SUBJECT: FIREWALL REPLACEMENT PROJECT
RECOMMENDATION
1. Authorize the Administration and Information Technology (IT) Department to advertise for
the purchase of a firewall replacement for the City’s current end of life firewall hardware;
and
2. Authorize the City Manager to award a contract if the selected quote is within the approved
project budget of $186,500.
DISCUSSION
Background
In 2014 the City purchased new network firewalls to replace end of life equipment. These
firewalls have now reached their end of life and need to be replaced. The network firewalls are a
critical piece of the City’s layered security infrastructure as the primary means of access control
to and from the network. The firewalls help to safeguard City infrastructure from malefactors
outside of the City network, as well as prevent internal users from accessing malicious
destinations. In addition, they act as the gateway for the City to access other resources provided
by our partners at the County, Department of Justice and other law enforcement databases, and
industry partners like Digital West. City firewalls allow us to provide services to the public in a
safe and responsible manner.
In the interest of fiscal responsibility, IT staff have analyzed new firewall options and are
electing to move forward with a request for quotes for hardware from the same equipment
vendor as the existing firewalls. This allows IT to leverage the training investment made over the
last five years to support the current firewalls and will allow IT staff to perform the bulk of the
installation. This will save the City considerable money in consulting services and re-training of
IT staff.

IT will be soliciting quotes from several resellers for a set bill of materials to ensure that the City
receives the best possible pricing on the required equipment. The hardware vendor has pricing
available to resellers that has already been cooperatively bid under the National Association of
State Procurement Officers (NASPO) contract.
Previous Council or Advisory Body Action
On July 1, 2014 the City Council authorized the purchase of the existing firewalls.
Public Engagement
This item is on the agenda for the September 17, 2019, City Council meeting and will follow all
required posting and notification. The public may comment on this item at or before the meeting

The California Environmental Quality Act does not apply to the recommended action in this
report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15378.

ALTERNATIVES
1. Do not authorize the purchase of the replacement equipment. However, if the current
equipment is not replaced, it will fall out of warranty and would not be serviced by the
vendor in the event of a failure. If the equipment fails, the City would lose access to the
Internet, County network resources used by Public Safety, and Public Safety workers in the
field would not be able to use internal network resources.
