HomeMy WebLinkAbout09-25-2019 ATC Agenda Packet - SpecialCity of San Luis Obispo, Agenda, Planning Commission Agenda ACTIVE TRANSPORTATION COMMITTEE Wednesday, September 25, 2019 6:00 p.m. SPECIAL MEETING Council Hearing Room 990 Palm Street San Luis Obispo, CA MISSION: The purpose of the Active Transportation Committee (ATC) is to provide oversight and policy direction on matters related to bicycle and pedestrian transportation in San Luis Obispo and its relationship to bicycling and walking outside the City. CALL TO ORDER Chair Jonathan Roberts ROLL CALL : Committee Members Thomas Arndt, Lea Brooks (vice chair), Jenna Espinosa, Timothy Jouet, Ken Kienow, Briana Martenies, Jonathan Roberts (chair) PUBLIC COMMENT: At this time, people may address the Committee about items not on the agenda. Persons wishing to speak should come forward and state their name and address. Comments are limited to three minutes per person. Items raised at this time are generally referred to staff and, if action by the Committee is necessary, may be scheduled for a future meeting. DISCUSSION ITEM 1. ACTIVE TRANSPORTATION PLAN: MAJOR ARTERIAL CROSSING IMPROVEMENTS FOR PEDESTRIANS (FUKUSHIMA – 100 MINUTES) This item will identify pedestrian crossing improvements on major arterials for the Active Transportation Plan (ATP). Connecting residents to neighborhoods, commercial centers, parks, and schools across large arterial streets is a major factor in increasing pedestrian transportation. To assist in identifying locations, the Committee may wish to use the ATP Network Viewer and consult the layer “2019 Intersection Improvements” where the committee has already identified major crossing improvements for bicycling. It is assumed that all proposed crossing improvements for bicycling will also be studied for possible pedestrian improvements. However, there may be other major arterial crossing improvements the Committee may want to identify, which are Active Transportation Committee Agenda September 19, 2019 Page 2 important for pedestrians specifically. While the ATP will not identify the exact treatment that will be used at each location, improvements may include signal timing adjustments, new crossings, signs, beacons, pedestrian refuge islands, curb extensions, lighting improvements, or other strategies that are part of the pedestrian improvement toolbox.
