ARCH-017-2019 for discussion Monday, September 9, 2019 Dear Architectural Review Commission, We are writing to express our objection to the proposed project at 545 Higuera Street. Our concerns are as follows: 1. The project would overshadow two adjacent historic structures - the Jack House on Marsh St and the Robert Pollard house at 535 Higuera St. We request that the Architectural Review Committee and The Cultural Heritage Committee review the scope and design of the project to insure it is compatible with the surrounding structures and Downtown San Luis Obispo in general. 2. The project design, setback and window location should mitigate privacy issues with the single family residence next door at The developer's proposal does not include a rendering showing the project in relation to the Robert Pollard house to the south and how a four story structure will dwarf and overshadow it. There is no mention of construction materials to be used or window placement on that side of the project. 3. The parking is not adequate for residences, offices and businesses with approximately 50,000 Sq Ft of space especially since allowances have been made due to the low cost housing component included in the proposal. Is it suggested that residents of affordable housing don't have cars or have guests that drive cars and visit? 4. In addition, there is already no parking for the recently completed and still unoccupied housing project across the street at 550 Higuera which has 30 single family residences with between 2 and 3 Bedrooms. There is no off-street parking for those units. Where are these residents expected to park? Adequate parking should be included in all of these projects. 5. In summary, the size and scope of the project is not in keeping with the style and architecture of the surrounding downtown architecture. The neighboring Bank of the Sierra building at 500 Marsh Street carefully incorporated the style and character of historic downtown and the Jack House adjacent to it.
