Minutes of the Tree Committee of August 26, 2019 PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. New Business: Update on 2 open City of SLO positions: Development Review Arborist and Contract Tree Trimmer - See Job Openings at www.slocity.org • Elementary schools invited to participate in annual Arbor Day Art Contest • Urban Forestry Arbor Day booth at Farmers Market Thursday October 24, 2019 • Arbor Day celebration on November 2, 2019 to be at Islay Hill Park 5. Old Business: Recap of Downtown Foresters workday using new tools purchased through a donation by the California Urban Forest Council COMMENT AND DISCUSSION 6. Arborists Report: Registration is still open for the 2019 California Urban Forests Conference September 26-28, 2019 hosted by the City of SLO. See flyer attached. ROLL CALL Present: Committee Members Alan Bate, Elizabeth Lucas, Rodney Thurman, and Chair Scott Loosley Absent: Committee Members Allen Root, Sean O'Brien, and Vice Chair Jane Worthy Staff: Urban Forester Anthony Whipple and Recording Secretary Teresa Purrington PUBLIC COMMENT ITEMS NOT ON THE AGENDA Will Powers --End of Public Comment -- APPROVAL OF MINUTES 1. Consideration of Minutes of the Tree Committee Meeting of JULY 22, 2018: ACTION: Continued to allow staff to confirm if there was a procedural issue due to lack of a quorum. TREE REMOVAL APPLICATIONS 2. 1 Mustang Dr. Urban Forester Whipple provided a presentation and responded to Committee inquiries. Steve Fransman applicant representatives provided a brief overview of the tree removal project. Public Comment Will Powers --Endo Public Comment-- DRAFT Minutes — Tree committee Meeting of August 26, 2019 Page 1 ACTION: UPON MOTION BY CHAIR LOOSELY, SECONDED BY COMMITTEE MEMBER LUCAS CARRIED 4-0-3 (Committee Members Allen Root, Sean O'Brien, and Vice Chair Jane Worthy absent), to approve removal of the large eucalyptus and small sycamore, to be replaced with 3 -15 -gallon trees and deny the removal of the 2 other sycamores. 3. 1045 Southwood Dr. Parkwood HOA Urban Forester Whipple provided a presentation and responded to Committee inquiries. Jim Burros applicant representatives provided a brief overview of the tree removal project. Public Comment --End of Public Comment -- ACTION: UPON MOTION BY CHAIR LOOSELY SECONDED BY COMMITTEE MEMBER LUCAS, CARRIED 4-0-3 (Committee Members Allen Root, Sean O'Brien, and Vice Chair Jane Worthy absent), to approve the removal of trees #s 1, 3, 4, 6, 7, 9, 11, 12, 16-21, 23- 27 and 29-32. All replacement trees must be 24 -inch box and deny the request to remove trees #s 2, 5, 10, 13, 14, 15, 22 and 28 remaining trees to remain. #8 Tree was retained at request of owner. COMMENT AND DISCUSSION Urban Forester Whipple provided an update on the following item: • City of SLO is recruiting for 2 positions: Development Review Arborist and Contract Tree Trimmer. • Downtown Foresters are planning a workday using new tools purchased through a donation by the California Urban Forest Council. • Save the Date! — Arbor Day November 2, 2019, location to be determined. • Arborists Report: City of SLO is hosting the 2019 California Urban Forests Conference September 26 — 28, 2019 ADJOURNMENT The meeting was adjourned at 6:20 p.m. The next Regular Tree Committee meeting is scheduled for Monday, September 23, 2019 at 5:00 p.m., in Conference Room A, located at 25 Prado Road, San Luis Obispo, California.
