to Commissioner inquiries.
Geoff Straw, SLO Regional Transit Authority Executive Director, reviewed the use for the
facility, partnership with the City, project phasing, security issues, concerns related to the
future Prado Rd. overpass and noted changes made to accommodate zero emission transit
vehicle requirements. Stantec Design representative, Will Todd, provided clarification on
security fencing type, stressed landscaping to be used for a visual screen, provided detail on
lighting design and various architectural elements, and responded to Commissioner inquiries.

ACTION: MOTION BY VICE CHAIR NEMCIK, SECOND BY COMMISSIONER
DEMARTINI, CARRIED 5-0-2 to forward a recommendation of consistency with the
Community Design Guidelines and applicable City Standards to the Planning Commissions
with the following items to be addressed:
• Review fencing details design to ensure adequate security and address visual impacts per
Community Design Guidelines 3.3 F-3 and 3.3 F-5.
• Revise Colors: Metal siding colors should be more muted and more closely match the
corresponding block color.

2. Citywide; Sign Regulations – Review of Draft Ordinance and recommendation to the
City Council to repeal and replace Municipal Code Section 15.40 to update to the City’s
Sign Regulations (action also includes repeal of Municipal Code section 2.40.070
(Campaign Signs); project is exempt from the California Environmental Quality Act
(CEQA) [(Guidelines Sec. 15061(b)(3)]; City of San Luis Obispo, applicant.
Community Development Deputy Director Doug Davidson presented the staff report with the
use of a PowerPoint presentation and responded to Commissioner inquiries.
By consensus the commission suggested the following be considered prior to final adoption:
• Compare the existing standard for sign size (square footage within the smallest rectangle)
with the proposed 8-line method to understand possible size differences from the current
standard.
• Include a definition for murals and reference the Public Art process managed by the City’s
Park and Recreation Department.
• Examples of signage should show same signs as both day and nighttime examples.

ACTION: MOTION BY COMMISSIONER BELLER, SECOND BY COMMISSIONER
SMITH, CARRIED 5-0-2 to recommend that the City Council adopt an ordinance repealing
Section 2.40.070 (Campaign Signs) and repealing and replacing Title 15, Chapter 15.40 of the
Municipal Code to update the City’s Sign Regulation.
COMMENT AND DISCUSSION
Senior Planner Shawna Scott commented on the upcoming retirement of Deputy Director Doug
Davidson and provided a brief agenda forecast.
ADJOURNMENT
The meeting was adjourned at 6:45 p.m. The next Regular meeting of the Architectural Review
Commission scheduled for Monday July 1, 2019 is cancelled. The next scheduled Regular meeting
of the Architectural Review Commission will be held on Monday July 15, 2019 at 5:00 p.m., in
the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
