Subject: Natural gas ban
Members of the Council -
Our community has made impressive strides in environmental policy, and we are much further along than we once were
in controlling our impact on renewables. The City's recent move against using natural gas is a bridge too far and throws
the burden of cost directly on the consumer. On the basis of cost to heat, natural gas is far cheaper than electricity -
there is no comparison. The consumer ends up carrying that cost indefinitely, and the electrical demand generated by
heating (air and water), cooking, and (increasingly) recharging methods of transportation will rapidly outstrip the ability
for a property to self generate with panels. The potential workaround there is to add more electrical storage capacity to
each property - but are banks of lithium batteries really going to turn out to be such a great strategy in the future?
This proposal is well-intentioned, but short sighted and should be immediately removed from the table.

Thank you for the response, Carlyn. ‘Ban’ is the wrong word ‐ forgive me. The news cycle has largely left out that
developers and builders may pay an additional fee to install natural gas.
This will not happen in low income homes. This will not happen in mid‐priced homes. This will only happen at the
custom and spec tier ‐ in other words, the people who can better afford to pay the dramatically higher price of living in
an all‐electric home will be the only ones (in new housing) who don’t have to. This proposal is an outright assault on
affordability for a working class that is already marginalized and struggling in San Luis Obispo County.
Stop making it more expensive for the people whose best interests you are supposed to represent.

There seems to be some misunderstanding of what is being proposed. There is no ban on natural gas
housing, there are just incentives to use electric, since the city will have 100% zero carbon electric
power starting in January 2020, and as a city leader, I believe it is crucial for local governments to take
steps to deal with climate change issues after 35 years of data‐driven warnings‐‐is I would respectfully
say that this hardly "hasty" action. Time is running out.
