SUBJECT: Item #15–Public Hearing on Amendments to Title 10 of the Municipal Code to
update Loading Zone marking and signage requirements and establishment of late-
night passenger loading zones for Downtown
Attached is communication received from Downtown SLO regarding Item #15 on tomorrow
night’s agenda. That item recommends the establishment of a pilot program for late night
passenger loading zones for downtown.
As alluded to in the Agenda Report the Downtown SLO Board was to review this final
recommendation last week and forward any final comments prior to Council consideration.
Additionally, the recommendation was reviewed by both the Parking and Access Committee and
the Food Beverage & Services Committee.
The Board and both committees support the creationof the pilot program and the locations of the
proposed passenger zones.
They are making one request for change:
They are requesting that the start time for the loading zones be pushed back to 11PM from the
current recommendation of 10PM.
The start time for the program is entirely discretionary and there are benefits and drawbacks to
both times.
Staff is analyzingthis request and will make a final recommendation to Council as part of
tomorrow night’s presentation.
