SLO Repertory Theatre is proposing a new 23,344-square foot performing arts facility with two performance spaces, rehearsal space, workshop and storage areas, lobby, a balcony and roof deck and administrative offices (Attachment 1, SLO Rep Project Plans). The City of San Luis Obispo is proposing a new 162,909-square foot parking structure with 404 parking spaces (Attachment 2, Palm Nipomo Project Plans). General Location: The project site is made up of 6 parcels with a combined area of 1.38 acres. The site is located within downtown, south of Mission Prep High School, surrounded by Palm Street, Nipomo Street and Monterey Street. The property is sloped. Present Use: The site contains a surface parking lot and three residential units. Zoning: Currently the site is Office Zone with Historic Overlay (O-H) and Medium-High density Residential Zone (R-3). The zoning for the site is proposed to change to Downtown Commercial with a Historic Overlay (C-D-H) General Plan: Office and Medium-High Density Residential. The General Plan designation is proposed to be changed to General Retail. Surrounding Uses: East: Reis Mortuary, Commercial West: Residential North: Mission Prep High School sports fields South: Children’s Museum, future location of Monterey Place FROM: Shawna Scott, Senior Planner BY: Rachel Cohen, Associate Planner PROJECT ADDRESS: 609 & 633 Palm FILE NUMBERS: SLO Rep – ARCH-0415-2019 610, 614 & 630 Monterey, 970 & 972 Nipomo Palm Nipomo – ARCH-0448-2019 APPLICANT: SLO Rep and City of SLO REPRESENTATIVES: SLO Rep – Bryce Engstrom City of SLO – Richard Burde ___________________________________________________________________________________ For more information contact: (Rachel Cohen) at 781-7574 or rcohen@slocity.org Figure 1: Subject Properties Item # 2 Packet Page 40 Palm Nipomo – ARCH-0448-2019 SLO Rep – ARCH-0415-2019 609 Palm Page 2 2.0 BACKGROUND On August 19, 2019, the ARC reviewed two proposed projects: the SLO Rep Theatre and the Palm Nipomo Parking Structure. The ARC voted 4:0 to continue the review of the two projects and provided the direction outlined below. Each directional item is followed with a discussion on how the applicants responded to the direction. 3.0 PROJECT REVIEW 1. Provide a finished Nipomo (west) elevation for the Parking Structure. The elevation has been amended to improve the rhythm and articulation of the façade facing Nipomo Street. This is consistent with Chapter 4 of the Community Design Guidelines (CDG), Section 4.2(B)4.c which discusses that buildings located within the downtown provide architectural interest on all four sides of a building. Long-term plans for this part of the property includes a building that will be constructed along the Nipomo Street façade in the Figure 2: (Top) Revised elevation along Nipomo Street. (Bottom) Previous design. Item # 2 Packet Page 41 Palm Nipomo – ARCH-0448-2019 SLO Rep – ARCH-0415-2019 609 Palm Page 3 space identified in Figure 3. 2. Reconsider the finishes on the SLO Rep façade where it adjoins and transitions to the Parking Structure. The SLO Rep façade has been revised to include materials and colors that are consistent with the Palm Nipomo Parking Structure (see Attachment 3, SLO Rep Façade Transitions). The use of the stucco and paint color of the Parking Structure on the SLO Rep Theatre provide a less abrupt transition between the two buildings (see Sheet A2.2, Attachment 2). Additionally, the white colored terra cotta rain screen tile has been replaced with a less white (cream) colored tile that provides a color tone that is more like the other terra cotta tiles on the façade of the SLO Rep Theatre. 3. Provide a landscape exhibit and 3-D renderings of the Plaza along Monterey in front of the main entrance to the SLO Rep Theatre. The applicants have provided a 3-D rendering of the Plaza along Monterey Street (see Figure 4 and Attachment 2, Sheet A2.2). Details of the plants and hardscape materials are described on the landscape plans of the SLO Rep Theatre, Sheets L-1 and L-2 of Attachment 1. Provide renderings and 3-D illustrations of the whole project site. Sheets A2.1 through A2.6 (Attachment 2) have been added to the Palm Nipomo Parking Structure plans that provide 3-D rendered images of the parking structure and the SLO Rep Theatre. 7. Provide a color elevation of both buildings along Nipomo Street. The applicants have provided a Nipomo Street elevation and a Monterey Street elevation of the two projects shown in Figure 8. The 3-D renderings provide more detail and perspective of these views as well. The site contains an existing City owned surface parking lot and fi ve residential structures. The future Monterey Place project is proposed across Monterey Streetfrom the site and will link at a proposed mid-block crosswalk and connect pedestrians into the downtown core. The overall project site consists of three separate proposed buildings (Parking Structure, SLO Repertory Theatre, and offi ce or retail building) and intersection and streetscape enhancements. Each of the proposed buildings will be permitted separately and constructed in phases. This submittal is for the Parking Structure and right-of-way improvements only. The Theatre and offi ce or retail building are shown graphically for reference only, and are not a part of this Parking Structure project. The Parking Structure and SLO Repertory Theatre have been working together to design a cohesive and unifi ed project, and these two buildings will be submitted together for coordination of the overall project, but permitted separately. The offi ce or retail building is a future submittal. TITLE SHEETSTREETSCAPE ENHANCEMENTSIntersection enhancements are proposed on Nipomo Street at Monterey and adjacent right-of-way will be improved as these buildings are constructed with widened sidewalks, decorative paving, benches, bike racks, and new landscaping. PARKING STRUCTUREThe City of San Luis Obispo is proposing to construct public parking structure with 404 vehicle spaces. There will be one entry/exit located off Palm Street and one on Nipomo Street.Vehicular and pedestrian entrances are separated and 32 bike racks are provided at the Nipomo entrance. The garage is anticipated to be open 24 hours a day and will not require any permanent employees. The parking structure is to be a Type 2B open construction. There will be a 2hr fi re separation between the parking structure and the SLO Repertory Theatre.REPERTORY THEATREThe San Luis Obispo Repertory Theatre would be relocated to the site, fronting Monterey Street and adjacent to the parking structure. The Theatre is anticipated to be constructed closely following the Parking Garage and permitted separately.OFFICE, RETAIL OR RESIDENTIALA two or three story building with approxrimately 4,600 to 6,900 square feet of offi ce, retail, or residential space is proposed at the corner of Palm and Nipomo Streets. ZONING REGULATIONS SECTION 17.86.200 - PARKING AS PRIMARY USE ANTICIPATES THIS AND NOTES THAT “DISCRETIONARY PERMIT APPROVAL MAY INCLUDE DEVIATION FROM OTHER WISE APPLICABLE DEVELOPMENT STANDARDS.” FOR DECADES, THE CITY’S GENERAL PLAN POLICIES HAVE FOCUSED ON ALLOWING A MIX OF USES IN THE DOWNTOWN CORE. THE CITY SHALL ENSURE THERE IS A DIVERSITY OF PARKING OPPORTUNITIES IN THE DOWNTOWN.
