Subject:2020 Council Compensation Committee
Good afternoon,
I am writing today to ask for each of your votes during Tuesday night's agenda item #16, appointing me to the
City's 2020 Council Compensation Committee. I would be honored to serve the City in this capacity because I
love SLO and want it to be the best city it can be. In the 20+ years I have lived here, I have constantly looked
for ways I can make SLO better by volunteering, being involved in local politics and advocating for issues I feel
strongly about. Compensation of local officials is one of those issues, and I have the following experiences that
make me well-suited for this particular role:
1) I have a Master's Degree in Public Administration -- a degree focused on public organization structures,
policy making and the consequences (intended and unintended) of policies when implemented.
2) I have been a public sector manager for the County of San Luis Obispo for over 17 years. During that time, I
have frequently analyzed, interpreted, explained and compared public benefits...not only my own, but also
those of my staff and perspective employees.
3) I have sat on the County's Unrepresented Employee's Committee for approximately seven years. This
committee that advocates for benefits improvements for managers and other county employees not
represented by SLOCEA (SLO County Employees Association).
4) In December, I was appointed to the SLO County Pension Trust Board of Trustees. In that role, I serve along
with six other Trustees, responsible for overall operation of the Trust including directing the activities of
Pension Trust staff, determining investment policy and making all decisions related to the the administration
of approximately $1.3 billion in Pension Trust assets.
During my study of Public Administration, I first learned that, by and large, local elected officials are
compensated at very different levels depending on the jurisdiction. I also remember in 2013 when Andrew
Carter left his post as a City Councilmember for full-time employment as a City Manager for another
jurisdiction. I realize opinions on this topic might vary widely in this community, and I look forward to working
with my fellow community members to make the best recommendation possible to your council on this issue.
Thank you for your consideration.
Sincerely,
Michelle Shoresman
