To Arch. Review Commission, Sept 9, 2019 about Item 545 Higuera Street
Dear commission members,
Thank you for all your preparation work -and the possibility for us to comment.
During my 25 years of teaching city- and transportation planners at Cal Poly I did many studies about
downtown SLO including publ. exhibitions, which were also visited by Council Members. My personal
consulting - also international with UNDP - is described in the attachment
I studied the different reports - approximately. 90 - on the web. I also visited the neighborhood and
especially the upcoming building on 460 Marsh St. with its questionable ground floor that only presents
four doors of double parking garages to the curious visitor. Such detailed design can hopefully be
avoided in the future 545 Higuera Street
1_X I support the writings of Jean Awn (owner of the Pollard House) and the highly professional work of
Mr. James Papp.
My comments:
1. Consultants recommendation on page 35 of their report:
Positive: Three creative points to mitigate a bad situation, but by far not enough.
Negative: Their remark, basically "big buildings are a trend, so get used to itl" are unprofessional.
2. My proposal: Send project to Cultural Heritage Committee.
3. My personal take:
Reduce project by 40 percent and P -spaces by 50 percent. Include environmental considerations which
are much more important than multiple city guidelines, that were used. Note that our city council is
rightfully concerned about global warming.

Prof. Eugene Jud
Fellow Institute of Transportation Engineers (ITE), USA
Eugene has 56 years of experience in transportation and city planning in Europe, USA, Middle
East and Mexico. He teaches at California Polytechnic State University and owns Jud
Consultants in San Luis Obispo, California, with partner firm Planungsbuero Jud in Zurich,
Switzerland.
He holds master degrees from the Swiss Federal Institute of Technology, Zurich
(Transportation) and from the University of Zurich (Environmental Sciences). He is a Licensed
Civil Engineer in all European Countries (FEANI #114892) and member of several professional
organizations in USA and Switzerland.
At the university he teaches transportation, planning, and especially sustainable mobility, since
1994. He wrote over 100 reports in the fields of data collection, analysis, proposals, design and
research. He worked together with famous architects like Gensler Partners in San Francisco,
Stern and Partners in New York, and Jean Nouvel from Paris. He also worked with
environmental organizations like the Rocky Mountains Institute in Colorado.
As a UNDP expert he produced within two years the first master plan of transportation for the
United Arab Emirates (UAE) and the final version of the transportation master plan of Nicosa,
Cyprus. In 2011 he was a speaker at the international STARS conference in Stein am Rhein,
Switzerland. This conference is regularly attended by 100 CEOs, professionals and economists,
who often participate in the Economic Forum in Davos. He has a standing invitation as a keynote
speaker at the International Conference on Traffic and Transportation Engineering (ICTTE),
where he spoke at the annual conferences of Lisbon, Portugal and Lucerne, Switzerland.
