SUBJECT: MID-HIGUERA BYPASS PROJECT, SPECIFICATION NUMBER 90649 –
FINAL DESIGN FUNDING
RECOMMENDATION
Receive $90,000 from the County of San Luis Obispo, and as recommended by the Flood
Control and Water Conservation District Zone 9 County Advisory Committee, appropriate it to
fund the final design services for Mid-Higuera Bypass Project.
DISCUSSION
Background
San Luis Obispo has experienced catastrophic flooding due to the nature of its watershed. Most
recently, in 1995, flooding caused damage throughout the San Luis Obispo watershed, with
creeks breaching their banks and creek bank failures. In response to the damage, and to protect
residents, businesses, and infrastructure, the City requested permits from regulatory agencies to
repair the damage to public facilities. The Army Corps of Engineers and other regulators
requested the City prepare a comprehensive Waterway Management Plan (WMP) that could be
used as the basis for future project planning, decision making, and permitting.
The Waterway Management Plan (WMP) preparation was approved by Council in the fall of
1999. In January 2002, the WMP was presented to Council and direction was received for
various aspects of the program which included flood protection levels, major capital projects,
and design policies. On October 21, 2003 Council adopted the WMP, a three-volume document
which includes components for stream management and maintenance, a drainage design, and a
flood management plan identifying potential flood management projects.
Mid Higuera Bypass Project
Of the projects identified by the WMP, the Mid-Higuera Bypass project presented a favorable
cost benefit ratio with a strong likelihood of completion due to construction predominantly on
City-owned facilities. The work associated with this project decreases the existing flooding
potential through this area of San Luis Obispo creek. As a result, the Flood Control and Water
Conservation District Zone 9 County Advisory Committee (Zone 9) recommended proceeding
forward and allocating Zone 9 Funding to support the project development.

The Mid Higuera Bypass Project will increase flood protection by removing sediment from the
creek, creation of pathways for flood waters in the roadway to return to the creek, removal of
barriers within the creek channel, creation of flood bypass channels and graded benches for
increased creek capacity, and replacement of the Bianchi Lane Bridge.

Current Progress
Since the Zone 9 Advisory Committee approved the Mid-Higuera Bypass project, a feasibility
study and a Final Supplemental Environmental Impact Report (Final SEIR) have been
completed, including preliminary design work that was completed in conjunction with
development of the project SEIR Document. Final design of the project is currently underway
and includes detailed design work including Plans, Specifications and Construction Estimates for
public bidding.

Construction funding has not yet been identified for this project. City staff have identified a
potential Proposition 1 Coastal Watershed Flood Reduction Risk grant funding opportunity
available to support the project and will work with Zone 9 on additional funding
recommendations for FY2020 as necessary. The estimated cost of construction at the preliminary
design stage was $5.5 Million. Refined estimates are expected to be delivered by the City’s
consultant in Fall 2019 when 90% design work is completed and a comprehensive cost estimate
can be prepared.
Policy Context
Per the October 2018 Financial Management Manual Exhibit 201-A the Council must approve
the additional allocation of funding outside the original budget. This requested budget
appropriation will provide funding to complete final design of the project.
Public Engagement
Zone 9 committee members and community members were presented with the proposed funding
at the October 2018 meeting and approved of the recommendation.
CONCURRENCE
The Flood Control and Water Conservation District Zone 9 concurs with this recommendation
and has made this funding available to support this project in the current budget.
ENVIRONMENTAL REVIEW
A Final SEIR was prepared by County staff for the project focusing on the following mitigations:
biological resources, cultural resources, air quality, visual resources, hazardous materials,
drainage/erosion and sedimentation, and noise. On August 21, 20188/21/18, San Luis Obispo
County Board of Supervisors certified the SEIR. SEIR State Clearinghouse Number is
SCH2016021077.
In accordance with recommendations of the SEIR, County Staff will be applying for permits
with the Water Resources Control Board, California Fish and Wildlife, and Army Corp of
Engineers.

The above chart refers to the design phase only. The cost summary of this project is as follows:
• Total design cost of $406,400 is funded by $316,400 in prior Zone 9 allocations reimbursed
quarterly by the County, and the $90,000 in this request. Budget funding supports project
design, permitting, grant review and application, and design contingency.
• Construction estimates of $5.5M may be funded by future grant opportunities such as
Proposition 1 Coastal Flood Reduction Risk Program and future Zone 9 budget increases.
ALTERNATIVES
Deny appropriation of Zone 9 funding. This alternative is not recommended because additional
funds are necessary to complete the project design and environmental permitting, and this project
will increase the flood control capacity of San Luis Obispo Creek within the downtown area.

City is requesting the following funding from Zone 9 for the 2018-19 Fiscal Year.

$113,000 to fund ongoing general creek maintenance which includes channel clearing, including
removal of trees, vegetation, and arundo from creeks. Funding is planned to be used as follows:
1. CCC Contract - Channel Clearing: $40,000
2. Channel Tree Removals: $40,000
3. Vegetation Disposal: $ 5,000
4. Arundo Removal: $28,000
Silt Removal
$100,000 to add to the available funding of $211,000 to support creek silt removal work. Based on
field observations the following locations are the highest needs for silt removal work and are
currently being designed with an anticipated construction in 2018.
1. Prefumo Creek arm – Between LOVR and Laguna Lake: $190,000
2. Tank Farm Road 250 ft West of Orcutt: $ 30,000
3. Sacramento 500 ft North of Via Esteban: $ 30,000
4. Prefumo Creek - Downstream of South Madonna: $ 61,000
