This is of value from numerous perspectives. That said, there are some significant issues looming around this proposal that need to be addressed. For new construction, there is the market acceptance issue, particularly for induction cooking which is not well understood within the general population. I have checked out induction cooking myself and think it's great but have heard many people express resistance about giving up gas cooking. Lots of effort is needed in this area and the appliances and cookware need to be readily available and identified, which as of today is not the case. There is the aspect of this that applies, or will apply, to commercial, which is a very capital intensive issue, particularly when it comes time to apply the all-electric standard to existing commercial kitchens and other buildings. Likewise for existing residential buildings when the standard is applied there. One of the key missing pieces is the lack of funding for the change in appliances and utilities necessary to create this change. There have been references to Monterey Bay Power and our ability to create funding through that entity but I have seen no plan so far. Let's not create another unfunded mandate that heaps significant cost on property owners. To be clear, I am in favor of a move forward in the direction the reach code creates. My concerns are how to do so in a way that is affordable and acceptable for residences and businesses.
